Construction of Ring Road 4 through Hung Yen and Bac Ninh cannot start before June 30

The Ministry of Transport sent the State Steering Committee for important national projects and key transport sector projects about the Ring Road 4 project in the Capital region.

According to the report, up to now, in the 3 localities where the Ring Road 4 project of the Capital Region passes through, Hanoi City has appraised the technical design and estimate; approved the construction bidding packages and deployed the selection of contractors to start construction before June 30, 2023 in accordance with the Government's requirements.

However, the Ring Road 4 project - the Capital region through Hung Yen and Bac Ninh provinces has not completed the technical design and cost estimates for component project 2.2 (construction of a parallel road through Hung Yen province) and component project 2.3 (construction of a parallel road through Bac Ninh province), not ensuring the start date before June 30, 2023.

On this basis, the Ministry of Transport requested Hung Yen and Bac Ninh provinces to urgently complete the establishment, appraisal, and approval of technical designs and estimates for the Ring Road 4 - Capital Region component project.

The investment project to build Ring Road 4 - Hanoi Capital Region has a total project length of nearly 113km.

The investment project to build Ring Road 4 - Hanoi Capital Region has a total project length of nearly 113km (the section in Hanoi is about 58.2km; Hung Yen province is about 19.3km; Bac Ninh province is about 35.3km).

The project is invested in diverging the expressway with a scale of 4/6 lanes, speed limit of 80km/h with a width of 17m; investing in diverging parallel roads (discontinuous) with a scale of 12m on each side. The total investment of the project is about 85,813 billion VND.

The route includes 7 component projects including 3 compensation, support and resettlement projects; 3 parallel road construction investment projects (urban roads) under the form of public investment and 1 expressway construction investment project under the public-private partnership (PPP) method.

In which, component project 2.2 - construction of parallel road (urban road) in Hung Yen province is invested with a length of more than 19km, scale of 2 lanes. Preliminary total investment is more than 1,500 billion VND.

Component project 2.3 - construction of parallel road (urban road) in Bac Ninh province with a length of more than 35km, investment scale of 2 lanes. Total investment is nearly 2,800 billion VND.

Recently, sharing with the press, Secretary of the Hanoi Party Committee Dinh Tien Dung informed about the time to start the investment project to build Ring Road 4 - Capital region in Hanoi.

Accordingly, this key project will be started on Sunday, June 25, at 4 locations in Hanoi .
