On June 27, 2023, the Ministry of Labor, War Invalids and Social Affairs issued Official Dispatch 2392/LĐTBXH-NCC on the President's guidance on gift giving on the occasion of the 76th anniversary of War Invalids and Martyrs Day (July 27, 1947 - July 27, 2023).
Instructions for giving gifts on July 27, 2023 to people with meritorious services
Pursuant to Decision 715/QD-CTN dated June 19, 2023, the Ministry of Labor, War Invalids and Social Affairs provides additional guidance on a number of points as follows:
- Subjects specified in Clause 1 and Point a, Clause 2, Article 1 of Decision 715/QD-CTN dated June 19, 2023:
Each person will receive only 01 gift fromthe President . In case a person is confirmed to be eligible for 02 or more gift levels, he/she will receive 01 gift with the highest level. If he/she is eligible for the same gift level, he/she will receive 01 gift with that level.
The subjects specified in Clause 1 and Point a, Clause 2, Article 1 of Decision 715/QD-CTN dated June 19, 2023 are people with revolutionary contributions, including: - Vietnamese Heroic Mothers who are receiving monthly preferential allowances and individuals who have been awarded the title of Vietnamese Heroic Mother before July 28, 2023 but have not completed the procedures to receive monthly preferential allowances. - War invalids, people enjoying policies like war invalids, war invalids of type B, sick soldiers with a body injury rate of 81% or more who are receiving monthly preferential allowances. - Resistance fighters infected with toxic chemicals with a body injury rate of 81% or more are receiving monthly preferential allowances. - Relatives of martyrs receiving monthly survivor allowance; relatives of two or more martyrs receiving monthly survivor allowance. - War invalids, people enjoying policies like war invalids, war invalids of type B, sick soldiers with a body injury rate of 80% or less who are receiving monthly preferential allowances. War invalids who are enjoying a regime of loss of working capacity. - Resistance fighters infected with toxic chemicals with a body injury rate of 80% or less are receiving monthly preferential allowances. |
- Subjects specified in Point b, Clause 2, Article 1 of Decision 715/QD-CTN dated June 19, 2023:
+ The representative of the martyr's relative is the only person among all the surviving relatives who is entitled to receive 01 gift. In case the representative of the martyr's relative is also the recipient of the gift according to the provisions of Clause 1 and Point a, Clause 2, Article 1 of Decision 715/QD-CTN dated June 19, 2023, the representative of the remaining relative of the martyr shall be appointed to receive 01 gift for the representative of the martyr's relative.
+ In case there is only one living relative of a martyr and that sole representative is eligible for gift giving according to the provisions of Point a, Clause 1 and Point a, Clause 2, Article 1 of Decision 715/QD-CTN dated June 19, 2023, that person will receive an additional gift for the representative of the martyr's relative.
+ In case there are 2 or more surviving relatives of martyrs who are eligible for gifts according to the provisions of Point a, Clause 1 and Point a, Clause 2, Article 1 of Decision 715/QD-CTN dated June 19, 2023, one person will be appointed to receive 01 gift for the representative of the martyr's relatives.
The subjects specified in Point b, Clause 2, Article 1 of Decision 715/QD-CTN dated June 19, 2023 are representatives of martyrs' relatives. |
- Subjects specified in Point c, Clause 2, Article 1 of Decision 715/QD-CTN dated June 19, 2023:
In case the martyr has no relatives, the person worshiping the martyr will receive a gift from the President, for each martyr, the person worshiping the martyr will receive 1 gift.
The subjects specified in Point c, Clause 2, Article 1 of Decision 715/QD-CTN dated June 19, 2023 are people who worship martyrs (in case the martyrs have no relatives). |
- Implementation organization:
+ Gifts from the President to policy beneficiaries are given in cash. Giving gifts to people with meritorious services must be carefully combined with visits and encouragement from local agencies, unions and organizations to each beneficiary.
The Chairman of the People's Committee of the province or centrally-run city directs the Director of the Department of Labor, War Invalids and Social Affairs to coordinate with local agencies to organize propaganda and implement the giving of gifts from the President to policy beneficiaries in a timely and complete manner before War Invalids and Martyrs Day to avoid mistakes and negativity.
+ The budget for paying gifts from the President in localities is guaranteed by the Central Budget and is arranged in the 2023 state budget expenditure estimate to implement the Ordinance on Preferential Treatment for People with Revolutionary Contributions for localities.
+ Funding for gifts for policy beneficiaries in the military and public security forces is guided by the Ministry of National Defense and the Ministry of Public Security .
+ Based on the recipients of gifts on War Invalids and Martyrs Day according to regulations, the Department of Labor, War Invalids and Social Affairs shall make a list of recipients of gifts from the President according to attached form No. 01 and send it to the Department of Labor, War Invalids and Social Affairs.
+ The Department of Labor - Invalids and Social Affairs, based on the original records of the subjects, checks, compares, and approves the list of subjects receiving gifts on War Invalids and Martyrs Day, and sends the approved list to the Department of Labor - Invalids and Social Affairs for implementation;
Check, urge and report the implementation results at the local level according to attached form No. 02 to the Ministry (Department of Meritorious People, Department of Planning and Finance) before August 31, 2023.
Gift level on July 27, 2023 for meritorious people
Pursuant to Article 1 of Decision 715/QD-CTN dated June 19, 2023, the level of gifts for meritorious people is stipulated as follows:
- Gift level 600,000 VND given:
+ People with revolutionary contributions:
++ Vietnamese Heroic Mothers who are receiving monthly preferential allowances and individuals who have been awarded the title of Vietnamese Heroic Mother before July 28, 2023 but have not completed the procedures to receive monthly preferential allowances.
++ War invalids, people enjoying policies like war invalids, war invalids of type B, sick soldiers with a body injury rate of 81% or more are receiving monthly preferential allowances.
++ Resistance fighters infected with toxic chemicals with a body injury rate of 81% or more are receiving monthly preferential allowances.
+ Relatives of martyrs receiving monthly survivor allowance; relatives of two or more martyrs receiving monthly survivor allowance.
- Gift level 300,000 VND given:
+ People with revolutionary contributions:
++War invalids, people enjoying policies like war invalids, war invalids of type B, sick soldiers with a body injury rate of 80% or less who are receiving monthly preferential allowances. War invalids who are enjoying a regime of loss of working capacity.
++ Resistance fighters infected with toxic chemicals with a body injury rate of 80% or less are receiving monthly preferential allowances.
+ Representative of martyrs' relatives.
+ People who worship martyrs (in case the martyr has no relatives).
