Minister Nguyen Hong Dien requested regular meetings to actively and quickly deploy, promote the "lightning speed" spirit of the 500 kV line 3 Quang Trach - Pho Noi; resolve in more detail and specifically the tasks to be done and the difficulties from ministries, branches and localities, helping the investor complete the set goals.

Urgent action

On the afternoon of February 21, at the headquarters of the Ministry of Industry and Trade, Minister Nguyen Hong Dien chaired a meeting on the progress of the implementation of the 500kV Lao Cai - Vinh Yen transmission line project.

The 500kV Lao Cai - Vinh Yen transmission line project will be one of the key projects that both meets the demand for releasing the capacity of power projects in the Northwest region at present and in the future, and is ready to import electricity from China when Vietnam has a need. Therefore, the Prime Minister has requested that in February 2025, the investor, Vietnam Electricity Group (EVN), must start the project. To ensure the project is completed before August 30, 2025, the investor and relevant ministries, branches and localities must carry out activities resolutely.

Reporting on the implementation of the 500kV Lao Cai - Vinh Yen transmission line project, Chairman of the Board of Directors of Vietnam Electricity Group Dang Hoang An said that the project was assigned by EVN to the Power Project Management Board 1 (EVNPMB1) to manage the project, with a total investment of about 7,411 billion VND, the starting point is the 500kV Lao Cai transformer station, the end point is the 500kV Vinh Yen transformer station, with a length of about 229.5 km passing through 4 provinces and 12 districts. The total land area occupied by the power pole foundation is 63.03 hectares, affecting 2,189 households, of which 248 households must be resettled.

With the spirit of urgent implementation, the preparation of the project's technical design documents has been completed. Recently, on February 7, the Department of Electricity and Renewable Energy (Ministry of Industry and Trade) announced the results of the appraisal of the construction design to be implemented after the basic design. Immediately after that, EVN approved the technical design and invested in the construction of the project.

Regarding compensation and site clearance work, in the scope of electric pole foundations, in the 4 provinces the project passes through (Lao Cai, Yen Bai, Phu Tho, Vinh Phuc), the cadastral mapping work item has completed 468/468 pole locations, reaching 100%; the marker placement and handover, and counting items have completed over 98% of the work.

Regarding compensation and site clearance, within the corridor, the marking and measurement of houses, structures, and residential land for 240/248 households have been completed, reaching a rate of about 97%. Localities are currently working on approving compensation, support, and resettlement plans.

However, EVN also said that the compensation and site clearance work of the Project is currently facing difficulties: If the organizations in charge of compensation and site clearance of the districts have to carry out the procedures and order of compensation in accordance with the regulations of the People's Committees of the provinces, it will take a lot of time (the time to determine specific land prices is from 2-3 months, the time to publicly post the compensation plan is 30 days, the time to supplement and complete the compensation plan is 60 days, etc.), there is a risk of not meeting the progress of handing over the site to start the project at the end of February 2025, as well as having the site to carry out construction simultaneously on the entire route right after signing the contracts for construction packages.

In addition, the process of assigning ownership and counting the corridor encountered problems at some columns (the owner on the cadastral map and the actual owner are different; the coordinates of the land use right certificate are different from the location of use)...

At the meeting, the localities proposed that the consulting unit must focus on accelerating the land survey work, implementing the adjustment early to be able to implement it immediately. At the same time, the inter-route corridor boundaries of 4 communes in the province must be handed over soon to ensure the counting and progress. Regarding the corridor, Yen Bai province has not yet completed the implementation because it has not yet handed over the map, especially the compensation and site clearance work. Regarding the temporary forest use plan related to Tam Dao National Park, the Vice Chairman of Vinh Phuc Provincial People's Committee proposed a solution that before the Provincial People's Committee approves, it is necessary to seek the opinion of the Ministry of Agriculture and Environment.

Regarding the resettlement of people, currently only 7 households can be resettled on the spot. The rest mainly need to be resettled in a centralized manner. Therefore, in the past, Vinh Phuc province has reviewed all the plans with infrastructure but basically it is very difficult.

In response to the proposals of the localities, Mr. Dang Hoang An, Chairman of the Board of Members of Vietnam Electricity Group, emphasized that this is a very urgent and key project, so EVN will direct the Project Management Board and the consulting unit to complete and send to the provinces the remaining "owes" related to maps and measurements of the routes by February 28 at the latest.

Regarding the budget and compensation payment plan, EVN leaders said that the approval of the new price framework according to the Land Law will have a certain delay, so EVN proposed to use the province's unit price as some provinces are doing to make an advance payment. Later, the province will approve the land and will formalize it and explain to the people that when there is a new unit price, it will be updated and paid again.

Mobilize the entire political system into action

Directing at the meeting, Minister Nguyen Hong Dien acknowledged the investment preparation work, site clearance compensation work and positive changes. However, the work of approving compensation and resettlement plans has been basically completed in Lao Cai province only, while the remaining provinces have achieved a very low rate, especially Phu Tho province.

In addition, compensation payment has only been made in Lao Cai province at 98%, while the remaining provinces have not yet implemented it. Along the entire route, no column foundation positions have been handed over, which is the most important position for actual implementation.

"All of the above will greatly affect the progress and quality of the project. Therefore, we must make great efforts to be able to follow the direction of the Government and the Prime Minister," Minister Nguyen Hong Dien assessed.

In order to ensure the completion of the Project as required by the Prime Minister, in the coming time, the Minister requested the People's Committees of Lao Cai, Yen Bai, Phu Tho, Vinh Phuc provinces and Vietnam Electricity Group (EVN) to resolutely implement the following key tasks:

Firstly, mobilize the entire political system to direct the implementation and organization of site clearance to support investors during the construction process; promote the spirit of Lao Cai and Vinh Phuc provinces. In addition, strengthen propaganda and mobilization so that people in the project area agree, support and create favorable conditions for site handover as well as construction and protection of the project when it comes into operation.

Second, urgently consider the parallel implementation of all related work to speed up the progress of preparing and approving compensation, support and resettlement plans, paying people and mobilizing people to hand over the site, striving to hand over the site of the foundation positions in February 2025. The proposed route corridor is to be handed over in March with a spirit of urgency, determination, seriousness and determination.

"If there are any problems with the mechanism or the law, the Government and the National Assembly will consider it. All that can be done is for local Party committees and authorities, and comrades to organize the implementation. EVN is requested to start construction in February. After the commencement date, it must be implemented simultaneously on all foundation pit locations and column foundation locations that have been handed over by the locality to complete as soon as possible before August 31, because this is a project to celebrate National Day on September 2," the Minister emphasized.

Third, direct forest owners to urgently develop plans for exploitation and utilization of forest products to submit to competent authorities for approval in February 2025 and carry out related procedures for liquidation and auction of assets (if any) no later than March 15.

Fourthly, request the People's Committees of Yen Bai, Phu Tho, and Vinh Phuc provinces to direct the People's Committees of districts to issue documents approving the location of dumping sites before March 10, 2025 (Luc Yen district - Yen Bai; Doan Hung and Thanh Ba districts - Phu Tho; Tam Dao and Lap Thach districts - Vinh Phuc).

Regarding EVN, the Minister requested that EVN urgently and resolutely work with localities to complete documents and procedures related to compensation, site clearance, payment to people and continue to mobilize people to hand over the site. At the same time, urgently complete the work of selecting contractors to implement construction as soon as the site is available and meets the conditions.

The Minister suggested drawing lessons from the 500kV Quang Trach-Pho Noi transmission line project, where the selection of the main contractor was done very quickly, but the selection of subcontractors, especially the contractor supplying materials and equipment, was done very slowly or some contractors were selected with poor capacity. This project requires drawing lessons from early planning, and from afar, EVN is suggested to propose early to reserve materials.

EVN needs to strengthen coordination with localities to do a good job of propaganda and mobilizing people to support compensation and site clearance work and construction work, as well as protect the project.

In addition, EVN must prepare conditions, materials, equipment, means and human resources for site clearance. It is recommended to promote the spirit of the 500kV Quang Trach-Pho Noi line with the 4 on-site motto "on-site command; on-site forces; on-site means and materials; on-site logistics" to best implement the project. At the same time, EVN is required to schedule the construction progress as a basis for implementation, as well as a basis for inspection, supervision and urging of construction.

"Regarding the recommendations and proposals of the localities today, EVN is requested to synthesize and compare with current legal regulations to see where the problems are so that it can make recommendations to the Government and, if necessary, to the National Assembly to have policies and mechanisms for implementation. The spirit is to resolve any problems as they arise," Minister Nguyen Hong Dien stated clearly and noted that starting from today, meetings will be held every 2 weeks, trying to reflect on the problems in the progress of the 500kV Lao Cai - Vinh Yen project to resolve them together.

The 500kV Lao Cai - Vinh Yen Transmission Line Project is a very important project in transmitting electricity purchased from China, relieving the capacity of hydropower plants in the Northwest region and serving the increasing load in the following years, contributing to ensuring national energy security, especially in the context of the economy growing at double digits in the following years. This is a project that the Prime Minister requested to start construction in February 2025, and complete the project within 6 months from the commencement date.
