Yen Mo is an ancient land, where people have lived for tens of thousands of years. Yen Mo land was formed early, the original name was Gia Mo, in the Tran Dynasty it was called Mo Do, during the Ming Dynasty it was renamed Yen Mo. In 1977, 9 communes in the North of Yen Khanh district were merged with Yen Mo district and Tam Diep town to form Tam Diep district. After 17 years of merger, on July 4, 1994, the Government issued Decree No. 59/ND-CP on separating 9 communes of the old Yen Khanh district to re-establish Yen Khanh district and renaming Tam Diep district to Yen Mo district. On September 1, 1994, Yen Mo district was officially re-established. Through many changes, up to now, Yen Mo has 17 commune-level administrative units including 16 communes and 1 town.
Yen Mo has a rich cultural and revolutionary tradition, and is the hometown of many national cultural figures such as Ninh Ton, Vu Pham Khai, Pham Than Duat and many scholars, culturalists, scientists, and contemporary generals. Yen Mo is one of the localities that early adopted Marxism-Leninism and the revolutionary line of leader Nguyen Ai Quoc. The first Communist Party cell of the district was established in 1929 in Coi Tri village, Yen My commune, one of the first two cells of Ninh Binh province founded by comrade Ta Uyen, the late Secretary of the Southern Party Committee.
Culture and spirit in Yen Mo develop strongly with many beautiful customs and practices such as the tradition of respecting the elderly, etiquette, and education. Yen Mo land is densely packed with thousands of historical relics, tangible and intangible cultural heritages. Traditional festivals are preserved and developed by the people over time, becoming unique and distinctive cultural features, competitive advantages. Yen Mo is also considered the cradle of Cheo singing and Xam singing with the innate voice of the late Xam singing artist Ha Thi Cau. Yen Mo people have skillful hands, so the pottery profession developed early, which is the origin of Bat Trang pottery today.
Continuing the career, aspirations and revolutionary will of generations of predecessors, under the guiding light of the Party, Yen Mo people actively worked, produced, were resilient and indomitable in the struggle for independence, protection and construction of the Fatherland. If in the two resistance wars against French colonialism and American imperialism, cadres, people and armed forces of the district, along with many units and children of Yen Mo, were proud to be awarded the noble title "Hero of the People's Armed Forces" by the State; thousands of individuals, groups and families were awarded medals, certificates of merit from the Fatherland, then in the cause of building the homeland, the Party Committee, Government and People in the district have enhanced their mettle, solidarity, overcome difficulties, applied creatively, in accordance with specific conditions, brought the district steadily forward and achieved relatively comprehensive results.
The work of Party building and political system building has been carried out synchronously, achieving good results with many breakthroughs, the leadership capacity and fighting strength of Party organizations have been increasingly improved. Up to now, the District Party Committee has 57 grassroots Party organizations, with a total of 8,199 Party members, who are truly the core leaders of local revolutionary movements. The effectiveness and efficiency of management of authorities at all levels have been improved; administrative reform work associated with digital transformation has been well implemented. The results of the announcement of the district's administrative reform index have had many remarkable changes in recent years (ranked 3/8 in 2021; ranked 1/8 in 2022; ranked 2/8 in 2023). The Fatherland Front and socio-political organizations have many innovations in content and methods of operation, the great national unity bloc and religious unity have been firmly consolidated.
The economy has continuously grown well, shifting in a positive direction; state budget revenue in recent years has achieved high results; agricultural production has shifted strongly towards commodities, applying high technology, 4.0 technology, ensuring food safety. Accelerating the conversion of crop structure on rice land to increase income value per hectare of cultivation; the average production value in 2023 reached 150 million VND/ha. Industrial production, small-scale industry, and services are focused on implementation. In the district, there are 2 industrial clusters that have come into effective operation; 9 craft villages and traditional occupations have been recognized by the Provincial People's Committee, maintaining regular jobs for more than 13,000 workers, with an income of 4-6 million VND/person/month; in 2023, industrial and small-scale industry revenue reached more than 1,835 billion VND.
The infrastructure and social system has been planned, upgraded, newly built, basically synchronous, modern, ensuring regional and inter-regional connectivity. Up to now, the whole district has 52/52 kindergartens, primary schools, and secondary schools meeting national standards; 3/3 high schools meeting national standards, including 1 school meeting national standards level 2 (Yen Mo B High School); 17/17 communes and towns have cultural houses and sports areas, 100% of villages, hamlets, and streets have cultural houses; 95.6% of villages, hamlets, and streets are recognized as cultural villages, hamlets, and streets; 93% of families are recognized as cultural families; 17/17 communes and towns meet national standards on health in the period 2011-2020; 95.39% of people participate in health insurance; the rate of children under 5 years old with stunting malnutrition has decreased to 10.4%...
The national target program on new rural construction (NTM) has achieved outstanding results. In 2020, the district was honored to be recognized by the Prime Minister as a district meeting NTM standards. After 4 years of continuing to join hands and unite, up to now, the district has completed 9/9 criteria for advanced NTM districts and completed the dossier to submit to competent authorities for appraisal. At the commune level, it is expected that by the end of 2024, the whole district will have 11 communes meeting model NTM and advanced NTM standards; 77 villages and hamlets meeting model NTM standards. The rural landscape has many changes, the material and spiritual life of the people continues to be improved. Political security, social order and safety are maintained, and local defense and military tasks are well completed.
In recognition of the achievements over the past 30 years, the People, armed forces of the district and 12 communes in the district have been awarded the title of Hero of the People's Armed Forces by the Party and State; the district has been honored to receive the Labor Medal (First, Second, Third Class), Independence Medal (Third Class) from the Party and State; the Government has awarded the Emulation Flag for excellence in various fields; many collectives and individuals have been awarded noble titles by the Party, State, Central Ministries, Departments, and Branches and the province.
The achievements that have been forged over hundreds of years ago and 30 years of continuous efforts and persistent striving have been opening up a green and circular economic development direction for Yen Mo. In the Ninh Binh Provincial Planning for the period 2021-2030, with a vision to 2050, it is determined that Yen Mo is located in the Southeast inter-district area (along with Kim Son district and Yen Khanh district) with the nature of a high-tech agricultural development area, associated with the construction of advanced and exemplary new rural areas; developing tourism services in harmony with the heritage area; developing high-tech industrial production activities that are friendly to the environment. The planning also identifies Yen Mo as an area for developing eco-tourism services and high-tech agriculture; as a traffic hub of the province...
Faced with the new requirements of the country's industrialization and modernization, the tasks assigned by the province, Yen Mo needs to clearly define strategic directions and methodical steps in each stage to affirm the position and role of the district in the stability and overall development of the province. In the immediate future, it can be seen that Yen Mo is a large, almost pristine land that has not been much affected by the industrialization and urbanization process. This also poses a challenge for management in a "timely and scientific" manner. In particular, there are two major tasks that need to be implemented, which are urban planning so that Yen Mo can open its doors to investment winds, in which transportation must go first to pave the way for diplomatic connections with the region, inter-regional and national. Along with that is the planning and orientation of the work of preserving and promoting traditional cultural values, including both tangible and intangible in the modern flow, to turn heritage into assets in the most humane approach. This shows that it is necessary to have long-term planning and construction and breakthrough, drastic steps, while anticipating potential risks of "hot economic development", "conflicts between conservation and development" and social order and safety, national defense and security... In addition, there is the requirement for modern socio-economic infrastructure, rich material and spiritual life, urban civilization, communication civilization, behavioral culture among the people as well as a public administration "dedicated to the people"... associated with preserving beautiful landscapes, cultural characteristics, and unique characteristics of the people and countryside of Than Phu estuary.
To achieve the big, long-term goals for the future development of the district in many stages, it requires huge resources and great efforts. In addition to synchronous solutions, the district has set out the tasks of restructuring agriculture, producing clean, high-quality agricultural products; implementing planning steps; mobilizing resources, attracting investment in infrastructure construction; strengthening state management in all fields; taking care of building a cultural lifestyle and improving the quality of life of the people, building a strong political system... the role, responsibility, determination of the Party Committees, authorities at all levels and each Yen Mo resident are the core and need to be promoted in a more practical and effective way. Along with the attention, facilitation, and support from central and provincial agencies, the cooperation of the business community, the issue of proactively promoting the district's internal strength must be put first.
The 30-year tradition of construction and development of Yen Mo district with the achievements that have been achieved is very precious and worthy of respect. On this occasion, let us review the tradition together, draw lessons, and arouse pride so that today's generation can more fully perceive their responsibility in making that tradition and those lessons continue to be promoted, experience the reality in the new period, summarize deeply and multiply the value in the future. How can we not bear to face the poverty and backwardness compared to the surroundings? Can we not accept when the advantage is still only potential? Can we not accept that the heroic revolutionary spirit and tradition of our homeland cannot be forgotten but must be clearly expressed, have new nuances and be raised to new heights? And perhaps this is also an internal resource that can be closely linked, creating a combined strength and breakthrough for Yen Mo to continue to have rapid and sustainable development, together with the province developing urban areas in the nature of "dual urban areas" to compensate for the "super cities" and become the growth pole of the southern provinces of the Red River Delta.
Looking back at the history of formation and development of Yen Mo, it can be affirmed that: The tradition of diligence and creativity in production labor; heroism and bravery in fighting against foreign invaders; dynamism and innovation in economic development are unique features in the culture of Yen Mo people. The experience of solidarity among the people, firmly building the people's trust in the Party is a great lesson, a red thread throughout the 30-year process of re-establishment, construction and growth.
Believing that the above traditions and lessons are still valuable, not only that, they must be promoted more strongly than ever, becoming a driving force for the Party Committee, Government and People in the district to continue to unite and strive, overcome all difficulties and challenges, continue to achieve even greater achievements in the coming period, build Yen Mo politically stable, economically rich, strong in national security and defense and beautiful in cultural lifestyle, turning aspirations into reality as an inheritance, development of historical values, traditional culture and gratitude to ancestors.
