Today, I am very pleased to be here with the leaders, former leaders of the Party, State and compatriots, comrades to attend the ceremony to celebrate the 60th anniversary of Uncle Ho's visit to Nam Dinh province.
On behalf of the Party and State leaders, I would like to send my warmest regards and best wishes to the delegates, leaders, former leaders of Nam Dinh province of all periods, Vietnamese Heroic Mothers, Armed Forces Heroes, Labor Heroes, and compatriots and comrades of Nam Dinh province.

Nam Dinh - a land of thousands of years of culture, a sacred land of outstanding people, rich in traditions of studiousness, history, culture, patriotism and revolution; the homeland of many talented people, famous generals, literati and outstanding leaders of our Party and State; a place to preserve and maintain many unique traditional cultural values, strong vitality, with customs, beliefs, festivals, craft villages, historical and cultural relics...; the place where the glorious Tran Dynasty in the history of the nation started its career, with three victories over the Yuan-Mongol invaders.
Nam Dinh was honored and proud to welcome Uncle Ho to visit 5 times. Those visits took place at different times, but all showed his love and concern for the people and comrades of Nam Dinh province. From the first visit (January 10, 1946) to the last visit of Uncle Ho to Nam Dinh (May 21, 1963), his teachings became a compass, a source of great spiritual strength to encourage the people and army of Nam Dinh to overcome all difficulties, hardships, and sacrifices, to promote the tradition of patriotism, revolution, solidarity, and striving, to achieve many great achievements, and to make important contributions to the revolutionary cause of the Party and the nation.
During the wars of national liberation and defense of the Fatherland, Nam Dinh sent hundreds of thousands of outstanding sons of the homeland to fight. While actively contributing human and material resources to support the battlefields in the South, while producing and fighting against the destructive war of the American imperialists, Nam Dinh, together with the army and people of the whole country, achieved outstanding feats, making important contributions to the cause of national liberation and national reunification. In the early years of building socialism in the North, in response to the Party's call, tens of thousands of Nam Dinh compatriots left their beloved homeland, enthusiastically went to the difficult mountainous provinces, developed the socio-economy, and built a new life with the people of all ethnic groups, to help "the mountainous areas catch up with the lowlands".
Entering the period of national renewal, the Party Committee and the people of Nam Dinh continue to promote tradition, be dynamic and creative, and gain many great and important achievements in all fields. In recent years, the economic growth rate of the province has been higher than the national average. From a purely agricultural province, up to now, industry and services have accounted for more than 80% of the economic structure. With the great efforts and determination of the entire political system and the people, Nam Dinh has been one of the first two provinces in the country to complete the New Rural Construction Program, most communes and towns have met the advanced new rural standards, many communes have met the model new rural standards. Socio-economic infrastructure has been invested and upgraded, and many key projects have been completed and put into use. Cultural and social fields have been cared for, many cultural heritages have been preserved and promoted; social security has been ensured; The quality of general education and key education has been among the top in the country for 28 years; the material and spiritual life of the people has been constantly improved and enhanced, the multidimensional poverty rate has decreased to 1.32%. The work of building and rectifying the Party and the political system has achieved many important results; the management effectiveness of the government apparatus, the quality of activities of the Fatherland Front and mass organizations have been improved; political security and social order and safety have been maintained, creating a favorable environment for socio-economic development.
We are pleased to see that Nam Dinh today has become one of the dynamically developing provinces of the Red River Delta. From rural villages to urban streets, the appearance is changing day by day, more beautiful than before, imbued with identity, creating new vitality and new spirit.
To have Nam Dinh develop and innovate as it is today, it is the continuous efforts of the Party Committee and the people of the whole province; it is a living proof in fulfilling the promise to beloved Uncle Ho when he visited Nam Dinh.
On behalf of the Party and State leaders, I warmly congratulate and commend the achievements that the Party Committee and people of Nam Dinh have achieved in recent years.

Looking back at the journey of the Party Committee and the people of Nam Dinh in implementing Uncle Ho's teachings, besides the great achievements that have been made, there are still many things that we are concerned about and worried about; we must make more efforts to be worthy of Uncle Ho's expectations for Nam Dinh. The 60th anniversary of Uncle Ho's visit to Nam Dinh is an opportunity to remind and review the tradition, to add strength to the army and people of the province to strive to complete the goals and tasks set out, in accordance with his wishes when he visited Nam Dinh. With that meaning, I would like to make some suggestions for comrades to pay attention to, take note of, and organize implementation in the coming time:
Firstly, it is necessary to fully recognize the role, position, potential, advantages, difficulties, challenges of the province and valuable lessons learned in socio-economic development, ensuring national defense and security of the province in recent years; to effectively study and follow the ideology, morality, and style of Ho Chi Minh, and his teachings during his five visits to Nam Dinh; to promote the will of self-reliance and self-reliance and the aspiration to develop the homeland and the country, the Party Committee and the people of Nam Dinh need to be more proactive and creative, to promote all potentials, strengths, and resources for socio-economic development, and strive to fulfill Uncle Ho's teachings: "Nam Dinh is a province with fertile land, abundant resources, and hard-working people, with great potential to become a truly rich province".
Second, focus on strongly shifting the economic structure associated with renewing the growth model towards promoting the application of science and technology, associated with innovation and increasing labor productivity. Pay more attention to investing in agricultural, farmer and rural development; continue to effectively implement the New Rural Development Program associated with urbanization, ensuring substance, efficiency and sustainability, taking rural residents as the main subject, creating a clear change in rural lifestyle and quality of life of each person in rural areas. Mobilize all resources to resolve bottlenecks; improve the investment and business environment, enhance competitiveness; speed up investment progress, build synchronous and modern infrastructure; focus on developing industry associated with trade, services and urban areas, prioritizing large-scale projects, green economy, circular economy with high quality and efficiency. Focus on preserving and developing traditional craft villages in line with the socialist-oriented market economy. Accelerate the progress of construction and development of Ninh Co Economic Zone to become a dynamic economic zone, a growth pole in the South of the province. At the same time, manage and organize the implementation of planning well, ensure synchronization and consistency with regional planning, national planning..., expand development space, fully exploit the potential and advantages of the province.
Third, economic development must go hand in hand with sustainable environmental protection. All levels, sectors and people in the province must attach great importance to resource management, environmental protection, climate change response, disease and natural disaster prevention, considering this a vital issue for the province's development process. Investing in environmental protection is investing in sustainable development in the future; resolutely eliminating projects and activities that cause environmental pollution; there must be determination and drastic actions in handling environmental pollution in craft villages, concentrated industrial zones and clusters. Focus on protecting the river and marine environment, especially Xuan Thuy National Park - the core zone of the World Biosphere Reserve in the Red River Delta region, associated with the development of ecotourism.
Fourthly, as a homeland rich in traditions of studiousness, history, culture, patriotism and revolution, Nam Dinh needs to continue to preserve and promote that noble tradition for the cause of building and defending the Fatherland. Focus on building a healthy cultural environment, building a new life, building Nam Dinh people to develop comprehensively; effectively preserve and promote the values of the province's cultural and historical heritage system, associated with the development of historical and spiritual tourism, creating momentum for the province's socio-economic development. Improve the quality of education and training, develop high-quality human resources to meet the development requirements of the province. Pay attention to people's health care; take good care of policy families and people with meritorious services; solve social security well, create stable jobs, increase income, constantly improve the material and spiritual life of the people, so that everyone is well-off, happy and peaceful.
Fifth, as a province located in the center of the Southern Red River Delta, with an important strategic position, Nam Dinh must strengthen national defense and security, maintain political stability and social order and safety, build a national defense posture for all people associated with a solid people's security posture and a solid people's hearts posture, and build a strong local armed force in all aspects. Closely and effectively combine economic development with the protection of maritime sovereignty, build potential and military posture in concentrated defense areas, effectively resolve complex security issues right from the grassroots, prevent the formation of "hot spots", eliminate factors that cause social instability from the root, ensure a peaceful life for the people and develop the economy and society.
Sixth, continue to innovate the Party's leadership methods; strengthen the building and rectification of the Party and the political system in conjunction with promoting the study and following of Ho Chi Minh's ideology, morality and style; well implement Uncle Ho's teachings on Party building when he visited Nam Dinh: "All levels, from the Party cell to the Provincial Party Committee, must sincerely and frankly self-criticize for the common interests of the Party and the people. Each Party member and each Party cell must always ask themselves: Am I worthy of the Party's leadership role or not?". On that basis, create substantive changes, ensure that Party organizations and Party members are truly clean and strong, promote the role of Party cells; the government apparatus operates effectively and efficiently, the contingent of cadres and civil servants are honest, wholeheartedly serving the people; attach importance to self-criticism and criticism, promote the exemplary role of cadres, Party members and members of socio-political organizations; Tighten discipline, strengthen the prevention and fight against corruption and negativity; the collective leadership and leaders are dynamic, creative, dare to think, dare to act for the common good. Improve the effectiveness and efficiency of direction and administration of authorities at all levels, strengthen State management in all fields. Strongly innovate, create clear changes in the quality and efficiency of mass mobilization work, activities of the Fatherland Front and socio-political organizations, meet the requirements of tasks in the new situation. As a province with a large number of religious followers, Nam Dinh must "truly care about the life and religion of the people", "unite between religions", "unite from top to bottom, from inside to outside", for the prosperity of the province and the happiness of the people as Uncle Ho taught.

Promoting the glorious tradition of the homeland and the 60th anniversary of Uncle Ho's visit, I believe that the Party Committee and the people of Nam Dinh province will better implement Uncle Ho's teachings for the province, always unite, unite, join hands and unite to build Nam Dinh to be more civilized and prosperous, together with the whole country to successfully implement the Resolution of the 13th National Party Congress.
