On February 22, comrade Le Minh Khai, Secretary of the Party Central Committee, Deputy Prime Minister attended and spoke at the conference to announce the planning of Dong Thap province for the period 2021-2030, with a vision to 2050.
Deputy Prime Minister Le Minh Khai emphasized: The conference to announce the Dong Thap Provincial Planning for the period 2021-2030, with a vision to 2050, is an important event of great significance to the Party Committee, government, army and people of Dong Thap province. It is an opportunity to spread development thinking, vision and investment attraction in the current period, not only for Dong Thap province but also for the Mekong Delta provinces.
According to the Deputy Prime Minister, Dong Thap is a province located in the key food production area of the country. The "Land of Pink Lotus" ranks 3rd in the country in terms of total rice output with 3.3 million tons/year, after Kien Giang 4.3 million tons/year, An Giang 4.1 million tons/year; ranks 4th in the country in seafood export with a total turnover of about 900 million USD, of which tra fish alone ranks first in the country in terms of export output.
Dong Thap is the center of economic exchange, the center of eco-tourism of the Mekong Delta and the whole country. This is also a land rich in historical and revolutionary traditions. Dong Thap people are gentle, hospitable, affectionate, love their homeland and country, and have the will to overcome difficulties and rise up. The province has a strategic position with nearly 50 km of border, 2 international border gates with Cambodia, located on convenient traffic routes connecting with Ho Chi Minh City, Can Tho and neighboring provinces; is a famous place with many historical sites, scenic spots, festivals with unique and distinct features of the Mekong Delta river region.

In 2023, production and business activities in Dong Thap province have recovered and had positive changes. Although economic growth and resource mobilization have not met expectations, the economic scale has grown strongly, reaching over 110,000 billion VND, ranking 6th in the Mekong Delta region. GRDP per capita reached nearly 69 million VND, an increase of 12.16% compared to 2022. This is a high level in the Mekong Delta region.
Total state budget revenue in the area in 2023 is estimated to reach over VND 8,000 billion, equal to 107.4% of the annual estimate. Mobilization of social development investment capital in 2023 is estimated to reach over VND 22,000 billion, up 10.49% compared to 2022. Total export turnover of goods in 2023 is estimated to reach over 1.7 billion USD, up 35.15% compared to 2022.
Along with economic development, Dong Thap's socio-cultural sector has also made much progress. Social security is focused on, policy families, meritorious people, and social protection beneficiaries are cared for and supported; the poverty rate is only 2.17% (low compared to the national average). New rural construction has also achieved many outstanding results.
On behalf of the Prime Minister, Deputy Prime Minister Le Minh Khai acknowledged, highly appreciated and warmly commended the outstanding achievements that the Party Committee, government, army and people of Dong Thap province have achieved in recent times.
According to Deputy Prime Minister Le Minh Khai, Planning plays an extremely important role. Planning determines vision, models, scenarios, development plans and organizes development space. Planning also creates new opportunities, production capacity and value for each country, region and locality during the planning period.

Today's conference announcing Dong Thap province's planning is a very important event for domestic and foreign partners and investors to have a more comprehensive, in-depth, and overall view of Dong Thap province's potential, advantages, and development expectations, as well as to contribute and propose recommendations to help the province develop in the future.
The Dong Thap province master plan announced today was built with a breakthrough mindset and long-term vision based on distinct potential, outstanding opportunities and competitive advantages, in line with the goals and strategic orientations for socio-economic development of the whole country, and the national strategy on green and sustainable growth.
The planning also concretizes the policy of the Politburo in Resolution No. 13-NQ/TW dated April 2, 2022 on the direction of socio-economic development, ensuring national defense and security in the Mekong Delta region, until 2030, with a vision to 2045; Resolution 19-NQ/TW dated 2022 on agriculture, farmers, rural areas, actively producing food, contributing to ensuring the country's food security.
Deputy Prime Minister Le Minh Khai emphasized: The planning will open up new opportunities and development space for Dong Thap province; it is expected to create a new impetus for Dong Thap to develop breakthroughs and create miracles in socio-economic development with the following pillars: Developing high-tech processing industry; renewable energy; developing a synchronous and effective transport network, infrastructure of industrial parks and border economic zones; developing sustainable organic agriculture; high-tech aquaculture associated with processing industry to increase product value; developing tourism associated with historical traditions, cultural identity, suitable for natural conditions, and unique and special tourism products.
The provincial planning has identified development goals until 2030: Dong Thap is a province with a fairly developed level, in the leading group in digital transformation, one of the agricultural production and agricultural processing centers of the Mekong Delta; has a synchronous infrastructure system, modern urban areas, rural areas rich in identity, friendly and attractive tourism; comprehensively develops cultural, social and human fields; maintains the leading position in the country in the following indicators: administrative reform, governance and public administration efficiency, provincial competitiveness. National defense, security and social order and safety are ensured; international cooperation and integration are enhanced. People have a prosperous, civilized and happy life.
To successfully achieve the above goals, Dong Thap will have to face many difficulties and challenges, especially in the context of complicated fluctuations in the world and regional situation, domestic economic difficulties, climate change, natural disasters, and unpredictable epidemics. Deputy Prime Minister Le Minh Khai suggested that Dong Thap should pay attention to implementing well the following key tasks:

Firstly, the Party Committee and authorities at all levels of the province need to focus on leading and directing the implementation of the Dong Thap Provincial Planning for the 2021-2030 period, with a vision to 2050, in conjunction with the implementation of the Central Committee's resolutions, the National Assembly's resolutions, and the Government's resolutions; especially Resolution No. 13-NQ/TW dated April 2, 2022 of the Politburo. Strengthen cooperation and development linkage with provinces and cities in the Mekong Delta region.
Second , urgently research and develop a detailed and scientific plan to implement the provincial planning, in accordance with the resources and practical conditions of the locality. Deploy detailed plans to specify the goals, tasks, solutions, and organize territorial space, to coordinate and manage in a unified manner, ensuring connectivity, synchronization, efficiency, and sustainable development with a long-term vision.
At the same time, widely publicize and publicize the provincial planning, promote and advertise to attract social resources; especially create favorable conditions for people to exercise their right to supervise the implementation of the provincial planning.
Third , mobilize and effectively use state, private and other legal resources to focus on investing in infrastructure development, ensuring synchronization and efficiency. Priority is given to investing in strategic transport infrastructure, connecting Dong Thap with localities in the region, the country and internationally.
Attract resources to effectively exploit potentials and strengths, especially developing sustainable, ecological, commodity agriculture with key products such as aquatic products, fruits, and rice associated with agricultural, forestry, and aquatic product clusters and key centers; develop tourism typical of river regions into a spearhead economic sector, associated with protecting natural ecosystems and cultural and historical values.
Fourth , focus on economic restructuring, associated with growth model innovation, increasing labor productivity, enhancing the competitiveness of industries and fields with strengths, on the basis of digital transformation, application of science and technology and innovation, green development, and circular economy.
Continue to strongly improve the business investment environment, focusing on creating breakthroughs in administrative procedure reform, simplifying procedures, building e-government, creating an open, transparent and equal business investment environment; listening, dialogue, promptly resolving difficulties and problems for investors and businesses.

Fifth, focus on training and developing human resources, attracting talents according to the development orientation of the province, especially human resources in information technology, engineering technology, tourism, high-tech industry, and high-tech agriculture. Develop policies and regimes to treat and attract human resources, especially high-quality human resources to work in Dong Thap.
Sixth , ensure national defense and security; maintain social order and safety. Focus on building a clean and strong Party and political system, improving the leadership capacity and fighting strength of Party organizations and Party members.
Building a team of professional, clean, dedicated cadres serving the people. Continuing to streamline the organization, making it efficient and effective, along with building a team of qualified, well-trained civil servants; innovating working style and manners, tightening administrative discipline.
Every cadre, civil servant and public employee in the province must have the mindset and actions, work with all their might and with a high sense of responsibility. Arouse and promote the heroic traditional cultural, historical and revolutionary values of the homeland. Continue to innovate, create, transform the strong desire for development, pride, love for the homeland and the spirit of innovation into every smallest action and work.

On this occasion, the Deputy Prime Minister planted a laurel tree as a souvenir in the grounds of the Nguyen Sinh Sac Relic Site.
