Speaking at the opening of the session, Chairman of the Thanh Tri District People's Council Dang Duc Quynh said that at this session, the District People's Council will carry out two contents on personnel work and approve investment policies, adjust investment policies for a number of projects using public investment capital of the district under the approval authority of the District People's Council. In particular, the content on personnel work is an important content of the session.
The Chairman of Thanh Tri District People's Council believes and requests the delegates to promote the spirit of solidarity, democracy, uphold responsibility, concentrate their intelligence, and reach high consensus on the nomination of comrade Nguyen Xuan Phong, Deputy Secretary of the District Party Committee, to be elected as Chairman of Thanh Tri District People's Committee for the 2021-2026 term.
Speaking at the meeting, Standing Deputy Secretary of the City Party Committee Nguyen Thi Tuyen highly appreciated the spirit of solidarity and unity in the Standing Committee, Standing Committee, and Executive Committee of the District Party Committee in the efforts to carry out the current key tasks, such as: completing the Project on building an advanced new rural district, the Project on building the district into a district, in which the district has completed 33/34 criteria (1 criterion on self-balancing the budget remains); focusing on implementing a number of key projects being deployed in the area.
The district also focuses on investing in the three fields of education, health, and culture. The administrative reform sector has changed positively, in 2023, it ranked 5th out of 30 districts (up 18 places compared to 2019). In the first 6 months of 2024, Thanh Tri district basically achieved the budget revenue target and implemented key tasks of the year...
Regarding personnel work, Standing Deputy Secretary of the Hanoi Party Committee Nguyen Thi Tuyen said that in Decision No. 7060-QD/TU dated August 2, 2024, the Standing Committee of the City Party Committee transferred comrade Nguyen Xuan Phong to stop participating in the Executive Committee, Standing Committee, stop holding the position of Standing Deputy Secretary of the Hoang Mai District Party Committee and appointed him to participate in the Executive Committee, Standing Committee, hold the position of Deputy Secretary of the Thanh Tri District Party Committee for the 2020-2025 term; introduced him to be elected as Chairman of the Thanh Tri District People's Committee for the 2021-2026 term.
Therefore, Standing Deputy Secretary of the City Party Committee Nguyen Thi Tuyen requested the delegates of the People's Council of Thanh Tri district to strictly follow the regulations and procedures, at the same time promote the revolutionary and heroic traditions of the district, always take the lead in performing political tasks, and elect the Chairman of the District People's Committee to ensure the best results, creating motivation for the new Chairman of the District People's Committee to perform well the assigned tasks.
Standing Deputy Secretary of the City Party Committee Nguyen Thi Tuyen also highly appreciated the spirit, responsibility and contributions of Comrade Nguyen Tien Cuong, Secretary of the District Party Committee, Chairman of the District People's Committee with over 28 years of work, who together with the district leadership has built Thanh Tri district with solid development steps, creating the premise to complete the Project to develop into a district. At the same time, she hopes that the district People's Council delegates will continue to promote the tradition of their homeland and be responsible for the trust of voters.
With high consensus, the People's Council of Thanh Tri district dismissed Mr. Nguyen Tien Cuong from the position of Chairman of the People's Committee of Thanh Tri district, term XX, 2021-2026, due to his transfer to the position of Secretary of the District Party Committee and elected Mr. Nguyen Xuan Phong, Deputy Secretary of the Thanh Tri District Party Committee, to hold the position of Chairman of the People's Committee of the district, term XX, 2021-2025, with a rate of 100%.
Speaking at the ceremony, Chairman of Thanh Tri District People's Committee Nguyen Xuan Phong thanked the delegates of the District People's Council for their trust and confidence. This is an honor, a source of encouragement, but also a great responsibility of the Chairman of Thanh Tri District People's Committee before the Party Committee, the government, voters and the people of the district.
The new Chairman of Thanh Tri District People's Committee Nguyen Xuan Phong promised to continue to cultivate, train, study, and inherit the experiences of previous generations of leaders; make efforts with the District People's Committee to promote the strength of the entire political system and the support of all classes of the district's people to continue to build the district to become more and more developed.
To fulfill the assigned responsibilities, the Chairman of Thanh Tri District People's Committee affirmed that he will be exemplary, uphold the spirit of responsibility, promote collective intelligence, and promote individual responsibility to complete the tasks together. In the immediate future, he will focus on synchronously implementing tasks and solutions to successfully complete the tasks and socio-economic development targets in 2024 and the 5-year socio-economic development plan (2021-2025); complete the district to meet advanced new rural standards, implement the Project to develop into a district in 2025. At the same time, together with the Standing Committee of the District Party Committee, prepare conditions and successfully organize the 25th Thanh Tri District Party Congress, term 2025-2030.
Also at the meeting, the district People's Council delegates unanimously approved the investment policy for 1 group C project (Project to renovate and upgrade the Thanh Tri District Party Committee Hall) with a total investment of 14,947 billion VND using public investment capital managed by the district budget; unanimously approved the adjustment of the investment policy of 2 group B projects, including: Project to restore and embellish the Ngoc Hoi Spring Ky Dau victory site (1789) in Ngoc Hoi commune, Thanh Tri district and Project to upgrade A Lien Ninh Kindergarten, Thanh Tri district, using public investment capital managed by the district budget, the total investment of the projects after the adjustment approval is 157,645 billion VND.
