In Vietnam, education for a long time still followed the old viewpoint of the 19th century. Since 2013, we have had the state's orientation on comprehensive and fundamental educational innovation in the whole industry. The policy of granting free certificates or diplomas to teachers for lifelong use should be implemented with caution. Therefore, the proposal to issue teacher certificates still has some disagreements.

The policy may be correct, but the implementation of this issue is very difficult to implement. Surely society and the whole industry will understand: the nature of this is the issuance of "sub-licenses". We all have painful experiences about the consequences of sub-licenses. Because it is valuable for life, we must "run" by all means to get it. From here, a race within the team will occur and public opinion will certainly stir up nationwide.

There are still many opinions that do not agree with the proposal to issue teacher certificates.

Teacher training is free, but is it really free? If tens of thousands of teachers have to implement this policy, how much will it cost? How much pressure will the generation of teachers with many years of experience in the profession be under when their years in the profession are approaching? We have teachers in public and private schools, what are the regulations when issuing certificates? Especially teachers who teach freely or do not meet the pedagogical requirements will be banned from teaching without being issued a certificate, to be equal. School management will have more work and more difficulties when we are struggling to replace new textbooks and train new teaching methods...

Not to mention, the law seems unstable and unsound. In fact, teachers who have graduated from pedagogy and are teaching and receiving a salary from the state have the legal status of teachers and do not need to be licensed again. Now, due to the need to develop education and improve and consolidate the team, we must train and update professional skills, which is right. But that is a regular task of each school and each teacher, and only need to be confirmed to have completed the work with a certificate from the unit organizing the class, without needing a certificate issued by the state. This activity is simple in organization, but has practical effects and minimizes negativity.
