TPO - The National Highway 13 expansion project with an investment of about 14,000 billion VND not only helps reduce traffic congestion connecting Ho Chi Minh City - Binh Duong but also promotes economic and social development of the region.

National Highway 13, the section from Binh Trieu Bridge to Binh Phuoc Intersection, is only over 5km long, but people traveling through here sometimes have to spend a whole morning just to "escape" this section of road. This section of road is likened to a "blood clot" that has blocked inter-regional traffic for decades and is waiting to be cleared.

National Highway 13, the section bordering Thu Duc City, is quite narrow. The section passing through Ho Chi Minh City is currently only 4-6 lanes wide, creating a “bottleneck” that has often caused traffic jams over the years.

More than 20 years ago, Ho Chi Minh City had a plan to expand National Highway 13 but could not implement it due to lack of capital and mechanism problems. After Resolution 98 was issued, a special mechanism was created allowing Ho Chi Minh City to apply the BOT (build - operate - transfer) form. Among the existing road upgrade projects, the National Highway 13 expansion project is in the priority group for implementation.

The project includes items such as road expansion, bridge construction, and traffic signal system installation. The implementation of the National Highway 13 expansion project will have a positive impact on people's movement as well as business activities and goods circulation.

Mr. Tran Quang Lam, Director of the Ho Chi Minh City Department of Transport, said that the expansion of National Highway 13 is very urgent because traffic pressure on the route is increasing.

According to a representative of the Ho Chi Minh City Department of Transport, the medium-term public investment plan for the 2021-2025 period using the city budget has been approved at about VND142,000 billion, of which capital will be prioritized to implement the National Highway 13 expansion project to reduce traffic jams, accidents and increase regional connectivity.

Previously, in October 2023, the Road Traffic Infrastructure Management Center (under the Ho Chi Minh City Department of Transport) completed the expansion of the "bottleneck" of Ong Dau Bridge on National Highway 13, through Thu Duc City, by building an additional 2m wide temporary bridge branch for motorbikes traveling from Binh Phuoc intersection to Binh Thanh District.

Currently, for the project to upgrade National Highway 13, the Ho Chi Minh City Department of Transport has spent more than 3.7 billion VND on 4 bidding packages: Consulting on preparing bidding documents, evaluating bidding documents; consulting on surveying the steps to prepare a pre-feasibility study report; consulting on surveying and preparing a pre-feasibility study report...

The Ho Chi Minh City Department of Transport also proposed upgrading and expanding Xo Viet Nghe Tinh and Dinh Bo Linh streets (Binh Thanh District) with a total capital of nearly VND10,000 billion to synchronize with the National Highway 13 expansion project.

The leader of the City Department of Transport said that the goal of the project to upgrade National Highway 13 and 4 other BOT projects (including National Highway 1, National Highway 22, North-South axis, Binh Tien bridge and road) is to improve traffic capacity and solve the problem of overload and traffic jams.
