Careful preparation for the election of village, hamlet and ward chiefs for the 2025-2027 term is an important premise for building a strong grassroots political system, contributing to the successful implementation of local tasks.
In order for the election of village, hamlet and neighborhood chiefs to take place democratically, safely and economically, and truly be a festival for the people, Dam Ha district has been very proactive in implementing preparations in all aspects. Implementing the province's direction and based on practical requirements, the district continues to implement the model of Party cell secretary concurrently being the village, hamlet and neighborhood chief.
The Party Committee of Dam Ha commune was unanimously selected by the Standing Committee of the Dam Ha District Party Committee as the basis for organizing the model congress for the 2025-2030 term. The careful preparation and good organization of the election of village chief on December 15 is the premise for the commune to continue implementing the model of people's trust - Party nomination: Party cell secretary is also the village chief for the 2025-2027 term.
Thoroughly implementing the direction of the Provincial Party Committee, the Provincial People's Committee and directly the Standing Committee of the District Party Committee, the Party Committee of Dam Ha commune has proactively developed plans and documents guiding the election work; promptly established the Commune Election Steering Committee and clearly assigned specific tasks. At the same time, urgently organized early dissemination and widespread propaganda among cadres, party members and people about the election work, creating high consensus and unity.
Up to now, all 7 villages in the commune have selected, consulted, and introduced candidates for the position of village chief. Through the vote of confidence of the people, the candidates have all received high support from the people. The list of voters and the list of candidates have also been publicly posted in the constituency, creating conditions for voters to study and select those who are virtuous and talented.
The implementation work at the pilot commune was quickly learned from and replicated in all 8 remaining communes and towns in the area. Thereby, Dam Ha district ensured the steps to prepare for the election of village, hamlet and residential area chiefs and basically ensured the steps were on schedule and according to the set plan. To ensure the election was carried out smoothly, the District Party Committee organized a professional training conference for all cadres at the commune level, villages, hamlets and residential areas. The focus was on the contents according to the process such as: Announcing the election date; negotiating and introducing candidates; establishing the election team, approving the tasks and powers of the election team; deciding on the composition of voters and posting the voter list... ensuring democracy, openness and transparency, focusing on quality standards; ensuring 100% implementation of the model of people's trust - Party's nomination.
The conference helped delegates grasp the steps of the election process to select qualified people with moral qualities, representing the will and aspirations of the people; effectively implementing the tasks of the community, contributing to consolidating and promoting the strength of the government at the grassroots level.
To date, 9/9 commune, town issued a decision to hold elections ensure progress, correct regulations ; 70/70 Villages, hamlets, and neighborhoods unanimously introduced a total of 70 candidates to run for village, hamlet, and neighborhood chief for the 2025-2027 term.
The review showed that 61/70 candidates were re-elected (87.1%), while 9 candidates were running for the first time (12.9%). The average age of the candidates was 48.95. The youngest candidate was 27 years old (in Na Cang village, Quang An commune), the oldest was 68 years old (in Le Luong quarter, Dam Ha town). 13/70 candidates had an intermediate political theory degree, 51 had an elementary degree, and the remaining 6 met the standards and conditions to attend the elementary training course.
The model of Party cell secretary concurrently being the village, hamlet, and neighborhood chief has been implemented by Dam Ha district in 100% of villages, hamlets, and neighborhoods since 2017 and will continue to be applied for the 2025-2027 term. Specifically, capable and prestigious party members in residential areas and the village front work committee will seek people's opinions to select and recommend candidates for election as village, hamlet, and neighborhood chiefs. new term through objective, democratic, and public procedures. Then, the elected person will be introduced by the Party Committee to be elected as Party cell secretary.
The process of introducing and selecting personnel is carried out democratically, publicly, transparently, focusing on standards and quality. Thus, people will choose for themselves capable, enthusiastic people who are worthy of being the people's support, building villages, hamlets, and neighborhoods to develop more and more.
In reality, the model of the Party cell secretary being the village, hamlet, and neighborhood chief is one of the practical solutions to enhance the role and effectiveness of the Party cell's leadership, and promote the responsibility of the head of each residential community. Through the "key point" consolidation, the implementation of work from the Party Committee and the commune-level government to the residential area is also faster and more effective. The responsibility of the head increases, and the resolutions of each Party cell are also more vibrant and highly feasible.
This has contributed to Dam Ha district effectively carrying out political tasks, typically the whole political system and all classes of people unanimously and jointly carrying out site clearance, building cultural life, protecting the environment... There are residential area Party cells that have become bright spots for many years in many patriotic emulation movements, as well as economic development, environmental protection, maintaining security and order, encouraging learning and talent...
Mr. Nhenh Quoc Sinh, Head of the District Party Committee's Mass Mobilization Committee, Chairman of the Dam Ha District Fatherland Front Committee, said: With their role, the district and commune-level Fatherland Front will participate in monitoring the entire process before, during and after the election, to ensure that the procedural steps are carried out smoothly, meeting requirements, and promptly overcoming difficulties and obstacles at the grassroots level. The working groups will work directly at the grassroots level to grasp the progress reports and implementation results, combined with direct surveys in some villages, hamlets, and neighborhoods, without prior notice. At present, the focus is on monitoring the preparation and posting of voter lists and candidate lists; and the settlement of complaints, denunciations, and recommendations related to candidates and voters.
The monitoring plan during and after the election day has also been planned quite comprehensively, including contents such as organization, decoration and implementation of tasks of the Election Team; arrangement of the opening area, voting area; plan to ensure security and order at the polling stations and areas; opening ballot boxes and counting votes, witnessing the vote counting; recording minutes and election results...
Along with that, the work of reviewing and preparing material conditions for the election has also been carried out seriously and thoughtfully by localities. With careful preparation from early on, it is believed that the election of village, hamlet and ward chiefs in the province will truly become a festival for all people, contributing to the success of the Party Congress for the 2025-2027 term at the Dam Ha District Party Committee as well as in the whole province.
Based on the expected personnel, Quang Ninh province carries out the personnel process for village, hamlet and ward heads in 6 steps, including: Preparing personnel for the new term Party cell; organizing Party cell activities; conference of the Front Work Committee, consultation with household representatives; reporting to the Party Committee; organizing elections. The Department of Home Affairs has proactively coordinated with the People's Committees of districts, towns and cities to deploy training and guidance on election work to each commune level and those directly participating in the election work; organized survey teams to grasp the situation in localities; established a Zalo group "Village Chief Election Work" connecting the specialized departments of the Department of Home Affairs and the Departments of Home Affairs of 13 localities to promptly exchange, grasp the situation, and provide timely and proper guidance on election work. |
