In that context, Quang Binh is urgently completing the Action Plan to respond to climate change (CC) for the period 2025 - 2030, with a vision to 2050.

Frequency and magnitude of major natural disasters

The report "Assessment of impacts, vulnerability, risks, losses and damages caused by climate change in Quang Binh province" shows that in recent years, climate change has caused storms and tropical depressions to increase in frequency, intensity and have more complex trajectories.

Along with the increase in storms and tropical depressions, according to Associate Professor, Dr. Doan Ha Phong - Director of the Center for Environmental Research (Institute of Hydrometeorology and Climate Change), for Quang Binh, flooding due to rising sea levels is also an alarming risk. Accordingly, it is forecasted that if the sea level rises by 15cm according to the RCP4.5 scenario in the period of 2016 - 2035, nearly 10.4 thousand hectares of land will be flooded. If the sea level rises by 25cm according to the RCP4.5 scenario in the period of 2046 - 2065, nearly 11.4 thousand hectares of land will be flooded; rising sea levels will overflow the dam, flooding rice-growing areas and agricultural activities, directly affecting agricultural production in Quang Binh province, especially in Le Thuy and Quang Ninh districts.

In 2022 alone, the whole province had 914 houses flooded; 8,300m of canals and 2,400m of dykes eroded and washed away; 2 reservoirs damaged; 15,348m of national highways, provincial roads, and inter-commune roads eroded. Agriculture is one of the sectors most seriously affected by climate change. In 2022, 9,380ha of rice and 557ha of crops were flooded and damaged; 917ha of rice and fish and 62 cages were washed away. The total damage caused by floods is estimated at about 286.7 billion VND.

Mr. Pham Van Luong - Deputy Director of the Department of Natural Resources and Environment of Quang Binh province affirmed that climate change is one of the most serious challenges that Quang Binh province has faced in recent times. In particular, from 2020 to now, weather and natural disasters have been significantly affected by climate change, making it more difficult to grasp. Climate change has had, is having and will have a strong impact on the natural environment, socio-economic fields, and the lives and health of people in the province.

Develop a response plan

Quang Binh province sets a target of an average GRDP growth rate of 8.4 - 8.8% per year by 2030. Average GRDP per capita is about 145 - 150 million VND. The total number of tourists to Quang Binh is about 10 million. The average population growth rate in the period 2021 - 2030 is about 0.6% per year. By 2030, the province's population will reach about 960,000 people, maintaining a stable forest cover of about 68%, and a greenhouse gas emission reduction rate of about 7.3%...

To proactively prevent natural disasters, respond to climate change, and contribute to achieving the above goals, the province has actively participated in and proposed activities and projects to respond to climate change. In particular, Quang Binh is currently accelerating the progress of updating information to serve the development and completion of the action plan to respond to climate change for the period 2025 - 2030, with a vision to 2050, with the goal of investigating and evaluating the action plan to respond. The province has issued a document proposing to update the action plan to respond to climate change for the period 2025 - 2030, with a vision to 2050 to enhance the province's ability to respond to climate change; support the province's sustainable development; prevent, avoid and minimize the dangers caused by climate change and protect people's lives.

Ms. Nguyen Thi Bich Lanh - Deputy Head of the Department of Minerals and Hydrometeorology (Quang Binh Department of Natural Resources and Environment) said that there are 3 priority groups of tasks in the action plan. One is to propagate, disseminate, and enhance the capacity to respond to climate change, with solutions such as: Strengthening the effectiveness and efficiency of state management on climate change at the district and commune levels; increasing investment, applying information technology, applying digital transformation to complete and modernize the climate change monitoring system, the database on greenhouse gas inventory and climate change adaptation, developing climate services, promoting green transformation; applying big data, artificial intelligence technology to serve the monitoring of greenhouse gas emissions.

The second task is to proactively adapt to climate change in the new period, with solutions such as: Focusing on developing infrastructure to adapt to climate change, completing a number of key infrastructure projects; applying technology to treat saltwater into fresh water for domestic and irrigation needs; combining desalination technology with green energy technology to operate water production plants; planning freshwater storage projects, building canal systems to distribute fresh water between regions in a reasonable manner; ensuring environmental sanitation conditions.

The third priority task is to actively implement greenhouse gas emission reduction and energy conversion, with solutions such as: Supporting the implementation of greenhouse gas emission reduction activities at emission facilities, promoting measures to save and use energy efficiently, producing low-emission construction materials, developing green cities, green buildings, and low-carbon emissions; supporting the development of renewable energy projects; storing energy and developing carbon capture, storage, and utilization technologies; enhancing electrification and efficient use of energy in civil, industrial, and transportation sectors.

Updating the action plan to respond to climate change for the period 2025 - 2030 will contribute to implementing urgent solutions to reduce vulnerability and enhance resilience to the impacts of climate change. At the same time, focus on developing infrastructure to respond to climate change, shifting energy based on the potential and advantages of regions; ensuring safety and livelihoods for people in areas at risk of being severely affected.
