New school year still lacks teachers in most localities

According to preliminary reports from localities, in the 2024-2025 school year, the number of teachers lacking compared to the 2023-2024 school year will increase by 19,856 preschool and general education teachers. The main reason is that the number of preschool students increased by 2,327 groups of classes, and the general education class increased by 7,150 classes.

Mr. Vu A Bang, Vice Chairman of Dien Bien Provincial People's Committee, said that in the 2023-2024 school year, the province still lacks many teachers compared to the prescribed quota; there is a lack of sources to recruit teachers for the subjects of English, Information Technology, Music, and Fine Arts. Dien Bien's teaching staff also has quite a lot of fluctuations after the end of the school year due to teachers transferring to work in the lowlands. The lack of teachers puts a lot of pressure on teachers because they have to teach extra hours, teach inter-level and inter-school. Based on the above situation, the leaders of Dien Bien province proposed that the Ministry of Education and Training advise on policies not to reduce the number of people working with salaries from the State budget for provinces with many difficulties, unable to establish non-public schools such as Dien Bien province and arrange enough teachers with salaries from the budget according to the quota for these provinces.

Along with that, it is necessary to increase the training quota for teachers of specialized subjects such as English, Information Technology, Music, Fine Arts and primary school teachers for teacher training institutions to meet the demand for teacher recruitment for localities; apply policies to attract teachers for the entire working time in areas with especially difficult socio-economic conditions; indefinite contracts for teachers working in especially difficult areas for 10 years or more; support teachers working in especially difficult areas, such as house rent, travel expenses for teachers teaching at village points; lunch allowance; pay attention to investing in building public housing for teachers.

Not only is it a problem in mountainous and remote areas, the shortage of teachers is also happening in big cities like Hanoi and Ho Chi Minh City, where urbanization is taking place rapidly with a rapid increase in population in inner-city districts. To ensure that students have enough places to study in the 2023-2024 school year, Hanoi has built 39 new public kindergartens and general schools and put them into operation with a scale of 554 classrooms and 19,350 students. The establishment of more schools also means a shortage of teachers. According to the standards set by the Ministry of Education and Training, Hanoi is actually short of about 16,000 teachers, of which, in the 2023-2024 school year alone, the city has proposed to be assigned an additional 8,939 positions in the education sector.

At the conference to summarize the 2023-2024 school year and deploy tasks for the new 2024-2025 school year organized by the Ministry of Education and Training, Ms. Vu Thu Ha, Vice Chairman of the Hanoi People's Committee, proposed that the Government direct the Ministry of Home Affairs and the Ministry of Education and Training to have norms and regulations on teacher staffing suitable for specific localities with large numbers and scales of education and training due to high demand for teacher recruitment and use such as Hanoi.

Deputy Minister of Education and Training Pham Ngoc Thuong said: In the past school year, the surplus and shortage of teachers has been gradually overcome. The Ministry of Education and Training has coordinated with the Ministry of Home Affairs to supplement 27,826 positions for the 2023-2024 school year; on that basis, localities have recruited 19,474 teachers. The Ministry of Education and Training has also submitted to the Government a proposal to draft a National Assembly Resolution on allowing the recruitment of people with college degrees to teach a number of subjects. To date, the teaching staff has been developed in quantity, gradually overcoming structural shortcomings.

By the end of the 2023-2024 school year, the total number of preschool and general education teachers will be 1,251,377 (an increase of 17,253 teachers compared to the 2022-2023 school year) and 99,412 educational institution managers (a decrease of 723 managers compared to the 2022-2023 school year). However, the leaders of the Ministry of Education and Training also admitted that the local shortage of teachers still exists in most localities, especially teachers of new subjects such as English, Information Technology, Music, and Fine Arts, causing difficulties in implementing teaching programs and plans.

According to the Ministry of Education and Training, the main reasons for the shortage of teachers are limited attraction to the industry; the number of teachers leaving their jobs is still high; the source of teachers for some specific subjects is still lacking. In addition, the number of classes has increased due to the increase in the number of students, leading to an increase in the demand for teachers; the planning and forecasting of teacher demand from the strategic level to the localities is not close and does not keep up with reality; population fluctuations, labor migration between regions in large numbers and without rules... In addition, recruitment by localities is still slow. Currently, there are still about 72,000 assigned positions that have not been recruited.

Sharing with CAND Newspaper reporters about solutions to overcome the shortage of teachers in the new school year 2024-2025, Minister of Education and Training Nguyen Kim Son said: The Ministry of Education and Training has directed localities to recruit all quotas and place orders for teacher training; universities actively organize training in conjunction with new subjects and teachers of ethnic languages. In the coming time, the Ministry of Education and Training will continue to perfect the system of policies and laws to enhance the status of teachers, including the Law on Teachers which will be submitted to the National Assembly to create a legal corridor for the promulgation of policies on remuneration, recruitment, use, management, honor, reward... and empower the education sector to proactively recruit, mobilize, and arrange teachers.

In addition, the Ministry of Education and Training will also coordinate with the Ministry of Home Affairs to advise competent authorities to allocate the remaining staff quotas according to Decision No. 72-QD/TW dated July 18, 2022 of the Politburo; resolutely urge localities to recruit all staff assigned from previous years and assign additional staff; request localities within their authority and specific socio-economic conditions to have appropriate support policies for local teaching staff, creating trust and peace of mind for teachers during their work.
