Complete many important items
Dak Nong Aluminum Electrolysis Plant is invested to implement the consistent and continuous policy of the Party and State in building and developing the new bauxite - aluminum industry.
All necessary work to implement the equipment installation package to put the plant into operation has been completed. The investor arranged sufficient loan capital and signed an EPC contract with a foreign general contractor.
The project is committed to be funded by the Military Commercial Joint Stock Bank - Hoang Quoc Viet Branch, Hanoi City, up to 80% of the total investment.
Some difficulties and obstacles in the implementation of the project after a long wait have been resolved by the Government. The EPC contractor and the investor have agreed on the progress of the project.
Specifically, phase 1 has a capacity of 150,000 tons of aluminum/year, and will start construction of factory and infrastructure items in August 2024. By November 2025, these items will be completed and officially put into operation.
Phase 2 has a total capacity of 300,000 tons of aluminum/year and is expected to complete investment and officially come into operation by June 2026.
Phase 3 has a designed capacity of 450,000 tons of aluminum/year and is expected to complete equipment installation, test run, and produce the first product in June 2026.
Up to now, the investment value of the Dak Nong Aluminum Electrolysis Plant Project has been approximately 2,100 billion VND. Of which, the project has completed the construction of the office - housing area and completed the construction of the factory, with an area of 15,000m².
The aluminum electrolysis plant is the main item of the project. Phase 1 and one line of Phase 2 have been completed. The power plant is ready to be handed over to the contractor to deploy the installation of machinery and equipment.
Vietnam Electricity Group (EVN) has completed the investment in the 220kV loop grid to the transformer station of Dak Nong Aluminum Electrolysis Plant. It is expected that by the end of 2024, EVN will connect the power source to serve the plant's production.
Vietnam National Coal and Mineral Industries Group has committed to supplying alumina to the project at market prices. It is expected that in 2024, Dak Nong Aluminum Electrolysis Plant will receive alumina from Nhan Co Alumina Plant.
Since the beginning of the year, the Dak Nong Aluminum Electrolysis Plant Project has paid nearly 40 billion VND in taxes and fees of all kinds. The project has created jobs for 123 workers, with an average income of 11 million VND/person/month.
Focus on solving problems
Regarding preferential policies and investment support for the project, recently, the Central Government has consistently continued to implement Decision No. 822/QD-TTg, dated May 30, 2014 of the Prime Minister.
In that spirit, the Provincial People's Committee advised the Provincial People's Council to consider the development of mechanisms and policies applicable to the Dak Nong Aluminum Electrolysis Plant according to regulations. The province has sent a document asking for the Ministry of Finance's opinion to clarify some related contents.
Dak Nong Aluminum Electrolysis Plant can only complete construction, install machinery and equipment, and put into operation when it completes related procedures and promptly hands over the technical infrastructure of Nhan Co Industrial Park (IP).
Accordingly, in order for the project to continue to be implemented, it is necessary to adjust the investment registration certificate and complete related legal procedures. This is also a prerequisite for credit institutions to disburse funds for the EPC package for equipment installation.
The investor wishes to soon complete the above legal procedures, facilitating the disbursement of funds for the project from August 2024. The province will soon complete the construction and handover of essential infrastructure items of Nhan Co Industrial Park, serving the project on schedule.
