Teacher Nguyen Xuan Khang, Chairman of the Marie Curie School Board (Hanoi), shared that he fully supports the regulations on the principles of extra teaching and learning and regulations on cases where extra teaching and organizing extra teaching are not allowed in Circular 29. Regarding the regulations on extra teaching and learning in schools, teacher Nguyen Xuan Khang said that it is correct to teach extra without collecting money from students, but there must be money to pay salaries and allowances for teachers. The province and city must balance and specify the source of the money. This is also the concern of many teachers, with many opinions that it is possible to mobilize and call on teachers to teach for free, but it cannot be mandatory or implemented for a long time.
Localities seek solutions to balance revenue sources to pay teachers for reviewing for final year students without collecting fees according to regulations.

Mr. Nguyen Van Duong, a teacher at Phu Xuyen A High School (Hanoi), said that when Circular 29 comes into effect, extra teaching and learning in schools will have to change a lot. Teachers with good professional skills and attractiveness to students will not have to worry too much because they can contact students outside the school to teach extra classes. This may also be an opportunity for teachers to create a breakthrough in income. Meanwhile, teachers who have not created a brand and are not attractive may not be accepted by centers and will lose revenue from this activity. "This Circular is most beneficial for students, they will be able to choose to study extra with teachers they like, thereby increasing efficiency," said Mr. Duong.
However, according to Mr. Duong, free tutoring for 3 groups of students: good students, poor students, and final year students is a difficult problem. If all tutoring activities for this group are stopped, it will affect the quality of education and the overall performance of the school. However, if tutoring is done, teachers will have to be paid while the budget is very limited. Many schools this year gave 0 VND as a Tet bonus even though they have tightened spending all year.
Therefore, using regular money to pay teachers to teach this group of students is really too much. "I give an example of my school, if each student is given 2 training periods/subject/week. They review 4 subjects for the high school graduation exam, we can calculate: 15 classes x 4 subjects x 2 periods x 16 weeks (4 months from February to June) x 200,000 VND/period = 384,000,000 VND, while the budget has not been allocated to pay for this activity", said Mr. Duong. Therefore, he thinks that if we do not collect money from students, the budget needs to pay teachers as an overtime activity because teachers' salaries are still low.
Regarding the cost of organizing review classes for final year students, Ms. Nguyen Thi Thanh Truc, Principal of Duong Van Thi High School, Thu Duc City (HCMC), shared: "I have implemented the regulations stated in the circular on extra teaching for teachers in the school. At the same time, I have suggested that extra teaching be free of charge. Instead, the school will base on the regulations on paying additional quarterly income (according to Resolution 98 of the HCMC People's Council) to calculate working days for teachers. Most teachers agree with this method. The school will organize for teachers to register for extra teaching and students to register for extra classes. Based on the registration, the school board will arrange appropriate extra teaching classes."
Similarly, Ms. Nguyen Doan Trang, Principal of Nguyen Du Secondary School (District 1, Ho Chi Minh City) also said that Ho Chi Minh City has Resolution 98 on the policy of additional income for cadres and civil servants that teachers are currently enjoying. This is a policy that not all teachers in provinces and cities have, so the school will calculate to include teachers' participation in supporting the 10th grade exam review when calculating working days and evaluating the level of work completion for teachers in the most reasonable and appropriate way.
