1. What is a regular passport?
- Passport is a document owned by the State, issued by a competent authority of Vietnam for Vietnamese citizens to use for exit, entry, and to prove nationality and identity.
- A passport with an electronic chip is a passport with an electronic device that stores encrypted information of the passport holder and the digital signature of the issuer.
- Immigration documents include:
+ Diplomatic passport;
+ Official passport;
+ Ordinary passport;
+ Passport.
Thus, a regular passport is one of the types of documents that people use for immigration activities.

2. Issuance of ordinary passports
2.1. Subjects granted ordinary passports
Vietnamese citizens are considered for issuance of ordinary passports except in cases specified in Article 21 of the 2019 Law on Exit and Entry of Vietnamese Citizens.

The application for a regular passport in the country includes the following documents:
- The person applying for a passport submits a fully filled out application form.
- 02 portrait photos;
- Related documents as presented: Identity card, Citizen identification card or valid passport
- Application form with complete information
- Copy of birth certificate or birth extract for persons under 14 years old;
- Most recently issued ordinary passport for those who have been issued a passport;
In case of lost passport, it must be accompanied by a report of loss or a notice of receipt of the application by the competent authority specified in Article 28 of the Law on Exit and Entry of Vietnamese Citizens 2019;
- Copy of Identity Card or Citizen Identification Card in case of changes in personal information compared to the information in the most recently issued passport;
- Certified copy of documents issued by a competent authority of Vietnam proving the legal representative of a person lacking civil act capacity, a person with difficulty in cognition or behavior control according to the provisions of the Civil Code, or a person under 14 years of age.
In case the copy is not certified, present the original for inspection and comparison.

3. Procedures for making an ordinary passport online
3.1. Procedures for applying for an ordinary passport online via the Ministry of Public Security's Public Service Portal
Step 1: Access the Ministry of Public Security's Public Service Portal via the link https://dichvucong.bocongan.gov.vn/

Step 2: Log in to your national public service account

Step 3: Log in to the account provided by the National Public Service Portal

Step 4: Select “Apply online”
 |
Step 5: Select the public service to perform
People in the search box on the right of the screen enter the phrase "Passport". Then select "Search"

Step 6: Select the ordinary passport level corresponding to the service performed.
People choose the procedure that corresponds to their needs:
- Submit application at provincial immigration authority (permanent residence, temporary residence or convenient location): Citizens applying for first passport, applying for second passport;
- Submit application at central level (Immigration Department in Hanoi or Ho Chi Minh City): Citizens applying for a passport for the second time.

Step 7: Select “Submit Application”

Step 8: Select the appropriate “Agency to process the application” then select “Agree and continue”

Step 9: Submit application online
People in the "Online Profile" section update and upload photos and corresponding information.

Note:
People can choose to receive their passport in the "Receiving registration documents" section in the following 2 ways:
- Receive directly;
- Receive by post
For profile information, upload size must not exceed 6MB/1 file.

3.2. Procedures for applying for a regular passport online via the Vietnam Immigration Portal
Step 1: People register for a passport via the link https://hochieu.xuatnhapcanh.gov.vn/

Step 2: Fill in the passport application form
On the homepage, click on the box "Select this item to fill in the passport application form"

Step 3: Fill out the form

Step 4: Submit the declaration
People choose to submit a declaration and receive a Declaration Code.
Note: When receiving the declaration code, people must go to the registration agency to submit the application and provide the declaration code.
4. Passport fee
Serial number 1 of the Fee and Charge Rate Schedule issued with Circular 25/2021/TT-BTC is as follows:
