"Magnet" in the North of Ha Tinh
On August 29, 2023, in the presence of Prime Minister Pham Minh Chinh and Singaporean Prime Minister Lee Hsien Loong, Minister of Planning and Investment Nguyen Chi Dung handed over Decision 1003/QD-TTg of the Prime Minister on the investment policy of the Bac Thach Ha Industrial Park Infrastructure Construction and Business Project, Phase 1 to Ha Tinh province. This is a very special milestone, marking a new development stage for the land of "fire pan, rain bag".

Accordingly, the project is invested by Vietnam Singapore Urban and Industrial Park Development Joint Stock Company (VSIP). The project's objective is to invest in construction and business of industrial park infrastructure. The project's land use scale is over 190 hectares; the total investment is over VND1,500 billion. The project's operating period is 50 years.
The project is located in Thach Lien and Viet Tien communes of Thach Ha district, with a strategic traffic location, connecting to major routes such as National Highway 1A, National Highway 15B and the North-South Expressway. VSIP Ha Tinh is expected to be a "magnet" attracting foreign investment in fields such as: electricity and electronics, semiconductors, precision mechanics, garments, leather shoes, energy, electric vehicle batteries, metals, auto parts, food processing, logistics services, factories for rent, etc.
The “big road” opened, along with the attention and direction of the central ministries and branches, Ha Tinh province requested Thach Ha district to quickly carry out the site clearance work. In less than 9 months, the locality basically completed the site clearance, with a total payment of more than 227 billion VND.
Meeting the necessary and sufficient conditions, this morning (June 25), Ha Tinh province coordinated with VSIP to solemnly organize the groundbreaking ceremony for the project, witnessed by Deputy Prime Minister Tran Hong Ha; leaders of central ministries, Ha Tinh province, representatives of investors and a large number of local people.

This will also be a highlight, creating opportunities for Ha Tinh's industrial development in the coming period, contributing to diversifying industrial products, industrial types, increasing the value of goods production; creating momentum for the development of the supporting industry sector; increasing the value of industrial production and export turnover, thereby accelerating the process of economic restructuring towards industrialization and modernization.

With optimal infrastructure standards including a wastewater treatment plant with a total capacity of 6,000 m³/day and night, a water supply system on demand, a high-speed telecommunications cable network of 2,800 transmission lines, an EVN power station with a capacity of 126 MVA, a 24/7 fire protection station, a synchronously planned landscape..., it promises to bring an ideal, effective and sustainable investment environment for investors.
Wide open job opportunities
In particular, the project will create many jobs for workers, contributing to improving people's lives and better solving social security issues. According to VSIP's calculations, it is expected that when completed, this industrial park will create jobs for more than 30,000 local and neighboring workers.

Ms. Nguyen Thi Lan, Thach Lien commune, Thach Ha district has 3 children, 2 boys, 1 girl, all of working age. For nearly ten years, the children have been working as workers in a bicycle parts factory in the South. Recently, hearing that investors are building an industrial park in the commune, the whole family is excited and hopeful, and will soon return to apply for jobs here to be closer to their parents.
“In addition to job opportunities in the industrial park, we are also eagerly preparing business plans for services such as opening cafes, restaurants... and other “follow-up” services to serve the needs of workers,” Ms. Lan suggested.
Sharing the same excitement, Mr. Nguyen Van Nam, 23 years old, also residing in Thach Lien commune, shared that after graduating from high school, he went to Hanoi to work for hire, but due to unstable income, he is planning to learn Japanese to go abroad to work.
“Leaving home is a last resort. Moreover, the cost of working abroad for a rural family like mine is very high, so now I plan to study electricity or information technology, taking advantage of the upcoming opportunity to apply for a job as a worker in the VSIP industrial park,” Nam shared.
According to Mr. Nguyen Van Huong, Chairman of the People's Committee of Viet Tien Commune, the current demand for jobs in the area is very large. The number of workers in the fields of industry, construction, trade and services currently accounts for over 90% of the labor structure. However, the majority of local workers are purely agricultural workers, so in order to meet the demand for skilled workers for the VSIP industrial park, it is recommended that all levels and sectors have vocational training policies for people in need.

At the same time, support jobs for workers whose agricultural land is recovered; investors support compensation for traffic works and intra-field canals affected by the project to facilitate people in production.

VSIP Ha Tinh is expected to attract domestic and foreign investors in fields such as: electricity and electronics, semiconductors, precision mechanics, energy, electric vehicle batteries, metals, auto parts, food processing, logistics services, factories for rent..., creating more than 30,000 jobs, creating momentum for development and economic restructuring of Ha Tinh province.
Therefore, in the coming time, VSIP needs to aim to develop green industrial parks, ecological and smart industrial parks; be a place for research, application of science and technology, innovation, circular economic models, knowledge, low emissions...
In addition to the state's compensation, support and social security policies, investors need to have policies that prioritize training and recruiting local workers; and arrange resettlement in synchronous urban areas.
Currently, VSIP has invested in 18 industrial, urban and service parks across Vietnam with a total licensed land area of 11,588 hectares; operating projects attract 930 customers from 30 countries and territories, with a total investment capital of 21 billion USD and create jobs for more than 300,000 workers.
