Up to this point, many universities and academies have direct admission, priority admission, and combined admission for candidates with IELTS certificates or other foreign language certificates.
According to the 2024 enrollment plan announced by the National Economics University, in the combined admission method according to a separate plan, the school allows candidates to use converted international English certificate scores to replace the English exam scores in the admission combination. The admission score is the total score of the two graduation exams plus the converted certificate score and priority points (if any).
The highest conversion score is 10, applicable to candidates with IELTS certificate 7.5 - 9.0 or TOEFL iBT from 102 or higher or TOEIC (L&R/S/W) level 965/190/190 or higher.

The University of Transport also allows candidates to convert their IELTS certificates for university admission in 2024. Accordingly, candidates will be awarded 10 points if they have an IELTS certificate of 7.0 or higher. Candidates with IELTS 5.0 will be converted to 8 points.
In addition to foreign language certificates such as IELTS, TOEIC, TOEFL..., some universities allow candidates to use VSTEP test results in admission.
According to the Admissions Project of Hanoi University of Science and Technology, candidates with VSTEP English certificates or international English certificates can convert them into English subject scores when applying for admission based on high school graduation exam scores (combinations A01, D01, D07) and add bonus points when applying for admission based on talent assessment methods and thinking assessment test scores.
The University of Languages and International Studies - Vietnam National University, Hanoi uses the results of the VSTEP exam organized by the school for admission in combination with high school academic results. Candidates must achieve at least VSTEP level 3, with a minimum score of 6 points for each skill (on a scale of 10).
In addition to commonly used English standards such as IELTS and TOEFL, the PEIC international English certificate test scores have also been recognized by the Ministry of Education and Training for use in university admission and training purposes.
The PEIC certificate is granted by Pearson Education Group - the largest examination board in the UK. This unit has been approved by the Ministry of Education and Training to jointly organize the PEIC certificate exam in Vietnam in March 2023.
With the trend of admission based on foreign language certificates becoming more and more popular, many people are concerned about inequality in admission.
Associate Professor Dr. Do Van Dung, former Principal of Ho Chi Minh City University of Technical Education, expressed his opinion that using foreign language certificates for university admissions, in addition to its advantages, also has certain limitations and may be unfair.
Because universities have to reserve quotas for foreign language certificates, the quotas for the remaining methods are reduced, causing the benchmark scores to increase. Candidates in remote areas who do not have the conditions to study foreign languages are inadvertently becoming a disadvantaged group when universities consider international language certificates for admission.
Education experts believe that admission based on international language certificates is an inevitable and appropriate trend in the current context. However, universities need to calculate a certain number of quotas for this admission method to ensure fairness in access to education for students in different regions.
According to regulations, from July 18 to 5:00 p.m. on July 30, candidates can register, adjust, and add admission wishes an unlimited number of times.
Registration of admission wishes for majors/programs must be done online on the system or on the National Public Service Portal.
The Ministry of Education and Training especially notes that candidates who have completed the application for admission to training institutions according to the early admission plan, if they meet the admission requirements (except for the high school graduation requirement), must continue to register their admission wishes on the system to be considered for admission according to regulations.
