The project is implemented to promote the advantages of night services to develop diverse, unique, sustainable, high-quality and value-added night tourism products in Vietnam; affirm the brand and enhance the competitiveness of Vietnam's tourist destinations, increase tourist attraction, increase spending and prolong the length of stay of domestic and international tourists, contributing to making night tourism a key product to develop the night economy in Vietnam. Accordingly, the project has introduced effective solutions such as urban planning and management solutions.
Identify specific areas and locations to orient the development of concentrated night tourism product models. Integrate night tourism product development planning into provincial and urban planning to ensure sustainable development, environmental protection, and not affect security, order, social safety and people's lives.

Prioritize the development of night tourism product models in areas with potential such as a large number of tourists, ensuring appropriate infrastructure and technical facilities and conditions for upgrading, expanding, connecting with night economic activities or having a Night Economic Development Project approved by local authorities.
In which, building a model for developing night tourism products ensures convenient connection with traffic hubs, urban centers, tourist areas and spots; organizing traffic flow, managing streets for night tourism activities. Organizing space, architecture, landscape, infrastructure system, technical facilities and housing suitable for night tourism product development models.
Regarding the policy mechanism, review, propose adjustments and supplements to regulations on ensuring safety, security and order, environmental protection and other business conditions to encourage and facilitate the exploitation and development of night tourism products in accordance with legal regulations and practical requirements. Review, propose and supplement relevant regulations on risk management, response to accidents and incidents, and ensuring safety and epidemic prevention when implementing support for night tourism activities.

Based on legal regulations and policies on night-time economic development and actual conditions, research and consider proposals to adjust regulations on service provision time, allowing the organization of night-time service activities until 6:00 a.m. the following morning in the following provinces and cities: Hanoi, Quang Ninh, Hai Phong, Thua Thien Hue, Da Nang, Hoi An (Quang Nam), Nha Trang (Khanh Hoa), Da Lat (Lam Dong), Can Tho, Ho Chi Minh City, Phu Quoc (Kien Giang), Ba Ria - Vung Tau.
Research, review and recommend appropriate adjustments to welfare and wage policies for night workers, ensuring incentives for the development of night services. Organize security and order teams in localities to apply the model of developing night tourism products to support and ensure safety for tourists.
Regarding the organization and management of services, develop models of night tourism products in the following forms: walking streets, night markets at fixed times; flexible night tourism spaces for each event; separate night entertainment complexes. Issue regulations, rules, and codes of conduct as a basis for managing night tourism activities to harmonize the interests of investors, operators, workers, tourists, and people, ensuring consistency, efficiency, safety, and compliance with legal regulations. Develop and issue a number of indicators to evaluate the effectiveness of implementing night tourism products and services.
Regarding human resources, it is necessary to perfect the policy mechanism and the system of legal documents to create a favorable environment for the development of tourism human resources, focusing on attracting workers to participate in night tourism activities. Standardize regulations on tourism human resource standards, in accordance with the international standard system to facilitate international integration of labor in the tourism industry. Organize training and fostering of qualifications, professional management skills, professional skills, communication skills, foreign languages, etc. for those participating in the development of night tourism services, focusing on the active role of the local community in tourism activities, promoting the spirit of "every citizen is a tour guide".
Encourage businesses and employers to implement training and development programs for workers to participate in night tourism activities. Regarding investment, encourage the attraction of resources in society, domestic and foreign investors, in which priority is given to investors applying modern, environmentally friendly technology to invest in transport infrastructure, technical facilities to develop night tourism products. Research and propose incentive mechanisms and policies to attract strategic investors and secondary investors, and the community to participate in developing night tourism services and supporting services along the value chain.
Encourage investment, systematic and synchronous construction of traditional and modern cultural products rich in art, creative art performances to serve night tourists; develop traditional cuisine, regional specialties; develop chains of convenience stores, modern shopping centers. Have a mechanism to attract investment in building separate large-scale, regional and international-class entertainment complexes in Hanoi, Ho Chi Minh City and Da Nang in the period of 2021-2025; after summarizing and evaluating the implementation process in localities, from 2026, consider expanding to Quang Ninh, Hai Phong, Thua Thien Hue, Nha Trang (Khanh Hoa), Hoi An (Quang Nam), Da Lat (Lam Dong), Can Tho, Phu Quoc (Kien Giang), Ba Ria - Vung Tau.
Regarding market orientation and promotion, raising awareness of local authorities, businesses, and communities to participate in the night tourism product development model. Researching domestic and international tourist markets; annually assessing and forecasting the tourist market and suitable products to orient the market, promote and advertise night tourism. Implementing plans to promote and advertise night tourism products aimed at domestic and international tourists, the Vietnamese community abroad, especially groups staying for a long time, with high spending ability, using high-quality tourism products.
Regarding the application of information technology, promote the application of information technology, build a database to support the synchronous and effective management of night tourism activities. Build, upgrade, and develop a software system to manage, report incidents, and hot spots on smart mobile devices, contributing to ensuring security and safety in night tourism activities. Strengthen the application of technology in communication and promotion of tourism in general and night tourism products in particular.
Deploy applications and utilities to support tourists, prioritizing the deployment of the Safe Vietnam Tourism application and smart travel cards. Promote the application of technology in online payment, use of automation technology in service provision in models of night tourism product development. Especially encourage theaters, museums, libraries, exhibitions, cinemas, cultural and commercial centers, restaurant systems, and service providers to invest in upgrading facilities, diversifying products and services and improving service quality, to open to serve tourists at night. Encourage tourist attractions, historical and cultural relics, museums, etc. to organize unique and attractive sightseeing and experience programs; cooperate with travel and tourism businesses to organize programs to serve tourists at night. Encourage public transport, road and waterway tourism transport businesses to upgrade equipment according to regulations to meet the requirements of extending service hours at night.
Research and propose mechanisms and policies to attract investment in building a system of standard toilets to serve tourists at tourist attractions; large-scale shopping malls, shopping complexes, and 24/7 convenience store chains with high-quality goods, representing regional products, with brands and international standards. Strengthen measures to inspect, check, control the quality and origin of goods, publicly list prices of goods and services according to regulations at night to serve tourists. Strengthen destination management, set up tourist support centers, mobile applications, hotlines to support, provide information and promptly resolve security and order issues, food safety and hygiene, and the environment affecting tourists. Arrange a camera surveillance system and measures to ensure security and safety in areas where night tourism activities are organized./.
