This year, the Nguyen Phan Vinh Navy Award Council assigned the Subcommittee to review and evaluate 50 applications including 4 topics and 46 initiatives.
On February 16, the Subcommittee sent a dispatch to its members regarding topics and initiatives in each field for appraisal, evaluation, comment, scoring, and quality classification. The fields will appraise within 5 days according to 4 criteria: national defense-security and socio-economic effectiveness; scientific value of the project; applicability of the project; and development potential of the project.

At the meeting, the Subcommittee agreed that the topics and initiatives participating in this year's Nguyen Phan Vinh Award were basically of good quality, contributing to improving the technical expertise and ability to master weapons and equipment of soldiers of the units, contributing to the good performance of combat readiness tasks.
The Subcommittee members also pointed out the shortcomings and limitations of the topic and initiatives that need to be learned from to perform better in future projects.
The specific results are summarized by the Technical Subcommittee and reported to the Nguyen Phan Vinh Award Council of the Navy for consideration and decision.
