At this session, the Provincial People's Council focused on discussing and assessing the socio-economic development, finance - budget, basic construction investment, national defense - security, and government building in the first 6 months of the year; discussed and agreed on key tasks and solutions for the last 6 months of the year to successfully implement the 2024 plan targets, contributing to the successful and comprehensive implementation of the goals of the Resolution of the 20th Provincial Party Congress and the Socio-Economic Development Plan for the period 2021 - 2025.
Overview of the eighth session, 17th Provincial People's Council.
During the discussion sessions in groups and in the hall, the delegates spoke with a high sense of responsibility, debated frankly, exchanged, contributed ideas, and participated in reports, submissions, and draft resolutions submitted to the session. The Provincial People's Council questioned the heads of the following departments and branches: Construction, Natural Resources and Environment, Agriculture and Rural Development, Information and Communications, and Provincial Police. The questioning and answering sessions took place seriously, frankly, responsibly, and qualitatively, in a democratic and exciting atmosphere, attracting the attention of voters and people in the province.
On behalf of the Provincial People's Committee, Comrade Nguyen Quang Hung, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee received the contents of the reports of the Provincial People's Council committees, opinions of the Provincial People's Council delegates, invited delegates, recommendations and reflections of voters sent to the session; at the same time analyzed and clarified the contents and issues that voters and Provincial People's Council delegates were interested in; the results in socio-economic development in the first 6 months of the year; shortcomings, limitations and causes.
To strive to fulfill the province's socio-economic development goals and tasks in 2024 at the highest level, creating a premise for the following years, the Standing Vice Chairman of the Provincial People's Committee requested that departments, branches, districts and cities must have high political determination, act resolutely, dare to think, dare to do, say what they do and have a focus, key points, and specific results; be proactive and creative in leadership, direction and administration; seriously implement the directions of the Central Government, the Provincial Party Committee, the Provincial People's Council and the solutions stated in the report of the Provincial People's Committee presented before the session. In particular, continue to thoroughly and seriously implement the tasks and solutions according to the resolutions and directions of the Government, the Prime Minister, the ministries, branches, and central agencies, the Provincial Party Committee, and the Provincial People's Council on socio-economic development in 2024. Immediately after the meeting, heads of departments, branches, and localities focused on reviewing the targets and plans achieved in the first 6 months of the year and the targets for the whole year, especially the targets that have not been completed or completed at a low level, on that basis, there are drastic and focused solutions to strive to complete and exceed the targets of 2024 in each sector, field, locality, agency, and unit.
He requested departments, branches and localities to focus on directing the implementation of the production of the summer-autumn and winter-spring crops according to plan. Speed up the progress of building the brand of agricultural products of the province, especially the Thai Binh rice brand. Review and actively implement mechanisms and policies in developing agricultural production and building model new rural areas. Proactively implement programs, prevent and combat natural disasters, prepare rescue plans and overcome consequences. Resolutely direct the work of site clearance; focus on resolving the work of site clearance of key projects and works; projects that have been and are being implemented; projects that have investment programs and plans, and land allocation plans. Continue to improve proactiveness, accompany businesses; effectively implement policies to support businesses; Focus on reviewing to promptly and substantially remove obstacles in investment and production and business activities, especially large projects, infrastructure investment projects in industrial parks and industrial clusters. Resolutely direct the promotion of public investment capital disbursement; speed up the progress of key projects of the province. Strengthen solutions to improve the investment and business environment, remove "bottlenecks" and "knots" in attracting investment, promoting production and business; build new mechanisms and policies to create momentum for socio-economic development of the province.
Strengthening discipline, order, tightening financial and state budget discipline; strengthening revenue management and saving expenditure. Focusing on comprehensive and synchronous development of the cultural and social fields. Urgently organizing the implementation of the Central and Government's direction on eliminating temporary and dilapidated houses in the province. Promoting administrative reform; raising the sense of responsibility associated with managing work results; tightening discipline and administrative order in agencies and units; strictly complying with the direction of the Central, Government, Provincial Party Committee, People's Council and Provincial People's Committee. Resolutely simplifying administrative procedures; promoting digital transformation, implementing Project 06, continuing to thoroughly handle long-standing issues and projects; strictly implementing the conclusions of inspections and audits; strengthening inspection and control of power; continuing to review and arrange a streamlined, effective and efficient apparatus. Strengthening and consolidating national defense potential; Build a solid national defense posture associated with a solid people's security posture; maintain political security and social order and safety in the province. In the immediate future, effectively implement civil defense drills to respond to strong storms, super storms and search and rescue in Thai Binh province in 2024.

Speaking at the closing session, Comrade Nguyen Tien Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council emphasized: From now until the end of 2024, the world, regional and domestic situation is forecasted to continue to have difficulties and challenges. In order to comprehensively complete the socio-economic development goals and tasks of the province in 2024, the Standing Committee of the Provincial People's Council requested the Provincial People's Committee, all levels, sectors and localities in the province to focus on leadership and direction, especially the organization and operation must ensure consistency, continuity, determination, timeliness, depth, specificity, associated with the responsibility of the head and the collective leadership, absolutely must not be subjective, complacent, lose vigilance, or be voluntarist. Immediately after this session, the Provincial People's Council requested the Provincial People's Committee to direct the relevant agencies to promptly resolve voters' opinions and recommendations, recommendations stated in the monitoring report and fully implement the commitments at the question and answer session, report to the Provincial People's Council at the ninth session, the Provincial People's Council according to the law.
In order to effectively implement the resolutions approved by the Provincial People's Council and the socio-economic development plan for 2024, the Provincial People's Council requests Party committees at all levels to focus on leadership and direction to create high consensus in the entire political system. The Provincial People's Committee shall promptly concretize the resolutions of the Provincial People's Council, have specific plans and instructions for timely, effective and proper implementation. The Provincial Fatherland Front Committee and socio-political organizations shall continue to widely disseminate the contents of the session, mobilize people of all walks of life to effectively implement the Party's guidelines, policies and laws of the State, and resolutions issued by the Provincial People's Council, and at the same time supervise the implementation of the resolutions. The Standing Committee of the Provincial People's Council, the People's Council committees, delegations and delegates of the Provincial People's Council shall supervise the implementation of the resolutions.

At the eighth session, the Provincial People's Council democratically discussed and voted to pass 16 resolutions:
1. Resolution stipulating the mechanism to support provincial budget land use revenue for localities in the period 2024 - 2025.
2. Resolution on assigning Tien Hai District People's Council to pilot the decentralization mechanism in management and organization of implementation of national target programs for the period 2024 - 2025.
3. Resolution amending and supplementing a number of articles of the Regulation on decentralization of authority to manage and use public assets at agencies, organizations and units under the management of Thai Binh province, issued together with Resolution No. 07/2018/NQ-HDND dated July 12, 2018 of the Provincial People's Council.
4. Resolution promulgating the Resolution regulating the level of expenses for reception, visit and congratulations for a number of subjects implemented by the Vietnam Fatherland Front Committees at provincial, district and commune levels.
5. Resolution promulgating regulations on policies to support managers and teachers participating in training and development courses: Improving teachers' training standards; teaching Information Technology and Technology, Natural Sciences, History and Geography; improving English teaching capacity in public schools in Thai Binh province.
6. Resolution promulgating regulations on tuition fees for public preschool and general education institutions that do not cover regular expenses in Thai Binh province from the 2024-2025 school year.
7. Resolution promulgating regulations on service revenues to serve and support educational activities in public educational institutions in Thai Binh province from the 2024-2025 school year.
8. Resolution on approving the adjustment of the state budget revenue and local budget expenditure settlement in 2022.
9. Resolution approving the plan to adjust the investment capital plan for development of the central budget to support the implementation of the National Target Program on New Rural Construction in 2024 in Thai Binh province.
10. Resolution approving the adjustment of investment policy for the project to invest in the construction of trunk roads connecting to functional areas in Thai Binh Provincial Economic Zone.
11. Resolution approving the adjustment of investment policy for dredging and embankment project of Bong Tien canal, Vu Thu district.
12. Resolution on supplementing the list of projects requiring land acquisition for socio-economic development for national and public interests in Thai Binh province in 2024.
13. Resolution approving the change of land use purpose for rice cultivation to implement projects in Thai Binh province.
14. Resolution approving additional educational career staff for the 2023-2024 school year for public kindergartens and general schools in Thai Binh province.
15. Resolution to abolish resolutions of Thai Binh Provincial People's Council.
16. Resolution on the supervision program of the Provincial People's Council in 2025.
