The Ministry of Transport is seeking opinions on amending a number of articles of Circular No. 17/2019 on the price framework for passenger transport services on domestic flights. The new Circular is expected to be issued in the near future.
Airfares are a "difficult problem" for the tourism industry.
Specifically, the group of routes with a distance of less than 500 km still maintains the current ceiling price of 1.6 million VND/one-way ticket for socio-economic development routes and 1.7 million VND/one-way ticket for other routes under 500 km.
For the flight group from 500 km to under 850 km, the ceiling price increased by 50,000 VND/one-way ticket from 2.2 million VND to 2.25 million VND, equivalent to an increase of 2.27%. For the flight group from 850 km to under 1,000 km, the ceiling price increased from 2.79 million VND to 2.89 million VND/one-way ticket (equivalent to an increase of 3.58%_
For flight distances from 1,000 km to less than 1,280 km, the Ministry of Transport proposed a maximum price of VND3.4 million/one-way ticket, VND200,000 higher than the current regulation (an increase of 6.25%). The last group - flight distances from 1,280 km or more - is proposed a price of VND4 million/one-way ticket, VND250,000 higher than the current regulation of VND3.75 million. This is also the group with the strongest price increase proposed, up to 6.67%.
The above maximum price includes all costs that passengers must pay for an air ticket, except for the following fees: value added tax; fees collected on behalf of the airport, including passenger service fees and passenger and baggage security fees; service fees for additional items. The maximum service price does not include service fees for additional items.
The ceiling price of domestic economy class air tickets is being consulted by the Ministry of Transport in the draft of a new Circular.
This is the price decided by airlines based on the balance of the airline's service provision capacity and market demand. Airlines regulate specific ticket prices on routes or groups of routes by diversifying ticket prices for each route and regularly discounting policies for compatriots and soldiers residing in remote, isolated, border and island areas.
The Ministry of Transport said that the adjustment of the price framework for air transport services aims to ensure the pricing principles stipulated in the law on prices, while being cautious, public, transparent, calculating the appropriate level and timing of adjustment, ensuring the goal of stabilizing the macro economy and controlling inflation.
According to representatives of some travel companies, if issued, the new fare ceiling regulation will have a strong impact on the aviation and tourism market. The hottest tourist routes such as Hanoi - Ho Chi Minh City, Hanoi - Phu Quoc... are all in the group of routes with the strongest increase, meaning that the cost of tourists' trips will increase, affecting their choice of destinations.
