Urgently prepare for review of the draft Law on Geology and Minerals

Regarding the legislative and supervisory work in 2024, at the meeting to review and evaluate the work in 2023 and deploy the work plan for 2024 of the Committee on Science, Technology and Environment recently held, Vice Chairman of the Committee on Science, Technology and Environment Nguyen Tuan Anh said: The draft Law on Geology and Minerals will be submitted to the National Assembly for consideration at the 7th Session (May 2024) and is expected to be approved at the 8th Session (October 2024). According to Mr. Nguyen Tuan Anh, Vice Chairman of the Committee on Science, Technology and Environment of the National Assembly, in 2024, the Subcommittee on Environment and Climate Change will participate in reviewing the draft Law on Geology and Minerals to submit to the National Assembly for consideration and comments at the 7th Session. Before that, the Subcommittee on Environment and Climate Change will conduct a survey to serve the review of this Law project.

Nguyen Tuan Anh, Vice Chairman of the National Assembly's Committee on Science, Technology and Environment, said that in September 2023, the Standing Committee of the Committee on Science, Technology and Environment issued Plan No. 1915 with the task of receiving and revising the draft Law on Geology and Minerals. Accordingly, the Standing Committee of the Committee directed the Subcommittee on Environment and Climate Change to work directly with the Ministry of Natural Resources and Environment and relevant agencies to conduct early remote research to serve the advisory work with the National Assembly.

At the end of December 2023, the Ministry of Natural Resources and Environment completed the draft Law on Geology and Minerals to send to the Ministry of Justice for appraisal. In January 2024, the Ministry of Natural Resources and Environment will submit the draft Law and it is expected that in February 2024, the Government will meet to give opinions on the draft Law on Geology and Minerals.

According to Mr. Nguyen Tuan Anh, from January to March 2024, the Standing Committee of the Committee on Science, Technology and Environment will conduct field surveys in a number of localities and at the end of February or early March 2024, the Standing Committee will hold an expanded meeting to review the draft Law on Geology and Minerals. It is expected that from March 11 to 15, 2024, the Standing Committee will serve the National Assembly Standing Committee in a meeting to give opinions on this draft Law.

After the meeting of the National Assembly Standing Committee, the Standing Committee of the Science, Technology and Environment Committee will continue to receive, revise and review the draft Law on Geology and Minerals. Around the end of April or early May 2024, the Committee will hold a Plenary Session to officially review the draft Law. As of December 28, 2023, the Subcommittee has compiled 15 issues related to the review of the draft Law on Geology and Minerals.

Vice Chairman of the National Assembly's Committee on Science, Technology and Environment Nguyen Tuan Anh proposed that the National Assembly leaders direct the Government to prepare the dossier of the draft Law on Geology and Minerals; coordinate with relevant ministries, branches and agencies to ensure progress and quality so that it can be sent to the Committee for review soon.

In performing its assigned tasks, the Ministry of Natural Resources and Environment has completed the draft (2nd edition) of the Law on Geology and Minerals and posted the draft on the Government and Ministry of Natural Resources and Environment's electronic information portal (from June 23, 2023); has sent it for comments from ministries, ministerial-level agencies, government agencies, Vietnam Federation of Commerce and Industry and relevant organizations and individuals. To date, the Ministry of Natural Resources and Environment has received comments from ministries, branches; localities; enterprises; Environmental Economics Associations; individuals. The Ministry of Natural Resources and Environment has studied, absorbed the comments and completed the Draft (3rd edition) of the Law on Geology and Minerals. In implementing the procedures for promulgating legal documents, at the end of December 2023, the Ministry of Natural Resources and Environment sent the Draft (3rd edition) of the above Law to the Ministry of Justice for appraisal.
