In recent years, the Department of Planning and Investment has made efforts to improve the business environment, implement digital transformation of enterprises and build an online 3D communication platform in investment promotion activities, trade connection; completed the construction and pilot operation of the software system to manage the database of investment projects in the budget and outside the budget; actively deployed the trial of the Information System for handling administrative procedures (TTHC)... Thereby creating a favorable environment for businesses inside and outside the province to operate.
If in the past, investors had to go to many agencies to carry out troublesome administrative procedures, now with the focus on handling administrative procedures from specialized agencies to the focal point, which is the "one-stop-shop" department of the Department, it ensures that investors only have to submit documents and receive results according to the focal point principle; especially some investment procedures for foreign-invested projects, non-state budget investment projects and projects outside industrial zones have basically shortened the time to complete administrative procedures for investors and enterprises. In addition, in order to strengthen the support for organizations and individuals to submit documents online, the Department has issued documents guiding organizations, individuals, enterprises and investors to submit documents online on the Provincial Online Public Service Portal and the National Business Registration Information Portal.

Comrade Luong Van Doan, Director of the Department of Planning and Investment, said: “Administrative reform (AR) is identified by the Department as one of the key tasks through the issuance of plans closely following the content and program of AR of the province; announcing the List of standardized administrative procedures and approving the content of restructuring the process, electronic forms of AD providing online public services of the Planning and Investment sector applied in the province; continuing to maintain and update the public board, posting the AD under the authority of settlement according to the announcement decision of the Provincial People's Committee at the Reception and Result Delivery Department at the Provincial Public Administration Service Center to ensure full content and timeliness; Improving the provision of online public services at levels 3 and 4 creates favorable conditions for organizations and individuals when carrying out administrative procedures... Thereby, administrative reform helps investors and businesses shorten investment preparation time, improve project quality, increase feasibility and quickly put projects into production and business operations.
Thereby, in the first 9 months of the year, the administrative reform work achieved outstanding results with a total of 141 administrative procedures of the sector, of which 73/117 administrative procedures under the authority of the Department were shortened in processing time compared to the regulations, reaching 63%; 100% of the administrative procedures of the sector were entered and publicly posted on the Provincial Administrative Procedure Processing Information System, creating favorable conditions for individuals and organizations to access and monitor the implementation of administrative procedures. Along with that, the investment and business environment, public investment disbursement and enterprise development were continuously improved by supporting 312 enterprises, organizations, and traders with recommendations and proposals to remove difficulties. As a result, in the first 9 months of 2023, there were 801 applications for new establishment and content change, of which 250 enterprises and affiliated units registered for new establishment, with registered capital of 908.12 billion VND, up 6% over the same period last year, 762 enterprises registered online, reaching 95%.
Mr. Nguyen Ngoc Thinh, Deputy General Director of Thai Hoa Construction Company, one of the regular customers coming to transact at the Provincial Public Administration Service Center, said: “As a construction company, we are required to do a lot of paperwork, such as: Project adjustment, investment certificate, business license... In response to those requirements, we were enthusiastically assisted by the professional departments; the procedures were carried out quickly, smoothly and conveniently through the one-stop reception department”.
With the goal of constantly improving the investment environment, making administrative reform a regular task has created opportunities for many businesses and people to work easily, thereby creating a basis to attract more domestic and foreign investment capital in key areas, contributing to the successful implementation of the province's socio-economic development plan.
