Moreover, the AU must build broad consensus and effective cooperation to address three major challenges facing the continent: turbulent security and social situations, civil wars in some member states, and the impact of the new US administration's foreign policy decisions. The continent also faces difficulties due to increasingly fierce competition for influence among external partners.
These three challenges do not arise in isolation, but interact with each other, making the AU even more difficult and perplexing. At this year's summit, the election of new leadership was not particularly difficult or complicated for the AU. Achieving consensus among members on strengthening unity of views and coordinated action, as well as on improving the practical effectiveness of AU institutions and mechanisms, was also easily accomplished.
However, the AU's greatest weakness has always been its capacity to successfully implement ambitious plans. The irony of the AU is that while its and Africa's standing has continued to improve in recent years, its capacity and potential for development, and for becoming a truly equal partner with external partners in building and operating cooperative relationships across all fields, remain insufficient and consistently inadequate. A limitation of this year's AU summit is the lack of a comprehensive plan to help the AU escape its current predicament of insufficient strength to achieve its goals.
