New allowance levels for part-time workers at the commune level in Nghe An take effect from January 1, 2024

This is the content of Resolution No. 21/2023/NQ-HDND, stipulating the titles and allowances for non-professional workers at the commune, village, hamlet, block, and commune levels; the monthly support level for people directly working in villages, hamlets, blocks, and communes; the level of support for operating expenses of mass mobilization teams in villages, hamlets, blocks, and communes; the allocation norms for operating budget estimates of commune-level socio-political organizations in Nghe An province, effective from January 1, 2024.

Accordingly, part-time workers at the commune level with 17 positions are entitled to monthly allowances (including support for social insurance and health insurance contributions) from 1.3 to 1.5 times the basic salary.

Specifically, the positions: Party Committee Office, Deputy Head of the Party Committee Inspection Committee, Deputy Commander of the Military Command, Vice Chairman of the Vietnam Fatherland Front Committee, Vice Chairman of the Veterans Association, Vice Chairman of the Women's Union, Vice Chairman of the Farmers' Association, Deputy Secretary of the Ho Chi Minh Communist Youth Union, Chairman of the Elderly Association, Chairman of the Red Cross Society, Manager of the Cultural House - Radio Station, Veterinary, Plant Protection - Agricultural Extension - Industrial Extension - Forestry Extension - Fisheries Extension, Treasurer, Manager of Construction Order - Traffic - Environment or Urban Rules, Head of the People's Protection Committee (for wards and towns) are entitled to a monthly allowance equal to 1.5 times the basic salary.

The person holding the position of Deputy Head of the Civil Protection Department (for wards and towns) receives a monthly allowance equal to 1.3 times the basic salary.

For non-professional activists in villages, hamlets, and blocks, including 3 positions: Party cell secretary, village/hamlet/block/hamlet chief, and head of the front work committee, the new allowance levels are as follows:

Party cell secretaries and village/hamlet/block heads in villages, hamlets, and blocks with 350 households or more; blocks with 500 households or more; villages, hamlets, blocks, and villages belonging to key commune-level administrative units with complicated security and order issues according to decisions of competent authorities; villages, hamlets, blocks, and villages belonging to commune-level administrative units in border areas have a monthly allowance equal to 2.1 times the basic salary; in the remaining villages, hamlets, blocks, and villages, it is equal to 1.6 times the basic salary.

For those holding the position of Head of the Front Work Committee in villages, hamlets, and hamlets with 350 households or more; blocks with 500 households or more; villages, hamlets, blocks, and hamlets belonging to key commune-level administrative units with complicated security and order issues according to the decision of competent authorities; villages, hamlets, blocks, and hamlets belonging to commune-level administrative units in border areas, the monthly allowance is 1.8 times the basic salary; in the remaining villages, hamlets, blocks, and hamlets, the allowance is 1.3 times the basic salary.

Resolution No. 21/2023/NQ-HDND also stipulates the titles and monthly support levels for those directly participating in activities in villages, hamlets, blocks, and communes.

Specifically, in villages, hamlets, and villages with 350 or more households; blocks with 500 or more households; villages, hamlets, blocks, and villages belonging to key commune-level administrative units with complicated security and order according to the decision of competent authorities; villages, hamlets, blocks, and villages belonging to commune-level administrative units in border areas, the Police Officer - Deputy Head of the Village/Hamlet/Village has a monthly support level of 1.1 times; Village Team Leader has a monthly support level of 0.8 times; Head of the Farmers' Association, Head of the Veterans' Association, Head of the Women's Association, Secretary of the Youth Union, Head of the Elderly Association have a monthly support level of 0.33 times, compared to the basic salary.

In the remaining villages, hamlets, blocks, and communes, the Police Officer - Deputy Head of the Village/Hamlet/Commune has a monthly support level of 0.95 times; the Village Team Leader has a monthly support level of 0.7 times; the Head of the Farmers' Association, the Head of the Veterans' Association, the Head of the Women's Association, the Secretary of the Youth Union, and the Head of the Elderly Association have a monthly support level of 0.28 times, compared to the basic salary.

The person holding the position of Head of the Neighborhood Protection Team - Deputy Head of the Block has a monthly support level of 0.75 times; Neighborhood protection team members have a monthly support level of 0.45 times the basic salary.

Village, hamlet, and village health workers who also perform population work in disadvantaged communes according to Government regulations will receive a monthly support level equal to 0.65 times the basic salary and an additional support of VND 150,000/month.

Village, hamlet, and village health workers who concurrently perform population work in the remaining communes and population collaborators who concurrently perform health work in wards and towns will receive a monthly support level equal to 0.45 times the basic salary and an additional support of VND 150,000/month.

Regarding the level of financial support for the operation of mass mobilization teams in villages, hamlets, blocks, and communes, Resolution No. 21/2023/NQ-HDND of Nghe An province stipulates: Mass mobilization teams in villages, hamlets, and communes with 350 households or more; blocks with 500 households or more; villages, hamlets, blocks, and communes belonging to key commune-level administrative units with complicated security and order according to the decision of competent authorities; villages, hamlets, blocks, and communes belonging to commune-level administrative units in border areas are supported with 2.5 million VND/team/year. Mass mobilization teams in the remaining villages, hamlets, blocks, and communes are 2 million VND/team/year.

Regarding the allocation norms for the operating budget of commune-level socio-political organizations, including: Veterans Association, Women's Union, Farmers' Association, Ho Chi Minh Communist Youth Union, Resolution No. 21/2023/NQ-HDND of Nghe An province stipulates as follows:

For commune-level administrative units of type I, it is 20 million VND/organization/year; for commune-level administrative units of type II, it is 17.5 million VND/organization/year and for commune-level administrative units of type III, it is 15 million VND/organization/year.
