Hanoi National University of Education 2
In 2025, in addition to the previous admission methods, Hanoi Pedagogical University 2 will have its own exam organized by the school.
The methods of enrollment for full-time university training in 2025 are as follows:
Direct admission and priority admission according to regulations of the Ministry of Education and Training; admission using high school academic results (transcripts); admission using high school graduation exam results; admission using capacity assessment exam results of Hanoi National University, Ho Chi Minh City National University, Hanoi National University of Education, Ho Chi Minh City National University of Education.
Ho Chi Minh City National University
The Ho Chi Minh City National University's Competency Assessment Test is the largest competency assessment test in the country.
To date, about 105 educational institutions have registered to use the results of this university's competency assessment exam for admission consideration.
In 2025, the school will keep the same structure of the competency assessment exam consisting of 3 parts: Language use; mathematics, logical thinking and data analysis; problem solving.
In addition, in the problem solving section, candidates are allowed to choose to do 3 out of 6 problem groups during the test.
Ho Chi Minh City University of Education
Ho Chi Minh City University of Education has announced the sample test for the school's specialized competency assessment exam from 2025, according to the 2018 general education program (new program). Accordingly, the knowledge content of the 12th grade program accounts for 70-80%, the rest is the knowledge content of the 10th and 11th grade programs.
It is expected that in 2025, the school will not use transcript scores in the method of using transcripts combined with specialized competency assessment exams. This method accounts for 30-50% of the target in 2024.
However, the school representative said that up to now the school has not yet issued an official enrollment plan.
The above plan aims to orient specialized competency assessment exams to become an independent admission method and the percentage of total admission quota will increase to about 40-50%.

Separate exam for Police schools
Although the 2025 enrollment plan has not been announced, last year, the Police Academy block was basically stable through three enrollment methods.
For the Ministry of Public Security's separate entrance exam, both multiple-choice and essay tests are used, held after the high school graduation exam date.
According to the Ministry of Public Security, last year's assessment exam had about 18,000 candidates participating, an increase of 20% compared to 2023. This is the third year the exam has been organized by the Ministry of Public Security as a basis for admission to People's Public Security academies and schools.
The multiple-choice test, in addition to the subject content, also tests logical thinking, judgment skills, and situation handling, in conjunction with the specific training requirements of the police industry. The essay test tests knowledge of two subjects: math and literature.
Expected separate exams for military schools
The military school sector is developing a pilot plan to organize separate university and college entrance exams from 2025 in the direction of diversifying admission methods. Accordingly, the separate competency assessment exam will be conducted on computers.
The exam will include comprehensive knowledge of math, literature, English, and a combination of natural sciences and social sciences. Candidates will use the exam results to apply to military schools and academies with a quota of about 30% of the total enrollment quota.
Expanding the V-SAT exam
In the 2025 admissions season, a total of 18 universities will use the V-SAT exam. The reason is that the V-SAT exam is assessed to closely follow the current general education program and has high classification.
V-SAT is an entrance exam organized by universities in collaboration with the National Testing Center (Ministry of Education and Training).
Schools that organize V-SAT exams are autonomous in using exam results for university admissions according to regulations of the Ministry of Education and Training; at the same time, priority is given to recognizing and sharing the results of V-SAT exams.
Currently, 18 schools have agreed to organize the exam and use the V-SAT results for admission in 2025.
