Cultural and artistic activities at Hoan Kiem Lake have decreased.
At the meeting to explain the settlement of voters' petitions organized by the Standing Committee of the Hanoi People's Council on June 14, Head of the Culture and Social Committee of the Hanoi People's Council Nguyen Thanh Binh requested the Director of the Department of Culture and Sports to inform about the review of regulations related to the licensing of events and activities in the Hoan Kiem Lake area and surrounding areas to ensure criteria and standards when granting licenses for transparency and publicity.
According to the feedback of voters in Hoan Kiem district, the organization of these events in the past overlapped, the sound was loud, did not ensure environmental hygiene, safety and order, so it was not suitable for the space of this area. Voters proposed to review the regulations on licensing in this area and proposed to allow Hoan Kiem district to license some suitable events.
Regarding this issue, Director of the Department of Culture and Sports Do Dinh Hong said that after the Covid-19 epidemic was controlled, many activities were organized (2,328 events were organized in 2023). The organization of these events has contributed a lot to the city's GDP growth. According to statistics, trade services and cultural tourism account for 65.7% of the city's GDP.
After the press reported that voters in Hoan Kiem district had opinions about organizing events with loud sounds, affecting the space of Hoan Kiem Lake, the Department of Culture and Sports advised the Executive Committee of the City People's Committee to amend the Regulations on activities around Hoan Kiem Lake. With the assignment of the Executive Committee of the City People's Committee, up to now, the Department of Culture and Sports has completed and submitted to the City People's Committee to promulgate this regulation, in which the assignment of tasks to the Department of Culture and Sports as well as Hoan Kiem district is clear and transparent. If Hoan Kiem district meets the conditions, the Department is ready to authorize the district to grant permission to organize events - the Director of the Department of Culture and Sports clearly stated.
According to Mr. Do Dinh Hong, up to now, activities in the walking space have been greatly limited, mainly maintaining cultural and artistic activities and not many sports activities - except for special cases that the City People's Committee has given direction in conjunction with the city's development.
How to exploit cultural and sports facilities in residential groups?
Regarding the petition of Gia Lam district voters regarding the revolutionary site in Phu Thi commune that was recognized since 2021 but has not yet been given a sign, delegate Nguyen Thanh Binh requested the Department of Culture and Sports to review the process and have a specific time for the sign to be attached.
At the same time, the Head of the Culture and Social Committee of the City People's Council also requested the Director of the Department of Culture and Sports to inform the results of advising the City People's Committee on the exploitation and use of cultural and sports institutions, especially village and residential group cultural houses.
Responding to these contents, the Director of the Department of Culture and Sports said that the unit has a plan to synthesize the entire city about the revolutionary relic sites that have been recognized and are waiting to be marked. In this phase, 10 districts and towns will be marked with revolutionary relic signs on the occasion of the 70th anniversary of the Liberation of the Capital with a total of 32 signs (of which Gia Lam district has 3 signs). In September 2024, the marking of these revolutionary relic sites will be completed.
Regarding the exploitation of cultural and sports institutions, according to Mr. Do Dinh Hong, some districts have proposed to manage the use of cultural institutions to organize weddings and cooperation contracts. This content belongs to the regulations on the use of public assets, currently we do not have enough authority and have to wait for the draft Law on the Capital (amended) to be passed. Therefore, the Department of Culture - Sports builds a plan in the direction of approaching the Law on the Capital (amended) so that when the National Assembly votes to approve it, it will submit to the City People's Committee to deal with public assets such as cultural houses in villages, communes and towns.
Maintain school planning
Regarding the education sector, the Head of the Department of Culture and Society sent to the Director of the Department of Education and Training and the Department of Finance a proposal from voters of Son Tay town: Son Tay Town High School was invested in a new facility and put into operation since 2017. The town requested the City to hand over the old facility to the town for management to invest in cultural and social institutions or other works, but so far it has not been handed over. Voters asked the two departments to let them know how to resolve the issue and what is the progress?
Responding to this issue, Director of the Department of Education and Training Tran The Cuong stated that the Department of Education and Training has coordinated with the Department of Finance to propose that the city transfer the old school to Son Tay town for management. During this process, some businesses have proposed to lease it back and change its function, but the Department's view is that this is a school planning area and should not be changed. Therefore, if it is handed over to Son Tay town, it must be used as a school area. Currently, the Department of Education and Training is coordinating with the Department of Finance to propose transferring it back to Son Tay town for management.
Sharing this view, Director of the Department of Finance Nguyen Xuan Luu said that after decentralizing management and submitting it to the City People's Committee for handover to Son Tay town for management, the Department of Finance agreed to maintain the view of the Department of Education and Training that it should not be converted to another function because the need for the school will be higher in the future. In May 2024, the joint department submitted to the City People's Committee to hand over Son Tay High School (old location) to Son Tay town for management but keep the same function.
