Motorcycles do not have right rearview mirrors
Rearview mirrors are components installed on both sides near the handlebars at the front of the motorbike. Motorcycle rearview mirrors help the driver to observe both sides behind. This helps the driver to be more convenient in traveling and moving on the road.
Especially, in cases where the driver wants to cross the road, observing behind is very important. If there is a motorbike mirror, you can cover the entire back without worrying about danger. Therefore, this is an accessory that is considered very important and indispensable on every motorbike.
According to regulations, using a vehicle without rearview mirrors while participating in traffic can be fined.
Regarding the penalty for driving a motorbike without a rearview mirror, Decree 100/2019/ND-CP on administrative penalties for violations in the field of road and railway traffic stipulates as follows:
"Article 17: Penalties for drivers of motorbikes, mopeds (including electric motorbikes), vehicles similar to motorbikes and other types of motorbikes violating regulations on vehicle conditions when participating in traffic:
1. A fine of VND 100,000 to VND 200,000 shall be imposed for one of the following violations:
a. Driving a vehicle without a horn; license plate light, brake light; or without a rearview mirror on the driver's left or without a functional one;
b. Driving a vehicle with an improper license plate; attaching a license plate with unclear letters or numbers; attaching a license plate that is bent, covered, or damaged; painting or adding stickers that change letters or numbers or change the color of letters, numbers, or license plate background;
c. Driving a vehicle without signal lights or with lights that do not work;
d. Using a horn that does not meet technical standards for each type of vehicle;
d. Driving a vehicle without a muffler or smoke reducer or one that does not meet environmental standards on emissions and noise;
e. Driving a vehicle without low or high beam lights, or with lights that are ineffective or do not meet design standards;
g. Driving a vehicle without a braking system or one that is ineffective and does not meet technical standards;
h. Driving a vehicle with rear lights"
Thus, motorcyclists will only be fined if they do not have a left rearview mirror, or if they have one but it is not functional (broken, blurred, cracked... violating regulations). If they do not have a right mirror, they will not be fined.
Case of riding a motorbike with one hand
According to the provisions of the 2008 Road Traffic Law and guiding documents, there is currently no penalty for driving with one hand, however, some other specific acts have been prescribed with corresponding fines.
Specifically, at Point a, Clause 8, Article 6 of Decree No. 100/2019/ND-CP of the Government on administrative sanctions for violations in the field of road traffic stipulates: A fine of from VND 6,000,000 to VND 8,000,000 shall be imposed on a driver who commits one of the following violations: Letting go of both hands while driving; using feet to control the vehicle; sitting on one side to control the vehicle; lying on the saddle to control the vehicle; changing drivers while the vehicle is running; turning around to drive the vehicle or driving blindfolded.
In addition, according to the provisions of Point h, Clause 4, Article 6 of Decree No. 100/2019/ND-CP, people can be fined up to VND 1,000,000 for using the phone while driving on the road.
Thus, currently the law has no sanctions for the act of driving a motorbike with one hand.
Ride motorbikes in two rows
Clause 3, Article 30 and Clause 1, Article 31 of the 2008 Road Traffic Law both strictly prohibit motorcyclists and bicycle drivers from riding side by side. If they violate, motorcyclists and bicycle drivers will be penalized according to Decree 100/2019/ND-CP.
However, Decree 100/2019/ND-CP only stipulates fines for bicycles and motorbikes riding in a row of three or more. Specifically: Riding motorbikes in a row of three or more: Fine from 100,000 to 200,000 VND. Riding bicycles in a row of three or more: Fine from 80,000 to 100,000 VND.
Current regulations do not have specific penalties for riding two-by-two. This means that riding bicycles or motorbikes in two-by-two will not be subject to traffic violations. However, road users should be careful not to ride in two-by-two because it can cause accidents and obstruct the flow of other vehicles.
