1. Where to report lost passport?

Specifically, Clause 2, Article 28 of the Law on Exit and Entry of Vietnamese Citizens 2019 (amended 2023) on the cancellation of the validity of a lost valid ordinary passport is as follows:

- Within 02 working days from the date of discovering the loss of the ordinary passport, the person whose passport is lost shall directly submit or send a report of loss according to the form to the Immigration Department or the district or commune-level police or the Vietnamese representative agency abroad where it is convenient or the immigration control unit at the border gate or in the electronic environment at the national public service portal or the public service portal of the Ministry of Public Security.

In case of force majeure, the deadline for submitting or sending a loss report may be longer, but the application must specifically explain the reason for force majeure;

- Within 01 working day from the date of receipt of the application for loss of ordinary passport, the receiving agency is responsible for notifying the Immigration Department of the Ministry of Public Security and the applicant according to the form. Within 01 working day from the date of receipt of the notification, the Immigration Department of the Ministry of Public Security shall cancel the validity of the passport.

Thus , you can report the loss of your ordinary passport at the following places:

- Immigration Department;

- District and commune police;

- Vietnamese representative agencies abroad in convenient locations;

- Immigration control unit at the border gate;

- National public service portal;

- Public service portal of the Ministry of Public Security.

2. Procedures for restoring the validity of a lost ordinary passport

Pursuant to Article 32 of the Law on Exit and Entry of Vietnamese Citizens 2019 (amended 2023), the restoration of the validity of ordinary passports is regulated as follows:

- Ordinary passports that have been invalidated due to loss in the country, but are found intact and have a valid visa issued by a foreign country, will be considered for restoration.

- The person requesting to restore the validity of the passport must fill in all information in the application form attached to the passport and submit it directly to the Immigration Department of the Ministry of Public Security or the Immigration Department of the provincial police where it is convenient or in the electronic environment at the national public service portal or the public service portal of the Ministry of Public Security.

- The assigned person is responsible for receiving, checking, comparing the information in the declaration with the information in the passport and issuing an appointment to return the results.

- The restoration of the validity of ordinary passports is carried out at the Immigration Department of the Ministry of Public Security.

- Within 03 working days from the date of receiving the request, the Immigration Department of the Ministry of Public Security shall return the passport with restored validity to the applicant; in case of refusal to restore the passport validity, a written response must be given stating the reason.

Within 05 working days from the date of receipt of the request, the Immigration Department of the provincial Public Security shall return the passport with restored validity to the applicant; in case of refusal to restore the passport validity, a written response must be given stating the reason.
