Economic growth is promoted in all three sectors: industry, agriculture and services.
In the above Resolution, the Government unanimously assessed: The macro economy is basically stable; inflation is under control; economic growth is promoted in all three sectors of industry, agriculture and services; major balances of the economy are ensured. The consumer price index (CPI) increased by 0.07% compared to the previous month, the average increase in 4 months was 3.93% over the same period. The monetary market and exchange rates were flexibly and promptly managed; ensuring the safety and liquidity of the banking system. The State budget revenue in 4 months is estimated at 43.1% of the yearly estimate, up 10.1% over the same period. The total import-export turnover of goods in April is estimated at 61.20 billion USD, up 15% over the same period.
All three sectors of agriculture, industry and services continued to develop steadily and positively. The index of industrial production (IIP) in April is estimated to increase by 0.8% compared to the previous month and by 6.3% compared to the same period last year. Agriculture continued to develop stably, ensuring national food security. The service sector continued to recover strongly; total retail sales of goods and consumer service revenue in April increased by 2% compared to the previous month and by 9% compared to the same period last year; in the first 4 months, it increased by 8.5% compared to the same period last year.
Cultural and social fields are promoted. Institutional building and improvement, administrative reform, and national digital transformation continue to receive attention and promotion...
In the coming time, the world situation is forecast to continue to fluctuate in a complex and unpredictable manner; geopolitical tensions, fierce strategic competition between major powers; the world economy tends to recover but is not yet stable, inflationary pressure and interest rates in some economies are forecast to continue to remain high in 2024. For our country, the economy continues to recover positively but difficulties and challenges are still very large and more numerous than opportunities and advantages; unfavorable external factors along with internal limitations and shortcomings continue to significantly affect the implementation of our country's socio-economic development goals and tasks...
In that situation, the Government requests Ministers, Heads of ministerial-level agencies, Heads of Government agencies, Chairmen of People's Committees of provinces and centrally run cities to continue to thoroughly grasp the direction and administration guidelines that have been determined since the beginning of the year and the spirit of " 5 determinations" , "5 guarantees" , "5 promotion" set forth in Resolution No. 44/NQ-CP dated April 5, 2024; promote the achieved results; be more proactive, positive, innovative, creative and timely in organizing the implementation of tasks and solutions in all fields according to the Resolutions and Conclusions of the Central Committee, the Politburo, the Secretariat, the National Assembly, the Government and the direction of the Prime Minister; coordinate closely, synchronously and effectively in direction and administration; resolutely not back down in the face of difficulties; Maintain the spirit, steadfastness, and consistency in implementing the priority goal of promoting growth associated with maintaining macroeconomic stability, controlling inflation, ensuring major balances of the economy and social security; actively remove difficulties and obstacles that arise; strive to complete and exceed the targets and tasks set for 2024.
Strive to increase revenue, strictly control and save expenses
In particular, ministries, agencies and localities, based on their assigned functions, tasks and powers, closely monitor developments in the international and regional situation; do a good job of analysis and forecasting; closely and harmoniously coordinate monetary policy with fiscal policy and other macroeconomic policies; have timely, appropriate and effective policy responses to newly arising issues. Focus on removing difficulties and obstacles, creating maximum convenience, reducing costs of accessing credit capital for businesses and people. Have solutions to unblock the 120 trillion VND social housing credit package; effectively handle bad debts, weak credit institutions, and specially controlled banks to contribute to ensuring the stability and safety of the credit institution system.
At the same time, strengthen financial and state budget discipline; implement solutions to collect correctly, fully and promptly, expand the collection base, exploit remaining revenue sources; continue to maintain and promote the results achieved in implementing regulations on electronic invoices; strive to increase revenue, while strictly controlling and thoroughly saving expenditures, especially regular expenditures to reserve resources for development investment, especially for key and important national projects and resources for implementing salary reform and social security.
Stabilizing the housing market
Ministries, agencies and localities must have a firm grasp of the market situation, balance supply and demand, and commodity prices to have appropriate and effective solutions to stabilize the market and prices, especially for essential goods, housing, and food. Review and carefully analyze items with increased prices to have appropriate management solutions; comprehensively and thoroughly assess the impact of adjusting electricity prices, health services, education, and items priced by the State on inflation, business operations, and people's lives to determine the subjects, timing, level, and roadmap for appropriate, cautious, and certain price adjustments, ensuring inflation control according to the set targets.
Strongly promote and renew traditional growth drivers (investment, consumption, export); at the same time, fully exploit new growth drivers, especially from digital transformation, green transformation, circular economic development, knowledge economy, sharing economy, regional connectivity, urbanization, emerging industries and fields.
The Government requires ministries, agencies and localities to ensure the supply of gasoline and oil for the domestic market. Resolutely not to let there be a shortage of electricity for production, business and consumption; prepare supply plans, mobilize all possible power sources, be proactive when necessary to ensure electricity supply, respond to possible scenarios, especially during peak hot weather; effectively implement the Plan to implement the 8th Power Plan; speed up the progress of ongoing projects, put them into operation and exploitation soon. Strengthen trade promotion, product promotion, promotions, connections, stimulate domestic consumption; continue to promote the campaign "Vietnamese people prioritize using Vietnamese goods"; promote the distribution of goods through digital platforms and e-commerce.
Along with that, it is necessary to implement solutions to boost exports to large, potential markets, maximize the effectiveness of signed Free Trade Agreements (FTAs); promote the signing of FTAs with new markets (Halal, Africa, Latin America, Middle East, etc.); create maximum convenience, support businesses in customs clearance of goods, promptly meet new standards, green standards for exported goods.
Actively and proactively attract large-scale, high-tech, high-value-added FDI in the processing, manufacturing, electronics, semiconductor, artificial intelligence, hydrogen industries... Focus on handling and resolving difficulties, especially regarding mechanisms, preferential policies, legal procedures, land... to accelerate the implementation of investment projects in Vietnam, promptly report and propose to competent authorities when necessary. Focus on handling and removing difficulties and obstacles, promoting and effectively promoting investment resources of state-owned corporations and groups, especially in key production and business sectors and fields. Speed up the investment progress of social housing projects, creating maximum convenience for people to buy social housing.
Accelerate the disbursement of public investment capital; take public investment as the lead, activate and attract all social resources, increase the attraction of private investment; focus on promoting the construction progress of key projects and works, especially strategic and important national transport infrastructure works, inter-regional and inter-provincial projects. Focus on completing the remaining plans in the second quarter of 2024; promptly issue and effectively implement the Plan to implement approved plans.
Promote simplification of administrative procedures, improve investment and business environmentThe Government also requested ministries, agencies and localities to focus on perfecting institutions and laws, promoting reforms, cutting and simplifying administrative procedures, and improving the investment and business environment. Continue to promote the effectiveness of the Steering Committee, Working Group, and Government Members working with localities; Regional Coordination Councils, promoting regional linkages associated with enhancing investment promotion. Strengthen discipline and order; handle step by step, firmly, thoroughly remove existing problems, limitations and long-standing obstacles, especially in decentralization and delegation of power; resolutely amend and submit to competent authorities to amend legal regulations that are still problematic and inadequate as pointed out by the Working Group of the National Assembly and the Government.
Urgently compile statistics, review, and propose plans to reduce and simplify licenses related to business activities according to Decision No. 104/QD-TTg dated January 25, 2024 of the Prime Minister under the guidance of the Government Office, and send the review results and plans to the Government Office no later than May for synthesis and reporting to the Prime Minister. Accelerate the implementation of decentralization plans in handling administrative procedures, reducing and simplifying internal administrative procedures, regulations related to business activities, administrative procedures, and citizen papers related to population management approved by the Government and the Prime Minister.
Ministries and ministerial-level agencies shall integrate information into the ID card according to the provisions of Clause 2, Article 22 of the 2023 Law on Identification and review, update, adjust and supplement data of the information system managed by ministries and branches with the national population database in June 2024.
Focus on deploying groups of interconnected online public services, reviewing and restructuring the integration process, providing on the National Public Service Portal in 2024 according to Decision No. 206/QD-TTg dated February 28, 2024 of the Prime Minister, ensuring timely completion, quality and efficiency; continue to review, evaluate and restructure the process for online public services being integrated and provided on the National Public Service Portal, ensuring the principle of taking users as the center.
Developing high quality human resourcesMinistries and ministerial-level agencies continue to streamline their apparatus and operate effectively and efficiently; ministries, agencies and localities that have not yet completed the approval of job positions must urgently complete the approval of job positions for administrative agencies, organizations and public service units under their management; periodically review, update and adjust job positions to ensure they are consistent with the requirements of assigned tasks in each period. Ministries in charge of sectors and fields proactively grasp the difficulties and obstacles of ministries, agencies and localities in the process of implementing job positions to provide guidance and timely solutions to remove and promote appropriately.
Continue to urgently invest in and develop high-quality human resources to serve the cause of industrialization and modernization of the country. Focus on developing culture, education, health care, and environmental protection. Focus on implementing the work of preventing, combating, and quickly overcoming the consequences of natural disasters, especially storms, heat waves, hail, drought, saltwater intrusion, etc. Proactively develop plans and solutions to regulate and ensure enough water for daily life, balance water resources for agricultural production, electricity production, etc.
