On the afternoon of May 12, the Central Organizing Committee's survey delegation led by Comrade Nguyen Xuan Liet, Head of the Department of Party Bases and Party Members, had a working session with the Provincial Party Committee's Organizing Committee on the survey and development of the Project "amending and supplementing Regulation No. 97-QD/TW, dated March 22, 2004 of the Secretariat on the functions and tasks of Party Committees and grassroots Party cells in public service units" and the Project "amending and supplementing Regulation No. 98-QD/TW, dated March 22, 2004 of the Secretariat on the functions and tasks of Party Committees and grassroots Party cells in agencies".
Receiving and working with the survey delegation were Deputy Secretary of the Provincial Party Committee Y Bier Nie; representatives of the leaders of the Party Building Committees, the Provincial Party Committee Office; representatives of relevant agencies and units in the province.

As of December 31, 2022, the Dak Lak Provincial Party Committee has 20 subordinate Party Committees with 705 grassroots Party organizations (418 grassroots Party Committees, 287 grassroots Party cells); 15 unit Party Committees and 5,128 Party cells directly under the grassroots Party Committees with 85,867 Party members. As of April 30, 2023, implementing Regulation No. 60-QD/TW on transferring grassroots Party organizations (TCCS) directly under district-level Party Committees and equivalent to establish Party organizations in corporations and state-owned commercial banks, the Dak Lak Provincial Party Committee has transferred 29 Party TCCS (including 7 grassroots Party Committees and 22 grassroots Party cells) with 957 Party members. To date, the Provincial Party Committee has 676 Party TCCS with 84,910 Party members.
Regarding the total number of Party Committees and Party cells in the province, there are currently 180 Party Cells (68 grassroots Party Committees and 112 grassroots Party cells), with 536 Party cells directly under the grassroots Party Committees with a total of 8,139 Party members. The total number of Party Cells in the public service sector includes 99 (49 Party Committees and 50 Party cells) with a total of 5,389 Party members, the total number of Party Committee Secretaries who are also heads of agencies and units in the Party Cells of public service units is 87 comrades.

In the past time, Party cells and grassroots Party committees have closely followed Regulation No. 97 and Regulation No. 98, developed working regulations to lead the development and implementation of policies, tasks, and professional work of the unit in accordance with the Party's guidelines and policies and the State's laws; fully performed the unit's obligations to the State; improved the material and spiritual life of cadres, Party members and workers; well organized the work of supervision, social criticism, and dialogue between the head of the Party Committee and the unit's government with union members, association members, civil servants and workers.
Political and ideological education work has always been of interest to Party committees and organizations at all levels, with emphasis on education and training; preventing and repelling the degradation of political ideology, morality, lifestyle, and manifestations of "self-evolution" and "self-transformation" within the Party; including the implementation of the Resolutions of the Central Conferences of the 11th, 12th, and 13th terms and the implementation of Directive No. 05-CT/TW of the Politburo in the annual review and evaluation of Party organizations and Party members.

Party committees of units, according to their authority, have led and coordinated with leaders of agencies and units to effectively carry out the work of planning, promoting and appointing cadres at Party organizations in administrative agencies and public service units in accordance with procedures and principles; the review, consolidation and improvement of the arrangement of Party organization models have been seriously carried out, ensuring order and procedures.
Party committees and party cells have innovated their leadership methods for mass organizations by issuing documents to lead and direct in a direction that closely follows the functions and tasks prescribed by law and the charter of each organization; correctly implementing the principles of party organization and activities, especially the principles of democratic centralism, self-criticism and criticism...

Delegates attending the conference also proposed amendments and supplements to the layout, name, functions, tasks, and relationships of Regulation No. 97 and Regulation No. 98 to make them suitable. At the same time, they recommended that the Central Organizing Committee promptly advise the Secretariat to amend Regulation No. 97-QD/TW and study and promulgate guidelines on the framework of working regulations for grassroots Party committees in public service units for unified implementation nationwide; requested the Secretariat to promptly amend, supplement and promulgate regulations on the functions and tasks of Party committees and grassroots Party cells of agencies to replace Regulation No. 98-QD/TW to make them suitable to reality and consistent with the regulations of some types of Party organizations that have been issued.
Speaking at the survey, comrade Nguyen Xuan Liet acknowledged and praised the results achieved by the Party Cells of Dak Lak Provincial Party Committee in the past time. The survey delegation will synthesize and incorporate the proposals and recommendations into the draft and recommend to the Central Committee for consideration and appropriate adjustment.
