" Declaring assets dishonestly, showing signs of getting rich quickly, having many houses, many lands, many other assets without clearly explaining their origins; themselves or their spouses and children have an exemplary lifestyle, taking advantage of their positions to gain illegal profits, " the General Secretary pointed out the officials who are not allowed to be admitted to the 14th Central Executive Committee. Along with clearly defining and grasping the requirements and standards for members of the Central Executive Committee, according to the General Secretary, it is necessary to calculate and clearly stipulate the structure and number of the Central Executive Committee, and properly resolve the relationship between quantity and quality. The General Secretary said that in the structure of the 14th Central Executive Committee, it is necessary to pay attention to ensuring a reasonable ratio for young officials, female officials, officials from ethnic minorities; a number of scientists, artists, leaders of some large State-owned corporations and groups who are qualified and eligible to participate in the Central Executive Committee. According to the General Secretary, after nearly 40 years of carrying out the renovation process and after more than 25 years of implementing the Resolution of the 8th Central Committee on cadre strategy, the cadre team at all levels in our country has grown and developed in many aspects, with increasingly improved quality, gradually meeting the requirements of the period of promoting industrialization, modernization of the country and international integration... However, the General Secretary also said that our current cadre team is large but not really strong; the situation of both surplus and shortage of cadres still occurs in many places; the connection between levels and sectors is still limited. Besides, a number of cadres have faded in their ideals, have lost their will, work superficially, are afraid of difficulties and hardships, and some have even degraded in their political ideology, ethics, and lifestyle, showing signs of "self-evolution" and "self-transformation". The General Secretary pointed out that many State enterprise managers lack self-cultivation, training, and Party spirit, take advantage of loopholes in mechanisms, policies, and laws, intentionally violate and profit, causing great losses of State capital and assets, causing serious consequences, and are subject to Party disciplinary action and legal sanctions.

" Since the beginning of the 13th tenure, the Central Executive Committee, the Politburo, the Secretariat, and the Central Inspection Commission have had to discipline nearly 100 senior officials under the Central Committee's management; some officials have been criminally prosecuted ," said General Secretary Nguyen Phu Trong. Assessing the situation of running for positions, power, planning, rotation, votes, degrees, rewards, titles, and crimes, including high-ranking officials, although it has been prevented, the General Secretary said that it has not been completely pushed back. The General Secretary pointed out that the shortcomings and weaknesses of a number of cadres and the limitations and shortcomings in cadre work are also important reasons why the country's development is not commensurate with our potential, strengths and aspirations, and has undermined the people's trust in the Party and the State. " The current situation of cadres, especially strategic-level cadres, as mentioned above, has a certain impact on personnel preparation for the 14th National Party Congress ," said the General Secretary.
