Currently, Vietnam has negotiated, signed and implemented 17 Free Trade Agreements with more than 60 partners worldwide. These FTAs ​​have contributed positively to the economic development process, enhancing Vietnam's competitiveness and international integration.

Implementing the Government's direction, since 2022, the Ministry of Industry and Trade has developed the FTA Index Project. This is a quantitative and systematic tool, built on the basis of actual surveys at enterprises in 63 provinces and cities across the country.

The FTA Index focuses on four main aspects: the level of access to information about FTAs ​​by enterprises; compliance with domestic legal regulations from FTA commitments; the effectiveness of programs and policies to support enterprises in taking advantage of FTAs; and the implementation of sustainable development commitments at the local level. In addition, the survey also records the difficulties and obstacles that enterprises are facing in the process of implementing FTAs. This is the first year that the Ministry of Industry and Trade has organized an assessment of this index.

Speaking at the conference, Prime Minister Pham Minh Chinh emphasized that Vietnam is one of the countries actively and proactively integrating into the international economy. This is an important foundation to help expand export markets, attract investment, improve competitiveness, and contribute to building an independent and self-reliant economy associated with deep, effective and substantive integration.

The Prime Minister highly appreciated the efforts of the Ministry of Industry and Trade in developing and implementing the FTA Index - a quantitative and systematic tool, built from practical surveys in 63 provinces and cities. This is a necessary and important step in improving the effectiveness of FTA implementation, contributing to promoting the country's socio-economic development.

The Prime Minister requested the Ministry of Industry and Trade to continue to improve the FTA Index toolkit in a more scientific, objective and practical direction. Ministries, sectors and localities need to proactively coordinate, share information and data, and work with the Ministry of Industry and Trade to promptly update, analyze and evaluate issues arising during the implementation process.

Localities consider the FTA Index as a management and administration tool, from which they have specific strategies and appropriate solutions to improve integration capacity, accompany businesses in accessing information, complying with regulations, taking advantage of opportunities from FTAs, especially implementing sustainable development commitments...
