National online conference to deploy the construction of job position management in administrative agencies and public service units

On the morning of December 8, the Government held a national online conference to deploy the development and management of job positions in administrative agencies, organizations, and public service units. Deputy Prime Minister Tran Luu Quang, Head of the Steering Committee for the Development and Management of Job Positions, chaired the conference.

At Ninh Binh bridge, comrade Tong Quang Thin, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee attended and chaired the conference. Also attending were leaders of departments, branches, and sectors; leaders of the People's Committees and the Department of Internal Affairs of districts and cities.

Implementing the direction of the Prime Minister, in 2019, the Ministry of Home Affairs presided over and coordinated with ministries and branches to research and develop a system of job positions for cadres, civil servants and public employees. The Ministry of Home Affairs issued a Circular guiding the job positions of leading and managing civil servants; shared professional skills; support and service in administrative agencies and organizations and job positions of shared professional professional titles; support and service in public service units; Circular guiding the determination of the structure of civil servant ranks.

20/20 ministries and sectors have issued Circulars guiding on professional civil servant positions. 15/15 ministries and sectors have issued Circulars guiding on leadership and management positions and professional titles and the structure of civil servants according to professional titles in public service units.

According to the synthesis of the Ministry of Home Affairs, to date, administrative agencies and organizations have created 840 job positions; government agencies have created 31 leadership and management positions; public service units have created 559 job positions; and created 17 commune-level cadre and civil servant positions. The job positions are designed in conjunction with output requirements according to each function and task corresponding to each civil servant rank and professional title.

At the conference, representatives of ministries, departments, branches and localities reported on the results of the implementation of the project on job positions in administrative agencies, organizations and public service units; at the same time, they pointed out difficulties, inadequacies and challenges and proposed solutions to overcome them.

Concluding the conference, Deputy Prime Minister Tran Luu Quang highly appreciated the results achieved in the process of implementing the construction and management of job positions in administrative agencies, organizations and public service units; at the same time, pointed out the remaining shortcomings and limitations.

Regarding the tasks in the coming time, the Deputy Prime Minister requested ministries, branches, units and localities to be more determined and drastic to complete the implementation of job position development according to the roadmap. Continue to review, adjust, amend and supplement regulations and guidelines on job positions by industry and field in a timely manner, ensuring unity, connectivity and synchronization in the political system.

In particular, the Deputy Prime Minister requested that the approval of all job position projects in administrative agencies, organizations and public service units of ministries, branches, units and localities must be completed before March 31, 2024.

In his concluding remarks after the Government's online conference, Comrade Tong Quang Thin, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee emphasized: The implementation of job position development is still facing many difficulties and obstacles because many ministries and branches have not issued guiding circulars. Therefore, the Department of Home Affairs is requested to actively coordinate with relevant departments and branches to urge implementation and promptly report to the Provincial People's Committee on issues within its authority.

Propose that sectors, units and localities be proactive and flexible in implementation, propose and recommend difficulties and obstacles in the implementation process so that the Provincial People's Committee can take timely measures to resolve them, ensuring the completion of the approval of the Project on job positions in administrative agencies, organizations and public service units in accordance with the Government's direction.
