Many outstanding results
On the afternoon of January 29, the Central Committee of the Vietnam Lawyers Association held a meeting with retired officials of the Central Committee on the occasion of the Spring of Giap Thin 2024.
At the meeting, Dr. Nguyen Van Quyen - Secretary of the Party Committee, President of the Vietnam Lawyers Association reviewed the outstanding achievements in 2023 to retired officials who worked and made many contributions to building an increasingly strong Lawyers Association.
Accordingly, over the past year, the Association has stepped up the implementation of Directive No. 14-CT/TW dated July 1, 2022 of the Politburo on continuing to strengthen the Party's leadership over the Vietnam Lawyers Association in the new situation.
Dr. Nguyen Van Quyen assessed that this is a particularly important political task of the Vietnam Lawyers Association. Accordingly, Plan No. 188-KH/DD was issued on April 12, 2023, assigning Party Committee members to work with localities and central ministries and branches.

With the policy of focusing on the grassroots, the Party Delegation has successfully organized 14 working delegations to work with the Standing Committee of the Provincial Party Committee, City Party Committee and local authorities on the implementation of the above Directive No. 14. The results of the work show that the Party Committees and authorities of the provinces and cities are very serious in organizing and implementing it.
In general, the working sessions achieved good results, thereby helping provincial and municipal leaders better understand the position and role of the Vietnam Lawyers Association and the need to strengthen the Party's leadership over the organization and operation of the Lawyers Association.
In the past year, the Association has asked the Prime Minister to approve the Project "Promoting the role of Lawyers' Associations at all levels in the dissemination and education of law in the period of 2024 - 2030". Following the results of the implementation of the Project "Socialization of legal dissemination and education in the period of 2017-2023", the Vietnam Lawyers' Association has proactively proposed the Prime Minister to approve the Project "Promoting the role of the Vietnam Lawyers' Association in the dissemination and education of law in the period of 2024-2030".
The meeting took place in a solemn and warm atmosphere.
On November 3, 2023, Deputy Prime Minister Tran Luu Quang agreed (in Official Dispatch No. 8659/VPCP-PL) to assign the Vietnam Lawyers Association to preside over and coordinate with relevant agencies to research, develop and submit this Project to the Prime Minister for approval.
In addition, in the past year, the Association also coordinated with the International Democratic Lawyers (IADL), the Peace Path International Foundation and the Russian Peace Law Center to organize the International Workshop "Promoting Cooperation in the East Sea: For Peace and Development on the Basis of International Law" in Moscow; proposed to develop a Law amending and supplementing a number of articles of the Law on Commercial Arbitration; actively participated in the fight to protect the sea and islands, against the enemy's distorted arguments;...
Former leaders and officials highly appreciated the achievements of the Vietnam Lawyers Association.
Next, Dr. Nguyen Van Quyen also reported to the former leaders and officials of the Vietnam Lawyers Association on the directions and tasks in 2024. In particular, he emphasized continuing to strengthen Directive 14 of the Politburo; implementing the Prime Minister's project on enhancing the dissemination of legal education; focusing on the work of the Congresses of the Lawyers Association at all levels, towards the 14th National Congress of the Vietnam Lawyers Association, term 2024-2029.
Building a spirit of respect for the law
At the meeting, many former officials and leaders also spoke and contributed ideas to build an increasingly strong Association.
In particular, Mr. Nguyen Nien - former Editor-in-Chief of Legal Magazine (the mouthpiece of the Vietnam Lawyers Association) said that each law passed affects all aspects of economic and social life. In particular, social criticism is very important in the current context. The Vietnam Lawyers Association has been a pioneer and needs to continue to promote its role as an important channel for propaganda and law-making.

In addition, Mr. Nien said that the Bar Association can advise and propose the establishment of a Council for Legal Criticism Theory, in which the Vietnam Bar Association can be the core. Because, according to him, this can resolve many controversial opinions about some current laws.
Mr. Phan Van Tan, former Director of Tan Viet Legal Consulting Center, proposed that the Central Association propose and develop a Law on Legal Consulting. According to Mr. Tan, this will be highly socialized, thereby supporting people and businesses to receive more assistance.
In addition, he noticed that currently there is a situation where many officials only listen to superiors and lack the spirit of respecting the law.

“There are many shortcomings in the lack of respect for the rule of law among officials and state agencies. For example, I recently participated in providing legal aid to a vulnerable person, an elderly woman nearly 90 years old. This was just an administrative case that was dragged on without being processed, and the elderly woman had to wait for many years. Only when the press reported this simple case was it resolved,” said Mr. Tan, adding that the Association needs to further promote its role in the new context, with a large number of members nationwide, to build a spirit of respect for the rule of law in each agency and organization.
On behalf of the leaders of the Vietnam Lawyers Association, Dr. Nguyen Van Quyen expressed his appreciation for the contributions of the delegates, and affirmed that each member will strive to fulfill the assigned and proposed tasks .
