Research on merging professional agencies of provincial and district People's Committees

The Government said it will assign localities to study and merge specialized agencies under the People's Committees at provincial and district levels according to Resolution 18 of the Central Committee.

In the report recently sent to the National Assembly and the National Assembly Standing Committee on reforming the state administrative apparatus to be streamlined and operate effectively and efficiently, the Government clearly stated what has been done and is being done along with some results.

In addition to assigning localities to merge specialized agencies, the Government requires ministries and branches to promptly complete the regulation of functions, tasks, powers and organizational structure of general departments and equivalent organizations; review and propose solutions to overlapping issues between ministries and ministerial-level agencies in the direction of reporting to the Government to assign a presiding agency.

Ministries and branches are required to urgently develop and complete plans to reorganize public service units in 2023, with a roadmap to 2025. In which, the reorganization of public service units must be basically completed in the direction of reducing focal points, reducing at least 10% of the number of public service units compared to 2021.

The Government strives to have at least 20% of public service units be financially autonomous (self-insuring regular expenditures or more); 100% of economic and other service units are eligible to complete the conversion into joint stock companies.

Regarding education, units proactively evaluate operational efficiency and have plans to restructure higher education and vocational education institutions, ensuring that they meet the human resource training needs of the industry and localities; implement a roadmap for financial autonomy in line with the roadmap for calculating prices for educational and training services.

Regarding health, the Government requires that only units under the ministry be retained to serve political tasks. "Gradually transfer hospitals under the Ministry of Health and ministries and central government agencies to local management, except for a few leading specialized hospitals and university hospitals," the report stated.

According to Resolution 18/2017, the Central Executive Committee requested to pilot the concurrent holding of the positions of head or merge a number of Party and State agencies, Party and Fatherland Front agencies with similar functions and tasks at provincial and district levels where conditions permit.

Resolution 18 also sets out the basic task of merging the Party Committee office with the People's Council and People's Committee offices at the district level where conditions permit; studying and promulgating regulations to merge the People's Council office, the National Assembly delegation office and the People's Committee office at the provincial level into a common advisory office.

Implementing Resolution 18, the Government said that up to now, the State administrative apparatus has reduced 17 general departments and equivalent organizations; reduced 8 departments under general departments and ministries; reduced 145 departments/committees under general departments and ministries; basically reduced divisions within departments, reduced 7 departments and 2,159 divisions under departments and People's Committees at district level.

Regarding the arrangement of focal points for public service units of ministries, branches and localities, by June 2022, ministries and branches will reduce 98 units, equivalent to a decrease of 8.6%; localities will reduce 7,631 units, equivalent to a decrease of 14.05%.

In the 2015-2021 period, the number of civil servants in state administrative agencies and organizations under the Government's management decreased by 27,530, equivalent to 10%. The number of people receiving salaries from the state budget in public service units decreased by more than 236,300, equivalent to a decrease of 11.67%.
