On the morning of March 29, 2024 in Da Nang city, the first annual meeting of the Ministers of Public Security and Interior of Cambodia - Laos - Vietnam officially took place under the co-chairmanship of General To Lam, Politburo member, Minister of Public Security of Vietnam; General Vi-lay Lak-kham-phong, Deputy Prime Minister, Minister of Public Security of Laos and Mr. Sar Sokha, Deputy Prime Minister, Minister of Interior of Cambodia.
Attending the conference, on behalf of the Ministry of Public Security of Vietnam, there were: Senior Lieutenant General Nguyen Duy Ngoc, member of the Party Central Committee, Deputy Minister of Public Security; Lieutenant General Le Quoc Hung, member of the Party Central Committee, Deputy Minister of Public Security; representatives of leaders of professional departments under the Ministry of Public Security.
On the side of Da Nang City Police, there were Major General Vu Xuan Vien, Member of the Standing Committee of the City Party Committee, Secretary of the Party Committee, Director of the City Police, and representatives of the leaders of the Police of 19 provinces of Vietnam that have borders with Laos and Cambodia.

The conference aims to implement the agreements of the three countries' senior leaders, while strengthening and improving the effectiveness of cooperation between Cambodia - Laos - Vietnam, thereby fostering solidarity, especially cooperation in the field of ensuring national security and social order and safety. This is also an opportunity for senior leaders of the Ministry of Public Security and the Ministry of Home Affairs of the three countries to discuss and improve the effectiveness of the fight against all types of crime, especially in the border areas of each country, contributing to building the Vietnam - Cambodia, Vietnam - Laos and Cambodia - Laos borders into peaceful, cooperative and developing borders, for the security and order of each country and in the region.

Speaking at the opening of the Conference, General To Lam, Minister of Public Security of Vietnam, emphasized: In recent times, the world and regional situation has been constantly changing, armed conflicts have tended to escalate and become more unpredictable, the world political situation continues to shift towards multipolarity and multi-center, requiring increased solidarity and close ties between the Public Security and Interior forces of the three countries.
Minister To Lam expressed his belief that the first annual meeting of the Ministers of Public Security and Interior of Cambodia, Laos and Vietnam will create a new cooperation mechanism for the Public Security and Interior forces of the three countries to further enhance the effectiveness of coordination in the fight against crime, contributing to ensuring national security and social order and safety of each country as well as ensuring security and order in the ASEAN region.

After the opening session, the Conference began its agenda. The heads of the three countries' delegations presented a central report assessing the results of cooperation in the field of crime prevention and control between the Ministries of Public Security and Interior of the three countries of Cambodia - Laos - Vietnam.
Accordingly, in recent years, the cooperation between the three Ministries in the field of ensuring national security and maintaining social order and safety has been continuously strengthened and developed, contributing to fostering and promoting the traditional relationship, special friendship and solidarity between the three countries of Vietnam - Laos - Cambodia. Every year, the senior leaders of the three Ministries regularly meet bilaterally both within and outside the plan, increase contacts at international and regional forums; exchange information of mutual interest, give each other support and assistance, promptly coordinate to effectively resolve requests at the request of each Party.

Regarding the direction of cooperation in the coming time, the Ministers of the three countries agreed to continue to coordinate to effectively implement the bilateral cooperation agreements between Vietnam - Laos, Vietnam - Cambodia, Cambodia - Laos; increase information exchange on the world and regional situation; the situation related to national security and social order and safety in each country, especially in the border areas; maintain and promote defense - security cooperation mechanisms, cooperate in building a peaceful, stable, cooperative and developing border, regularly inform each other about investment and economic activities in the border areas to coordinate to ensure security and safety for these activities. At the same time, affirm the commitment not to allow any individual or organization to use the territory of one country to sabotage and interfere in the internal affairs of the other country.

To deepen the cooperation contents, representatives of the functional units of the 3 Ministries presented 3 in-depth presentations with the topics: "Consolidating and enhancing cooperation in the fight against human trafficking crimes among the three Ministries" - Criminal Police Department, Ministry of Interior of Cambodia; "Promoting propaganda, promptly coordinating to fight and destroy drug crime rings among the three Ministries" - Drug Police Department, Lao Ministry of Public Security; "Improving the effectiveness of cooperation in the security field, contributing to firmly protecting national security in the new situation" - Department of Foreign Security, Ministry of Public Security of Vietnam.
Delegations from the Ministry of Public Security and the Ministry of Home Affairs of the three countries attended the Conference.
On the sidelines of the Conference, the Vietnamese Ministry of Public Security also hosted a sports exchange program between the three Ministries; a seminar on fire prevention and fighting and a joint rescue and fire prevention and fighting drill between Cambodia - Laos - Vietnam... thereby strengthening and tightening the relationship between the three Ministries.
