Circular 29 of the Ministry of Education and Training regulating extra teaching and learning officially took effect from February 14, clearly stating the cases in which individuals and organizations are allowed and prohibited from teaching extra classes inside and outside of schools.
Speaking to Thanh Nien , a tutor in Ho Chi Minh City said that in recent days, she has been "restless" because of a provision in the new regulation that requires a business registration if one wants to organize tutoring outside of school. That is because she and other teachers are operating on a "spontaneous" model, which means "grouping classes" and teaching at home. "I am looking for a lawyer to get more advice to soon meet the requirements of Circular 29," the female teacher said.
"If possible, I hope the Ministry of Education and Training and the Department of Education and Training of Ho Chi Minh City will support or build a legal response channel so that teachers can comply with the regulations, in the context that the circular was launched quite urgently (one and a half months - PV) and coincided with the Tet holiday, so in reality teachers only have a few weeks to learn and prepare," this person said. "Some teachers in the group also want to reduce extra teaching time to avoid gossip when having to report to the principal."
Sharing the same concern, a teacher who specializes in online tutoring in Ho Chi Minh City is also considering "joining" a company that specializes in organizing online tutoring, instead of operating independently in the current unregistered business situation. "Partly, I'm afraid that the procedures will be complicated, partly because I'm worried about not being able to solve the problems that arise later, and also the story of collecting tuition fees and reporting taxes," he shared.
Meanwhile, Mr. Dang Duy Hung, manager of the Lasan - Helius Education exam preparation system (HCMC), informed that his center is still operating in accordance with the new circular because it has registered its business since its establishment, and built a team of permanent teachers (ie teaching full-time at the center). "Centers that have oriented their model early will be favorable with the new circular," Mr. Hung commented.
According to the manager, students still need to take extra classes because exams, especially competency assessment exams and the upcoming high school graduation exam, "have not yet reduced in difficulty and complexity." However, the new circular has ensured fairness and improved the quality of regular classes in high schools. "As long as teachers are really good at teaching, there will be students who do not take regular classes who will find and study them," Mr. Hung shared.

The official dispatch requested that the parties provide guidance and organize the implementation of regulations on extra teaching and learning for schools, organizations and individuals under their management in the area; organize or coordinate with relevant agencies to organize inspections and examinations of extra teaching and learning activities in the area; handle violations according to their authority or request competent agencies to handle violations.
