Increase investment and improve the efficiency of investment from the state budget for tourism development, in the direction of: prioritizing capital concentration to develop infrastructure of tourist areas, integrating national target programs with tourism development; promote mobilization of ODA capital through preferential foreign loans or issuance of government bonds for large investment projects such as airports, highways, cruise ports; seek international support to attract funding for long-term development programs. Maximize capital mobilization, fully promote financial resources among the people, financial potential of domestic and foreign organizations to ensure sufficient other capital sources for tourism development.
Develop a tourism workforce that is sufficient in quantity, balanced in terms of occupational structure and training level, ensuring quality to meet the requirements of high-end and sustainable tourism development in the Region. Specify the Tourism Human Resource Development Plan in the region through plans and programs for human resource development suitable to the tourism development needs of each locality.

Apply technical advances to control environmental issues, manage resources and develop tourism. Encourage environmentally friendly tourism activities; encourage and support the community to participate in investing in tourism development, share benefits and responsibilities in exploiting resources for tourism development. Raise awareness, enhance adaptability and response to climate change and sea level rise in tourism activities in the Region.
In the current stage of tourism development, tourism regions and localities have gradually formed infrastructure systems, technical facilities, developed many types of tourism products, and gradually shaped tourism images. The connection between localities in each region has also been promoted and is a current development need, suitable for the context and development level of Vietnam's tourism.
