2. Instructions for 4x6 photo standards for ordinary passport issuance procedures
Instructions for standard 4x6 photos for ordinary passport issuance procedures according to the Ministry of Public Security's Public Service Portal are as follows:
The photo you use when applying will be printed on your passport. Therefore, the photo must meet the following requirements:
- New photo (no more than 6 months old);
- Image ratio: width x length = 4 x 6;
- The face area ratio is about 75% of the photo area;
- The height from the eye to the top edge of the photo is approximately 2/3 of the height from the eye to the bottom edge of the photo;
- Face looking straight ahead, 2 ears exposed, bare head, no glasses;
- White background;
- Minimum resolution 300dpi;
- File format jpeg 2000;
- After uploading, the software will automatically check the quality of the photo. Please read the error message carefully (if any) and follow the instructions to complete the registration.

3. Documents related to the issuance of ordinary passports in the country
Documents related to the issuance of ordinary passports domestically according to Clause 2, Article 14 of the Law on Exit and Entry of Vietnamese Citizens 2019 include:
- Copy of birth certificate or birth extract for persons under 14 years old;
- The most recently issued ordinary passport for those who have been issued a passport; in case of lost passport, it must be accompanied by a report of loss or a notice of receipt of the application by the competent authority specified in Article 28 of the Law on Exit and Entry of Vietnamese Citizens 2019;
- Copy of Identity Card or Citizen Identification Card in case of changes in personal information compared to the information in the most recently issued passport;
- Certified copy of documents issued by a competent authority of Vietnam proving the legal representative of a person lacking civil act capacity, a person with difficulty in cognition or behavior control according to the provisions of the Civil Code, or a person under 14 years of age.
In case the copy is not certified, present the original for inspection and comparison.
4. Subjects granted ordinary passports under simplified procedures
Subjects granted ordinary passports under the simplified procedure under Article 17 of the 2019 Law on Exit and Entry of Vietnamese Citizens include:
- People who go abroad for a limited period of time and lose their passports and wish to return home immediately.
- People who have a written deportation decision from a competent authority of the host country but do not have a passport.
- People who must return to their country according to international treaties or international agreements on the re-acceptance of citizens.
- People issued ordinary passports for national defense and security reasons.
