Ensuring the balance of the Unemployment Insurance Fund when restructuring the organizational structure
On the afternoon of January 6, continuing the 41st Session, under the direction of Vice Chairwoman of the National Assembly Nguyen Thi Thanh, the National Assembly Standing Committee gave opinions on explaining, accepting and revising the draft Law on Employment (amended).

Presenting a draft report on several major issues regarding the reception, explanation and revision of the draft Law on Employment (amended), Chairwoman of the National Assembly's Social Committee Nguyen Thuy Anh said that, so far, there are basically no different opinions among agencies on major contents.
Compared to the draft law submitted to the National Assembly at the 8th Session, the draft law after being reviewed, absorbed, revised and completed has 8 chapters (reducing 1 chapter on State management of employment, removing the section "Job creation support policy" in Chapter II), with 64 articles (reducing 30 articles compared to the draft law submitted to the National Assembly for comments at the 8th Session).
The Social Committee asked for opinions from the National Assembly Standing Committee on three groups of issues, including the group of issues on continuing to innovate and reorganize the political system to be streamlined and operate effectively and efficiently.
According to the Social Committee, at the time the Government submitted the revised Law on Employment, the policy of innovation and reorganization of the political system had not been thoroughly implemented. Therefore, the draft law did not foresee the impact of implementing this policy.
Specifically, regarding the names, functions, and tasks of agencies and organizations in the draft law (due to merger); policies for unemployed people due to restructuring of the apparatus; impacts on the balance of the unemployment insurance fund, when reducing the number of participants and increasing the number of beneficiaries; there are opinions suggesting adding principles and assigning the Government to regulate, to ensure the balance of the Unemployment Insurance Fund in cases such as restructuring of the apparatus.
There is no specific basis for impact assessment.
Speaking at the meeting, Deputy General Director of Vietnam Social Security Le Hung Son said that implementing the policy of reorganizing the political system, it is expected that about 100,000 civil servants and public employees will enjoy the regime according to Decree No. 178/2024/ND-CP on policies and regimes for cadres, civil servants, public employees, workers and armed forces in implementing the reorganization of the political system.

The group of beneficiaries of the unemployment insurance policy is only civil servants. However, up to now, there is still no specific data on the number of civil servants out of a total of 100,000 people, so Vietnam Social Security has not yet assessed the specific impact.
According to Mr. Le Hung Son, the Unemployment Insurance Fund has had a close relationship in revenue and expenditure in recent years. Specifically, in 2023, the Unemployment Insurance Fund will collect about 23,000 billion VND and the expenditure will be 22,995 billion VND.
Explaining the issue raised by Vice Chairwoman of the National Assembly Nguyen Thi Thanh, about whether the settlement of insurance for workers will be affected after streamlining the political system, Mr. Le Hung Son said that in 2023, there will be 1,049,000 people receiving unemployment insurance, of which 93.5% will be paid through personal accounts, so it is not related to administrative boundaries.
Therefore, if implemented according to the new model, including inter-district organization, it will not affect the payment to unemployment insurance beneficiaries.
Regarding the issue of ensuring sources of unemployment insurance payments due to the implementation of the policy of rearranging and streamlining the political system's apparatus, Mr. Le Hung Son stated that the current surplus of the Unemployment Insurance Fund is about 63,000 billion VND, so the source of expenditure will certainly ensure the expenditure task when it arises.
