(TN&MT) - The Ho Chi Minh City Department of Construction has just submitted to the Ho Chi Minh City People's Committee a project to relocate all houses on and along rivers and canals in the area to carry out urban beautification.
According to the Ho Chi Minh City Department of Construction, in the 2021-2025 period, Ho Chi Minh City has set a target of compensating and relocating 6,500 houses on and along canals, and has so far compensated and relocated 1,447 houses.
The capital allocation plan until the end of 2025 is expected to compensate and relocate 5,378/6,500 houses, reaching 82.7% of the set target. Currently, there are 398 projects/rivers, canals and ditches in the area that have not been implemented with a total relocation scale of about 39,600 houses concentrated in 16 districts and Thu Duc City.
According to the draft Project on relocating all houses on and along rivers, canals and ditches in the city to carry out urban beautification, Ho Chi Minh City strives to basically relocate and resettle all people living on and along rivers, canals and ditches in the city by 2030; clear the flow, improve environmental sanitation, carry out urban beautification, exploit land along rivers and canals for economic development. The total estimated cost of the project is about 221,370 trillion VND.
Of which, the cost of compensation, support and resettlement for cases eligible for compensation and resettlement policies is 130,680 billion VND; the cost of building social housing for cases ineligible for compensation and resettlement is 10,692 billion VND; the cost of investing in building technical infrastructure, dredging and renovating rivers and canals is 80,000 billion VND.
After implementing the project, land plots along rivers, canals, and streams will be created that can be bid to select investors or auctioned to carry out housing construction investment projects, commercial service projects, etc. The estimated cost to be collected is about 164,111 billion VND.
To implement this, the Ho Chi Minh City Department of Construction believes that solutions are needed including: planning, capital mobilization, land clearance policies... In particular, the city will develop resettlement housing funds and social housing to serve the relocation. At the same time, focus all financial resources and build a new mechanism to mobilize capital from outside to participate in the relocation process.
For large land areas after relocation, exploitation will be carried out through bidding or auction to select investors to carry out development projects according to the plan.
As for resettlement housing and social housing projects, Ho Chi Minh City will study options for the state to invest in, or call for investors to participate. Social housing projects will be built from state budget capital, then exploited mainly in the form of rental.
In addition, projects to develop parks, green buildings and public spaces will be implemented synchronously. Land projects along rivers, canals and streams will be bid, investors will be selected or land will be auctioned after relocation.
