Improve the effectiveness of inspection and control of natural resources and environment

(TN&MT) - In recent years, the improvement of the effectiveness of inspection, examination, citizen reception, and handling of petitions and letters has always been directed by the leaders of the Department of Natural Resources and Environment (TN&MT) of Dien Bien province, contributing to raising awareness of compliance with laws on TN&MT of people and businesses, tightening management, effectively using resources and protecting the environment.

Identifying inspection and examination as one of the key tasks of state management in the field of natural resources and environment, every year, the Department of Natural Resources and Environment of Dien Bien has closely coordinated with all levels and sectors to develop a focused and key inspection plan, avoiding overlap and causing trouble for businesses, helping the inspection and examination work to achieve high quality and efficiency.

At the same time, the Department has focused on receiving and resolving petitions and complaints from citizens; promptly and legally resolving reflections and recommendations sent via petitions or citizen receptions; limiting violations, detecting weaknesses to promptly handle individuals and organizations that violate.

Dien Bien strengthens inspection and examination of natural resources and environment

Ms. Tran Thi Thanh Phuong, Deputy Director of the Department of Natural Resources and Environment of Dien Bien, said: In order to tighten management, effectively use natural resources and protect the environment, along with the task of receiving citizens and handling petitions, the Department of Natural Resources and Environment is constantly promoting inspection and examination activities. This task is implemented by the industry in accordance with the provisions of law and based on the set plan. This includes both periodic and surprise inspections. The inspections and examinations focus on areas, hot spots, incidents, and pressing issues related to pollution, environmental degradation, mineral resources, land, etc.

In the first 9 months of 2024: The Department received 32 petitions (27 petitions, feedback; 05 complaints assigned by the Provincial People's Committee for consultation and handling). Processing results: 03 citizens' petitions were withdrawn; 24 petitions were not within the jurisdiction of the Department (11 petitions were transferred to competent authorities for handling according to regulations; 13 petitions were kept for monitoring); 03 complaints assigned by the Provincial People's Committee have been resolved, the remaining 02 complaints are being handled according to regulations.

The Department has focused on receiving and resolving petitions and complaints from people; resolving them promptly and in accordance with the law.

At the same time, the organization carried out 01 inspection on compliance with the provisions of the law on land according to the Plan for 02 organizations (Road Joint Stock Company 226, Viet Trung Mineral Joint Stock Company). Conducted 08 inspections for 21 organizations and enterprises. The inspection results resulted in administrative sanctions with a total amount of 913 million VND, forcing the return of nearly 504 million VND of illegal profits.

At the same time , 01 inspection was conducted on the responsibility in performing assigned functions, tasks and powers; the provisions of the law on preventing and combating corruption, negativity and practicing thrift and combating waste for the Land Fund Development Center under the Department of Natural Resources and Environment. The work of preventing and combating corruption at the agency and units under the Department has been thoroughly grasped, organized and implemented in accordance with regulations and effectively; during the reporting period, no cases of corruption were detected at the agency and units under the Department.

In the coming time, the Department of Natural Resources and Environment will continue to strengthen inspection and examination of the implementation of policies and laws on natural resources and environment in the province, focusing on the fields of land, minerals and facilities causing environmental pollution; inspect the implementation of inspection and examination conclusions for inspected and examined units.

In addition, the sector coordinates with districts, towns, cities, and sectors in the province to resolve complaints and denunciations to further improve the effectiveness of inspection and examination work, thereby improving the effectiveness of State management of natural resources and environment in the province.
