Many provinces propose to add more renewable energy sources to Power Plan VIII

(PLVN) - On the morning of December 31, Deputy Minister of Industry and Trade Nguyen Hoang Long chaired an online conference with 63 provinces and cities on implementing the Plan to implement Power Plan VIII and adjusting Power Plan VIII.

At the conference, Vice Chairman of Quang Ninh Provincial People's Committee Vu Van Dien made two proposals, including increasing wind power capacity to 600MW (the old plan was 400MW) and having locations with great potential for wind power development, which have been measured and surveyed.

The representative of the Department of Industry and Trade of Kien Giang proposed that the Ministry of Industry and Trade include 20MW of waste-to-energy and 1,600MW of wind power in the planning. As for solar power, Kien Giang has many shrimp farming areas that have been assigned to businesses with about 1,000ha of shrimp farming land, but currently, shrimp farming alone will not be effective. There are businesses that are building projects to develop solar power of about 1,000MW, hoping to be added to Kien Giang's planning.

Vice Chairman of Lam Dong Provincial People's Committee Pham S proposed to add more pumped storage hydropower projects on the Dong Nai River basin. In addition, many lake surface areas have not been included in the planning, so Lam Dong proposed to add solar power projects on the water surface to the planning.

Representatives of the Department of Industry and Trade of Thai Nguyen province also proposed that the Ministry of Industry and Trade consider adding 10MW of waste-to-energy capacity and 200MW of solar power. Currently, Thai Nguyen is allocated 52MW of solar power while the locality has about 6,000m2 of industrial park roof area.

In addition, the provinces of Khanh Hoa, Lao Cai, Ninh Thuan, Hai Phong, Gia Lai, Lang Son... have also proposed to add scale and capacity of some renewable power sources, support grid connection... based on the potential and advantages of the localities and at the same time hope that the Ministry of Industry and Trade will continue to support localities in implementing the VIII Power Plan in the coming time.

Answering at the conference, regarding the issue of expanding rooftop solar power in industrial parks and lake solar power, Deputy Minister Nguyen Hoang Long said that after Decree No. 135/2024/ND-CP of the Government regulating mechanisms and policies to encourage the development of self-produced and self-consumed rooftop solar power was issued, rooftop solar power projects in industrial parks have developed very strongly. In order to further expand the subjects and scope of rooftop solar power in industrial parks, the Ministry of Industry and Trade is considering research.

Deputy Minister Nguyen Hoang Long affirmed that lake solar power will be prioritized and included in the planning. Localities with lakes, especially hydroelectric lakes with grid connections, will be prioritized for immediate inclusion in the planning.

Regarding waste-to-energy, Deputy Minister Nguyen Hoang Long affirmed that the general spirit will be to open up to the maximum, and the Ministry of Industry and Trade will support localities with needs and proposals. However, a representative of the Department of Electricity and Renewable Energy added: "Although the maximum is open for waste-to-energy, the Ministry of Industry and Trade is also assessing the impact on the power grid."

At the conference, Deputy Minister Nguyen Hoang Long requested that localities, corporations and relevant agencies urgently coordinate to provide data information to the Ministry of Industry and Trade to serve the calculation of electricity development plans before January 5, 2025. The Ministry of Industry and Trade will submit to the Prime Minister the adjusted Power Plan VIII for consideration and approval before February 28, 2025.
