(GLO)- Along with propaganda and mobilization work, the Party and State pay special attention to the lives of people in disadvantaged areas and ethnic minority areas. Allocating residential land, investing in infrastructure, supporting relocation to new places, eliminating hunger and reducing poverty... are major policies that have been and are being implemented, helping people settle down and make a living.

From urgent issues

After many years of worrying about floods and having to flee every rainy season, the people of Kon Bong village (Dak Rong commune, Kbang district) have now been relocated to a new place and have a stable life. The village has 140 households with more than 500 people, 99% of whom are Bahnar people. Previously, 73 households living along the Ba River stream were often flooded every rainy season. From the central and local budget of more than 20.4 billion VND, Kbang district has invested in building roads, leveling the ground to move houses from the old place to the new village planning location; at the same time, investing in water supply systems, electricity, building communal houses...

The residential area is located on a nearly 5-hectare plot of land, not far from the old village. From afar, the new village is located on a hill, surrounded by old forests, as beautiful as a painting. The stilt houses are arranged in rows, hugging both sides of the hill. In the middle is a straight concrete road leading to the majestic communal house located in the highest and most airy place.

Mr. Le Thanh Son - Vice Chairman of the District People's Committee - emphasized: "We continue to direct departments to coordinate with the commune to expand production models according to effective value chains, suitable for the locality such as: growing purple cardamom under the forest canopy, growing medicinal plants, intensive rice cultivation, growing high-yield cassava, cowpea, implementing the model of growing macadamia mixed with coffee and tea. Along with that, expanding the model of raising black pigs for meat, raising cows, the community is contracted to manage and protect the forest to benefit from the source of money paid for forest environmental services to help people stabilize their lives in the new village".

H'Lang village (Chu Rcam commune, Krong Pa district) has nearly 400 households, most of whom are Jrai people. Every rainy season, more than 100 households with houses close to the Ba River are often flooded and eroded, requiring relocation and new housing. In 2021, Krong Pa district implemented the project to arrange and stabilize H'Lang village residents to new housing in Du village (more than 1 km away). The resettlement area is located near National Highway 25, with a total area of ​​nearly 4.5 hectares, with an average of more than 400 m2 of residential land and garden land per household. Here, the infrastructure is fully invested, with adequate transportation, drainage, lighting, and domestic water systems.

Regarding his new residence, Mr. Rah Lan Uoc was extremely happy. Previously, his family's house was located next to the Ba River, so every time the water rose, the whole family was restless for fear of landslides. The old residence was eroded by the river to the garden, and each year it encroaches further. "People here are very afraid of landslides. With the Party and State's arrangement to relocate to a new residence far from the Ba River, we are extremely excited, no longer worried when the rainy and stormy season comes," Mr. Uoc happily said.

Recently, the project to relocate 62 households living on slopes, at the foot of mountains and households with difficulties in housing land in Ma Giai village (Dat Bang commune, Krong Pa district) has also been implemented. The resettlement area of ​​nearly 5 hectares is being invested in synchronously with items: internal road system and connecting roads; residential area (4.5 hectares, expected to allocate 400 m2 of land for each household); domestic water system, lighting.

According to Mr. Ho Van Thao - Chairman of the People's Committee of Krong Pa district: "When the infrastructure of the resettlement area is complete, the district will implement the relocation plan and actively support the people. This is a condition to help people stabilize their residence to focus on economic development and improve their lives".

In April 2023, the Provincial People's Council issued Resolution No. 223/NQ-HDND on the investment policy of the Project to stabilize the population in the Suoi Can natural disaster area (Thang Loi 3 village, Ia Sol commune, Phu Thien district) and Resolution No. 224/NQ-HDND on the investment policy of the Project to relocate migrants in Doan Ket village (Ia Pior commune, Chu Prong district) with a total investment of 55 billion VND.

According to Mr. Kpa Do - Head of the Provincial Ethnic Minorities Committee, in the period of 2021-2025, the province will continue to implement the Project to solve the shortage of residential land, housing, production land, and domestic water for poor households and ethnic minority households in difficult circumstances with a budget of more than 1,800 billion VND. Of which, 213 billion VND will be used to support residential land, 607 billion VND will be used to support production land and domestic water. Through reviewing the needs, the whole province has 2,545 households in need of residential land support and 2,196 households in need of direct support for production land during this period.

“Along with supporting residential and production land for people, the Provincial Ethnic Committee and localities will step up propaganda and mobilize ethnic minorities to promote their internal strength to rise up and escape poverty, avoiding the mentality of waiting and relying on the support policies of the Party and the State; at the same time, strengthen land management, especially preventing illegal transfer and leasing of production land” - Head of the Provincial Ethnic Committee emphasized.

To the fundamental transformation from the village

At the end of 2022, Ms. Ro Lan Lien's family (Kep village, Ia Kha town, Ia Grai district) was one of the poor households with housing difficulties selected by the People's Committee of Ia Kha town to receive capital support to build a house from the National Target Program on Socio-Economic Development of Ethnic Minorities and Mountainous Areas. With the support amount of 44 million VND, her family borrowed an additional 40 million VND from the District Social Policy Bank Branch and savings to complete a solid level 4 house with an area of ​​nearly 50 m2, with a construction cost of more than 110 million VND.

Similarly, the family of Mr. Dinh Puoc (village 2, Dong commune, Kbang district) is one of three Bahnar households with housing difficulties selected for capital support to build a house. He said: “For many years, my family has lived in a dilapidated stilt house, less than 10 square meters. The new house is currently in the completion stage. When we have a stable place to live, my wife and I can feel secure in our production, try to escape poverty, and take care of our children.”

According to the Vice Chairman of the People's Committee of Kbang district, in 2022, the district was assigned more than 83.8 billion VND to implement 3 national target programs including: sustainable poverty reduction; new rural construction (NTM); socio-economic development in ethnic minority and mountainous areas. "Along with promoting propaganda to raise awareness and responsibility of cadres, party members, especially leaders in poverty reduction work, the district also directed units to effectively implement poverty reduction support policies" - Mr. Son said.

In the period of 2018-2022, the province has implemented many programs, projects and policies to support sustainable poverty reduction among ethnic minorities. For example, Program 30a and Program 135 have built and put into use more than 1,000 works, maintained 241 works; supported seedlings and fertilizers of all kinds... with a total cost of more than 917 billion VND. Supported vocational training for 48,937 workers, including 10,548 ethnic minority workers; issued health insurance cards to 255,800 poor people, 174,004 near-poor people, 2,206,204 ethnic minorities...

In particular, based on practical requirements in management work and customs as well as requirements for building new rural areas according to the Party and State's policies, the Provincial Party Standing Committee issued Directive No. 12-CT/TU dated February 13, 2018 on strengthening the leadership of Party committees at all levels in building new rural villages among ethnic minorities in the province. In the period of 2018-2022, people have contributed over 154 billion VND, donated 400,830 m2 of land and 96,411 working days to join hands in building new rural villages. To date, the whole province has 110 ethnic minority villages meeting new rural standards.

Mr. Xa Van Quan - Deputy Head of Cuc village (Ia O commune, Ia Grai district) said: "Thanks to the policy of building new rural villages, the material and spiritual life of the villagers has changed significantly. 82% of the village roads have been asphalted and concreted, making it convenient for people to travel and transport goods. Environmental sanitation is ensured; cultural, artistic and sports movements take place vigorously. Every year, over 80% of households in the village achieve the title of cultural family".

Speaking at the conference summarizing 5 years of implementing Directive No. 12-CT/TU dated February 13, 2018 of the Provincial Party Standing Committee on strengthening the leadership of Party committees at all levels in building new rural villages among ethnic minorities in the province, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Ho Van Nien emphasized: “People's awareness has changed positively from waiting and relying on others to being proactive and confident in participating in building new rural villages. The rural infrastructure system has received investment attention, contributing to changing the face of ethnic minority villages. The living habits of villagers have gradually changed towards civilization, especially the practice of free-range livestock raising and raising livestock under the floor; the environment has gradually become bright, green, clean and beautiful; security and order have been maintained and stabilized, and cultural activities have been maintained. The initial implementation of programs, models of linkage and application of science and technology in agricultural production has also brought results. Sectors and localities have mobilized comprehensive resources and promoted the internal strength of the people to join hands to build new rural villages.

Chairing an online conference with 5 Central Highlands provinces on the implementation of the National Target Programs, Deputy Prime Minister Tran Luu Quang emphasized: “These are 3 programs of great significance to care for the disadvantaged, ethnic minorities in difficult circumstances in remote areas to narrow the gap between urban and rural areas, remote and isolated areas. Therefore, localities need to speed up capital disbursement, at the same time calculate and prioritize highly feasible programs and projects; be proactive in coordinating implementation from the central to local levels”.
