Kinhtedothi - On the afternoon of December 6, Vice Chairman of the Hanoi People's Council Pham Qui Tien chaired an information meeting on the 20th Session (regular session at the end of the year) of the Hanoi People's Council, term XVI, 2021 - 2026.
At the meeting, Chief of Office of the National Assembly Delegation and Hanoi People's Council Nguyen Ngoc Viet informed about the content and agenda of the session. Accordingly, the 20th session of Hanoi People's Council is scheduled to take place from December 9 to December 12 to consider 57 contents, including 26 reports and 31 resolutions.
Questioning environmental and traffic issues
Specifically, the City People's Council will consider 26 report contents on the implementation of the socio-economic development plan in 2024, the socio-economic development tasks in 2025 of Hanoi City; report on the direction and administration of the City People's Committee in 2024, directions and tasks in 2025; report on the activities of the City People's Council in 2024, key tasks in 2025.
Report summarizing voters' opinions and recommendations before the 20th Session of the City People's Council; reviewing the report on the implementation results of Resolution No. 32/NQ-HDND dated July 4, 2024 of the City People's Council on questioning activities at the 17th Session of the Hanoi City People's Council, term XVI, term 2021-2026...
At this session, the City People's Council will consider 31 contents of the Resolution, such as: Resolution on the City's Socio-Economic Development Plan for 2025; Resolution on the authority in managing and using public assets under the management of Hanoi City; Resolution on regulations on a number of expenditure levels under the authority of the City People's Council...
Notably, at this session, the City People's Council will consider a number of resolutions to implement the Capital Law, including: Resolution on Regulations on management and use of public assets of the Hoa Lac High-Tech Park Management Board; Resolution on Regulations on compensation for site clearance and refunds to land users, infrastructure use fees and wastewater treatment fees at the Hoa Lac High-Tech Park.
At the same time, consider the Resolution on Regulations on additional income for cadres, civil servants, and public employees working in State agencies, political organizations, the Vietnam Fatherland Front, socio-political organizations, and public service units whose regular expenditures are fully guaranteed by the State budget under the management of Hanoi City; Resolution on Promulgating the Working Regulations of the City People's Council, the Standing Committee of the People's Council, the People's Council Committees, the People's Council delegations, and People's Council delegates...
The City People's Council will spend one day (December 11) to conduct a question-and-answer session on the implementation of socio-economic tasks and pressing issues that City People's Council delegates and voters in the capital are interested in. The question-and-answer session will be broadcast live on Channel 1 of Hanoi Radio and Television.
According to the document collecting opinions from the People's Council and through the supervision of the People's Council, the session will focus on re-questioning issues that government agencies have not resolved or have not completely resolved, focusing on projects that are slow to be implemented in the city; questioning issues about the environment, wastewater, air pollution, waste and traffic issues.
"These are issues that the People's Council is interested in and proposes to include in the questioning content at the session" - Chief of Office of the National Assembly Delegation and Hanoi People's Council Nguyen Ngoc Viet said.
Reviewing the provisions of the new law to be consistent with the Capital Law
Responding to reporters' questions about the process of drafting resolutions to implement the Capital Law, Head of the Legal Committee, City People's Council Duy Hoang Duong informed that to implement the Capital Law, the City People's Council is responsible for drafting 89 resolutions (including 76 legal resolutions that must be issued in 2024, completed in 2025 and the following years). From the 19th Session to the next Session, the City People's Council plans to issue 17 resolutions.
In addition, the National Assembly has recently issued many new laws, including some amended and supplemented laws such as public investment, 1 law amending 9 laws... taking effect on January 1, 2025. On this basis, the Standing Committee of the City People's Council also requested the City People's Committee to review the contents according to the new provisions of the law to report to the Standing Committee of the City People's Council to amend, supplement, adjust the time and issuance plan in accordance with the provisions of the new law; ensure that the resolutions of the City People's Council apply the implementation of the Capital Law with the highest efficiency, serving the socio-economic development of the Capital.
In response to the reporter's question about the treatment of To Lich River wastewater and Yen Xa wastewater, Head of the Urban Committee, City People's Council Dam Van Huan said that in the past, the city has had many solutions to treat wastewater, especially the Yen Xa wastewater treatment plant project, which the city is very interested in. On February 1, the Yen Xa wastewater treatment system was put into trial operation. This project has basically completed phases 1 and 2; the discharge gate and water intake gate related to To Lich River have basically been completed.
According to Mr. Dam Van Huan, the 3rd and 4th phases of the ODA-funded project have encountered difficulties and problems. The Project Management Board has advised the City People's Committee to consider approving the bidding package No. 3, speeding up the progress of Yen Xa wastewater treatment plant. At this session, the City People's Council will pass a resolution to adjust the investment policy for this project to speed up the progress.
Concluding the meeting, Vice Chairman of the City People's Council Pham Qui Tien said that the 20th Session (regular session at the end of 2024) is a session with many important contents and a large amount of work. The Standing Committee of the City People's Council, the Committees, the Office of the National Assembly Delegation and the City People's Council are actively preparing for the session.
