
The risk of congestion in vehicle inspection in the coming time still exists if vehicle inspection violation cases are brought to trial.
The Vietnam Register has just made a forecast for the upcoming motor vehicle inspection situation, when localities bring to trial cases related to vehicle inspection violations.
36 localities at risk of vehicle inspection congestion
According to the report of the Vietnam Register, the country currently has 274/294 inspection centers with 446/546 inspection lines operating with a minimum inspection capacity of 642,240 vehicles per month.
With the number of inspection units and inspection lines mentioned above operating and functioning normally, Mr. Nguyen Chien Thang, Director of the Vietnam Register, said that it will fully meet the inspection needs of people and businesses nationwide in 2024 because the highest monthly inspection demand nationwide is only over 500,000 vehicles.
However, Mr. Thang admitted that due to the uneven geographical distribution of inspection centers, there are shortages and surpluses, plus vehicles that have their inspections automatically extended according to the provisions of Circular 08/2023 and the number of vehicles that were previously suspended from operation and are now being inspected again, the inspection congestion is at risk of recurring in the middle and late months of 2024 in 11 localities.
These localities include Binh Thuan, Dong Nai, Dong Thap, Ha Giang, Hanoi, Kon Tum, Lam Dong, Thai Binh, Thua Thien-Hue, Ho Chi Minh City and Tra Vinh. In particular, in Hanoi and Ho Chi Minh City, there has been a local traffic congestion at some points in the recent past.
The Director of the Vietnam Register also assessed that in the coming months, when cases related to the field of vehicle registration in localities are brought to trial, it will have a great impact on inspection activities.

If the inspection centers are temporarily suspended, the number of vehicles waiting in line for inspection will return to the same level as before.
According to statistics, there have been 42 localities with 112 inspection centers where inspectors have been prosecuted. With the increasing number of vehicles coming for inspection and the fact that the prosecution agencies will bring the case to trial in the near future as analyzed above, there are up to 36 localities nationwide at risk of congestion of vehicles coming for inspection.
In particular, there will be localities where there are no more inspection centers to operate, such as Bac Kan and Thai Binh. This will affect and even lead to congestion of vehicles coming for inspection in other localities due to the movement of vehicles from the above 36 localities.
For example, recently, some localities such as Lang Son, Hai Phong, Quang Ninh, Yen Bai... although the province has excess vehicle inspection capacity, there have been traffic jams due to the number of cars inspected in other localities being congested and moving to the inspection site.
Prepare timely response scenarios
Regarding human resources, according to statistics from the Vietnam Register, there are 2,474 inspectors nationwide, but more than 900 have been prosecuted. Of the 1,818 inspectors actually participating in inspection activities today, 291 have been prosecuted.
In case all vehicle inspection cases are tried simultaneously in July 2024, the Department of Vehicle Inspection predicts that 91 vehicle inspection centers will have to close for 3 months, meaning that they will not be able to reopen to serve the needs of people and businesses until the end of September 2024.
Of which, 100% of the centers under the Department of Registration in Hanoi and Ho Chi Minh City will have to close. The risk of traffic jams in the localities is certain to occur and is especially serious in Hanoi, Ho Chi Minh City and Dong Nai.
If the inspection centers are not tried and sentenced at the same time, the closure of inspection centers will not happen at the same time, so some units can be maintained. At that time, personnel can be transferred from the closed inspection centers to other operating units to increase capacity, so the congestion situation may be less serious.

In order to proactively respond to situations that may arise in the coming time when cases are brought to trial and inspectors are convicted by effective judgments, the Vietnam Register proposes to amend Decree No. 139/2018/ND-CP and Decree No. 30/2023/ND-CP regulating the business of motor vehicle inspection services, according to simplified procedures and processes, in the direction of eliminating cases of revocation of inspector certificates and temporary suspension of inspection unit operations to avoid the situation where inspection units lack inspectors and are forced to stop operating.
The Department of Vehicle Inspection recommends that the Ministry of Transport issue a document requesting the Party Committees of the cities, provinces, and People's Committees of the provinces and centrally-run cities to strengthen management and direct relevant local agencies to prepare scenarios and promptly respond to situations that may arise during motor vehicle inspection activities.
In addition, the Registry will closely coordinate with local Departments of Transport and press agencies to organize propaganda and advise people and businesses to proactively carry out early registration inspections or move to other localities with many registration centers in operation for inspection.
