1. What is a regular passport?
- A passport is a document owned by the State, issued by a competent authority of Vietnam to Vietnamese citizens for use in exiting and entering the country, proving nationality and identity.
- An electronic chip passport is a passport that contains an electronic device that stores encrypted information about the passport holder and the digital signature of the issuing authority.
- Immigration and customs documents include:
+ Diplomatic passport;
+ Official passport;
+ Ordinary passport;
+ Travel document.
Thus, a regular passport is one of the types of documents that people use for immigration and emigration activities.

2. Issuance of ordinary passports
2.1. Eligibility for ordinary passports
Vietnamese citizens may be considered for the issuance of ordinary passports, except in cases stipulated in Article 21 of the Law on Exit and Entry of Vietnamese Citizens 2019.

The documents required for a regular passport application within the country include the following:
- The applicant for a passport submits a completed application form.
- Two portrait photos;
- Relevant documents to be presented: Identity card, citizen identification card, or valid passport.
- The application form has been fully completed.
- A copy of the birth certificate or birth extract for those under 14 years of age;
- The most recent ordinary passport issued to those who have already been issued a passport;
In case of a lost passport, a lost passport report or notification of receipt of the report from the competent authority as stipulated in Article 28 of the Law on Exit and Entry of Vietnamese Citizens 2019 must be included;
- A copy of the National Identity Card or Citizen Identification Card in case there is a change in personal information compared to the information in the most recently issued passport;
- A certified copy of a document issued by a competent authority of Vietnam proving the legal representative for a person lacking legal capacity, a person with difficulties in understanding and controlling their behavior as stipulated in the Civil Code, or a person under 14 years of age.
If the photocopy is not certified, the original document must be presented for verification and comparison.

3. Procedures for applying for a regular passport online
3.1. Procedures for applying for a regular passport online through the Ministry of Public Security's Public Service Portal
Step 1: Access the Ministry of Public Security's Public Service Portal via the link https://dichvucong.bocongan.gov.vn/
Step 2: Log in to your national public service account.
Step 3: Log in using the account provided by the National Public Service Portal.
Step 4: Select the "Submit application online" option.
Step 5: Select the public service to perform.
In the search box at the top right of the screen, users can type "Passport" and then select "Search".
Step 6: Select the type of ordinary passport corresponding to the service requested.
People choose the set of procedures that best suits their needs:
- Submit your application at the provincial immigration office (where you reside, temporarily reside, or a convenient location): For citizens applying for their first passport or for subsequent passport applications;
- Submit your application at the central level (Immigration Department in Hanoi or Ho Chi Minh City): For citizens applying for a passport from the second time onwards.
Step 7: Select the "Submit Application" option.
Step 8: Select the appropriate “Agency for processing the application” and then select “Agree and continue”.
Step 9: Submit your application online
Users can update and upload photos and relevant information in the "online profile" section.
Note:
Citizens can choose to receive their passports in the "Application Submission" section using the following two methods:
- Receive directly;
- Received via postal service
Regarding profile information, the upload size should not exceed 6MB per file.

3.2. Procedures for applying for a regular passport online through the Vietnam Immigration Portal.
Step 1: Citizens register for a passport via the link https://hochieu.xuatnhapcanh.gov.vn/
Step 2: Fill out the passport application form.
On the homepage, click on the box that says "Select this option to fill out the passport application form".
Step 3: Fill out the form
Step 4: Submit the declaration form.
Citizens choose to submit the declaration form and receive a Declaration Form Number.
Note: Upon receiving the application form number, citizens must go to the registration office to submit their application and provide the application form number.
4. Passport issuance fee
Item 1: The fee and charge schedule issued with Circular 25/2021/TT-BTC is as follows:
