Cases where speed must be reduced when participating in traffic from January 1, 2025, according to the proposal of the Ministry of Transport

In order to specify the provisions in the Road Law 2024 and the Law on Road Traffic Order and Safety 2024, the Ministry of Transport has issued a new draft Circular to replace Circular 31/2019/TT-BGTVT.

One of the notable points in this draft is the clear regulation of 13 cases in which drivers need to reduce speed when participating in traffic, in order to increase safety for everyone on the road.

13 cases are proposed to reduce speed when participating in traffic from January 1, 2025.

Article 5 of the draft Circular also proposed to regulate 13 cases of speed reduction when participating in traffic from January 1, 2025 as follows:

At places where there are pedestrian crossings or signs or where pedestrians or wheelchairs of disabled people are crossing the road: This is to protect the safety of pedestrians, especially vulnerable people such as disabled people.

When there are warning signs of danger or obstacles on the road: These areas pose high risks, requiring drivers to be alert and reduce speed to ensure safety.

When changing direction or visibility is limited: Slowing down gives the driver enough time to observe and react to unexpected situations.

At intersections with other roads, railways, narrow roads, roundabouts, winding roads, steep mountain passes: These road sections often have many potential risks, requiring drivers to be more careful.

When passing through bridges, narrow culverts, spillways, tunnels, and underpasses: The complex terrain and limited space in these areas require drivers to reduce speed to avoid collisions.

Areas near schools, hospitals, bus stations, crowded public works, crowded residential areas, markets, or construction areas, accident scenes: These are places where there are often many people passing by, so it is necessary to reduce speed to ensure safety for everyone around.

When there are animals on the road or grazing on the roadside: Animals can move unexpectedly onto the road, reducing speed will help drivers avoid unwanted collisions.

Avoid vehicles going in the opposite direction or when allowing vehicles behind to overtake, when there is a turn signal or emergency signal from another vehicle: This situation requires the driver to give way and reduce speed to avoid causing danger.

At bus stops and parking lots with passengers getting on and off: Reducing speed helps protect the safety of passengers getting on and off at bus stops.

When encountering vehicles carrying oversized or overweight goods, dangerous goods or pedestrians: These are special cases that require drivers to be extremely careful.

Encountering priority vehicles: When detecting priority vehicles such as ambulances, police, and firefighters on duty, drivers must reduce speed and give way.

In bad weather conditions such as rain, wind, fog, smoke, dust, or when the road is slippery or muddy: Bad road and weather conditions can reduce visibility and traction, requiring the driver to reduce speed to gain better control of the vehicle.

Traffic control areas: When passing through these areas, road users must pay attention to reduce speed as instructed to ensure safety and comply with the regulations of the authorities.

The application of new regulations on speed reduction in these 13 specific cases not only helps protect the safety of drivers but also ensures the safety of pedestrians, other vehicles and other road users. If not complied with, violators may be subject to administrative penalties according to the provisions of the Road Traffic Law.
