The policy of establishing a Provincial Steering Committee on Anti-Corruption and Negativity (Provincial Steering Committee) demonstrates the orientation and determination of the Central Government to contribute to overcoming the situation of "hot above, cold below" in anti-corruption work. In Binh Thuan, after 1 year of operation, the Provincial Steering Committee has recorded initial results and valuable experiences that need to be further promoted.
Important changes
On June 17, 2022, the Standing Committee of the Binh Thuan Provincial Party Committee issued a decision to establish the Provincial Steering Committee for Anti-Corruption and Negative Action, consisting of 15 members. Since its establishment, the activities of the Provincial Steering Committee have achieved important results. Notably, the Provincial Steering Committee and the Standing Committee of the Provincial Steering Committee have thoroughly grasped, deployed, concretized, fully and promptly the directive documents of the Central Steering Committee and the Provincial Party Committee Standing Committee on anti-corruption and negative action; inspected and strictly and promptly handled Party organizations, cadres and Party members when there were signs of violations in serious and complicated corruption and negative action cases and incidents of public concern. Accordingly, the Standing Committee and the Inspection Committee of the provincial Party Committee have conducted inspections when there were signs of violations against 29 Party members involved in corruption and negative action cases and incidents of public concern. Through inspection, 11 party members were disciplined and 12 party members were given lessons.
Regarding the handling of petitions, letters of reflection, recommendations, complaints and denunciations sent to the Provincial Steering Committee, the Standing Committee of the Provincial Steering Committee has so far received 104 petitions. The petitions' content is mainly related to complaints about administrative decisions; the granting of land use right certificates; complaints about judgments, decisions to initiate prosecution, and execution of judgments by the prosecuting agencies; civil disputes, land disputes, etc. As a result, the Steering Committee has directed the handling and resolution of 92 petitions (reaching 88.5%), and is continuing to direct the handling of 12 petitions. In addition, after the Provincial Steering Committee established an email box to receive information on petitions and reflections on corruption and negative behavior and widely announced the email address: banchidaopctn@ binhthuan.gov.vn. Up to now, the Provincial Steering Committee has received and processed 10 pieces of information with complaints and denunciations mainly related to complaints about administrative decisions; civil disputes, land disputes.
In particular, through the sessions and meetings of the Provincial Steering Committee, the Standing Committee of the Provincial Steering Committee has focused on leading and directing the handling of complicated corruption and negative cases that have received public attention; reviewed and put 7 cases under monitoring and direction for focused handling; promptly gave opinions on handling difficult and complicated cases; directed competent agencies to speed up the settlement of cases according to the 2023 work program of the Provincial Steering Committee. Up to now, the court has tried 1 case/2 defendants at first instance with a total sentence of 26 years in prison; revoked 6/6 land use right certificates with an area of 380,984 m2 of land (the verdict has not yet taken legal effect because 2 defendants filed an appeal). Currently, competent agencies have temporarily suspended the investigation and verification of 3 cases; are continuing to investigate 1 case; prosecuting 1 case and trying 1 case.
Continue to improve the quality of provincial Steering Committee activities
To achieve the above results, the Steering Committee had to fully and thoroughly grasp the spirit and guiding viewpoints of the Central Steering Committee and the General Secretary - Head of the Central Steering Committee in the fight against corruption and negativity, especially: "Unanimity from top to bottom; transparency across the board", "No forbidden areas, no exceptions". In addition, the Steering Committee has also fully and effectively promoted the role and responsibility of each member of the Steering Committee and the Standing Committee of the Steering Committee, especially in effectively implementing the work of preventing, detecting and handling corruption and negativity in the fields and sectors under its responsibility. At the same time, the Standing Committee of the Provincial Steering Committee has been proactive in advising and proposing to the Provincial Steering Committee and the Standing Committee of the Provincial Steering Committee to effectively implement the policies of the Provincial Steering Committee, especially on policies and orientations for handling a number of serious and complicated cases and incidents that have received public attention; guidelines to remove difficulties and obstacles in handling corruption and negativity cases.
To continue improving the quality of operations, the Provincial Steering Committee continues to direct the dissemination, deployment, and full and effective implementation of the directive documents of the Central Government, the Provincial Party Committee, and the Provincial Party Committee Standing Committee on the work of preventing and combating corruption and negativity in the province. Focus on directing the acceleration of progress, early completion of investigations, and handling of serious and complicated corruption and negativity cases and incidents that are of public interest. Direct the effective implementation of corruption and negativity prevention work; strengthen inspection, examination, and supervision of areas prone to corruption and negativity, and prominent issues that cause social outrage. Improve the quality of internal self-inspection to promptly detect, correct, overcome, and handle violations as soon as they arise, right from the grassroots level and units. Continue to direct the inspection and strict handling of Party organizations and Party members when there are signs of violations related to a number of serious, complicated corruption and negative incidents and cases that the public is concerned about occurring in the province; strengthen close coordination between prosecution agencies and Party committees and organizations in providing information related to officials, civil servants and Party members who violate corruption and negative incidents and cases to direct timely handling.
It can be said that after 1 year of establishing the Provincial Steering Committee, the work of preventing and combating corruption and negativity in the province has been focused on, directed resolutely, and in-depth, with consensus from Party committees and authorities, and support from cadres, party members, civil servants, public employees, workers and people, contributing to building the Party and the political system to be increasingly clean and strong.
