On the afternoon of November 7, when questioning the Minister of Public Security, delegate Ha Hong Hanh (Khanh Hoa delegation) reflected that recently, a series of cases related to drug use by teenagers have been discovered, causing many voters to worry, especially the risk of infiltration into the school environment with many sophisticated tricks, causing unpredictable consequences.
Many students become victims or participate in storing, buying, selling, and transporting drugs. More worryingly, there are more and more new types of drugs mixed with food sold near educational institutions, universities, and secondary schools to attract and entice students to use them. Delegates asked the Minister of Public Security to provide solutions to handle and prevent this problem?

Responding to the question of delegate Ha Hong Hanh about solutions to prevent drugs from entering schools, Minister of Public Security To Lam said that currently, the illegal use of drugs in general and synthetic drugs in particular tends to increase and is becoming younger.
According to statistics from the Ministry of Public Security, as of September 2023, there were about 213,000 drug addicts and illegal drug users nationwide, of which over 81,000 drug addicts and illegal drug users were between the ages of 16 and 30, accounting for about 38%.
"Meanwhile, synthetic drugs are increasingly diverse in types, cheap, easy to hide, easy to use, easy to bring into schools and are hiding under very beautiful, curious names such as paper stamps, tongue charms, lime water, milk tea... making voters and parents very worried," the Minister said.
Along with solutions to combat drugs, Minister To Lam said that he has focused on preventing supply from outside and especially focused on reducing demand, because the target group is young people, teenagers and students, which are very important to implement measures to reduce drug demand.
To prevent this, the Ministry of Public Security has implemented solutions to reduce demand. Specifically, it has coordinated with the Ministry of Education and Training to implement Directive No. 31 dated December 4, 2019 of the Prime Minister on strengthening moral and lifestyle education for students;
Joint Circular No. 06 between the Ministry of Public Security and the Ministry of Education and Training dated February 28, 2015 on coordination to perform the task of protecting national security and social order and safety, fighting and preventing crimes and other violations of law in the education sector.
Minister To Lam said that synthetic drugs are increasingly diverse in types, cheap, easy to hide, easy to use, and easy to bring into schools.
Synchronously implement solutions to prevent drugs from entering schools, promote the role of family, school, and society, especially the role of family is very important.
At the same time, coordinate with ministries and branches to increase propaganda about the Law on Drug Prevention and Control and new drugs so that teenagers, students and pupils know, proactively detect and prevent them.
Along with that, regularly inspect, review and deploy measures to prevent, detect, combat and handle violations of illegal drug use in schools, bars, karaoke, dance clubs, and destroy local illegal drug use venues.
Recommend to some functional sectors such as health, market management, industry and trade... to improve the effectiveness of State management, strengthen coordination with inspection, examination and supervision on food safety issues, and prevent the harmful effects of tobacco. "Do not let subjects take advantage of drug activities under the guise of food, including electronic cigarettes", the Minister of Public Security emphasized .
